  • USAID Mechanism Description: The Integrated Natural Resource Management (INRM) activity provides on-demand support services and technical assistance for USAID Missions, Bureaus, and Independent Offices across a wide array of environmental and natural resource management issues. The activity is jointly managed by multiple USAID Operating Units (OUs) within the Bureau for Development, Democracy and Innovation. INRM is designed to help USAID OUs achieve higher impact environment programming and to support the uptake of principles and approaches outlined in the Agency’s Environmental and Natural Resource Management Framework.
  • Project Description: A recent Violence and Conflict Assessment (VCA) developed for the USAID/Kenya Mission identified that several issues related to land and resource governance (LRG) are contributing to violent conflict in the northwest Kenyan counties of Turkana, West Pokot, Samburu, Laikipia, and Isiolo. In order to help mitigate violence in these five counties, the Kenya Mission would like to understand its options for designing conflict-sensitive LRG programming.
  • The USAID LRG Division and Center for Conflict and Violence Prevention (CVP) has asked the INRM mechanism to develop a set of recommendations for conflict-sensitive LRG programming in northwest Kenya for the USAID/Kenya Mission, informed by the VCA and also by the recently released Land and Conflict Toolkit . The final product will be a brief presenting several recommendations for conflict-sensitive LRG programming that the Kenya Mission may consider; additional specifications are included below.
  • Purpose of Role: The Kenya Land Advisor is a short-term technical assistance (STTA) role, working remotely alongside Yuliya Panfil, INRM LRG lead, and Tim Robustelli, INRM policy analyst. As a local land expert, the advisor will lead desk-based , in-country research and analysis to inform the programming recommendations, lead development of recommendations, and write the brief. INRM staff will manage the overall project, and provide technical and administrative support as needed.
  • Preferably, the advisor will have experience working with USAID, as well as working in the five northwest Kenyan counties identified above. Demonstrably strong research and writing skills are also preferred. No field work is required.

Objectives and Duties:

  • The advisor will conduct desk-based research and analysis to inform the recommendations, and then develop a brief with 3-5 recommendations for conflict-sensitive LRG programming in northwest Kenya for the USAID Mission. The advisor will (1) develop a research methodology; (2) write and deliver a draft brief; and (3) write and deliver a final brief, all with technical assistance from INRM staff and input from USAID LRG, CVP, and Kenya Mission staff.
  • Research may include, but is not limited to, desk research and literature review, key informant interviews, and focus group discussions. Field work is not required; the advisor may work remotely in order to maximize cost effectiveness.

Deliverables:

  • The final product is a brief that includes (1) methodology; (2) a short overview of land-related conflict in northwest Kenya, informed by the VCA and the advisor’s own research; and (3) a set of 3-5 recommendations for conflict-sensitive LRG programmings in northwest Kenya for the USAID Mission. The brief will be written in English and is not to exceed 10 pages.
  • All recommendations must account for the feasibility of USAID implementation across national, county, and local levels in Kenya.

Proposed (and negotiable) timeline for the deliverable is the following:

  • Delivery of Methodology: 5 business days after start of agreement.
  • Delivery of Draft Brief: 25 business days after start of agreement.
  • Delivery of Final Brief: 45 business days after start of agreement.

2). Manager, Monitoring Evaluation & Learning

Role Objective

  • The Monitoring Evaluation & Learning Manager will nurture a Corporate MEL culture in DAI. He/she will lead the development of the MEL systems at DAI Nigeria. The MEL Manager will work closely with projects to define outcome and impact indicators and work with corporate unit heads to collect corporate workplan and financial performance data for analysis. He/she will lead on the design of a corporate MEL framework and provide regular updates to senior management including routine reporting on high level performance of the Nigeria portfolio – corporate and programmatic. The Manager will collaborate with and motivate the MEL project teams and short-term technical assistance relating to evaluation and learning.
  • She/he will also be responsible for conducting high quality research, and technical writing deliverables. He/she will be part of a multidisciplinary team that produces high impact deliverables such as online resource databases, information dashboards, websites, research, case studies, discourse events, learning sessions, newsletters, and other media products that are relevant for employees, project teams, and clients.

Responsibilities And Competencies

  • Provide support to all MEL activities.
  • Lead and facilitate MEL system strengthening processes and implementation of data collection, analysis, reporting and data quality improvement for strategic communication.
  • Gather evidence – corporate and programmatic – to demonstrate outcomes & impact from projects against DAI strategic themes.
  • With leadership from the Head of SCKM conceptualize and coordinate research activities and evaluations: interviews & focus groups with beneficiaries, clients and project staff.
  • Arrange, code and thematically analyze qualitative evidence collected.
  • Generate reports evidencing the impact of DAI projects across 6 main themes: governance, climate, digital acceleration, economic growth, health and financial advisory.
  • Contribute to internal reporting such as monthly reports, monthly newsletters, and annual reports for dissemination to audiences within and outside the company.
  • Design and maintenance of performance dashboards, and reporting tools
  • Ensure databases are efficient and effective for organization-wide knowledge management, information dissemination and use.
  • Contribute to proposal development by participating in incubators and designing MEL strategies.
  • Conduct MEL capacity development support and keep up to date with latest thinking on evaluation and impact measurement.
  • Undertake billable project work in proven areas of expertise.

Qualifications And Person Specifications

  • A Master’s degree in a science course such as statistics, mathematics, computer science, economics, or related field.An advanced certificate in M&E, or Statistics is an advantage.
  • 8-10 years of experience with expertise research, project impact evaluation, and data analysis – quantitative and qualitative.
  • Strong facilitation and stakeholder engagement skills.
  • Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and/ performance monitoring plans.
  • Excellent data analytics and visualization skills, including the ability to use Power BI and similar tools.
  • Proven success in designing & implementing project M&E systems from project initiation to closeout stages.
  • Excellent oral and written communication skills and must possess the ability to deliver technically rigorous documents.
  • A curious, creative & collaborative mindset, attention to detail, problem-solving attitude, an ability to work under pressure, adhere to tight deadlines & deliver high-quality work.
  • Professionalism, cross-cultural competence, comfortable engaging in a global firm, a proven ability to work across multiple business functions and proficient at managing stakeholders.
