Job Title: Technical Specialist

Location: Abuja (FCT)

Job Purpose

  • The primary roles of the Technical Specialist (TS) would cover strategic technical support and monitoring, capacity development, evidence and knowledge development and dissemination, and technical representation.
  • S/he would work with the Programme Director (PD) and team in providing technical guidance in the direct implementation of SMC activities, covering macro and microplanning, training, logistic system, social behavioral change communication, SPAQ distribution, quality assurance (QA) and supportive supervision at the state, LGA, health facility and community levels as per the agreed performance framework targets.
  • The TS would lead in ensuring Malaria Consortium’s strategic objectives and targets and contributions to Nigeria malaria targets are realized. S/h would also lead in the review of Malaria Consortium SMC and other chemoprevention strategies implemented in the country and continuously provide technical appraisal and how these can achieve increasing effectiveness/cost effectiveness.

Scope of Work

  • Using an integrated, coordinated, system strengthening and resilience enhancing approach, the TS provides strategic technical and programmatic support to ensure that SMC is implemented in PF supported/funded states according to the national guideline and global best practices with the view to positioning the programme for relevance in SMC implementation of the future.
  • The Technical Specialist (TS) working closely with the Programme Director and Senior Country Technical Coordinator (SCTC), will provide the required technical support to the technical team at the country office level with specific attention to M&E, impact evaluation, digitization, follow-up on ToRs, concept notes, engagement of technical assistance (TA), TA and programme reports, tracking/follow up on technical quality of state level and operational research (OR) activities through interphase with the programme technical team, Zonal and State Programme Managers. Furthermore, the TS would follow up on additional/emerging issues in the programme; e.g. technical activities at the national level especially the integration of SMC with other community-based public health interventions and oversee SPAQ distribution processes and procedures to ensure quality assurance (QA) at the programme level.
  • S/he would also be involved in representation of the project during routine evaluations, assessments and meeting with stakeholders.

Key Accountabilities
Technical Contributions (70%):

  • Support the M&E Manager in the setup, implementation and review of monitoring systems and monitoring tools for SMC implementation;
  • Support the M&E Manager in using the monitoring & evaluation, accountability and learning (MEAL) system to support health system strengthening (HSS) in SMC supported states and at the NMEP;
  • Work with the technical team to identify areas/systems (data platforms, apps, databases) and select technologies to capture and organize data (digitization) for HSS;
  • Support the PD in the provision of technical support, including building their capabilities, to the state teams in the planning and implementation of all project activities, including microplanning, commodity management, community mobilization, training, monitoring and supervision;
  • Follow up on additional/emerging issues in the project; e.g. integration with other community level public health interventions;
  • Work closely with the Senior CTC to ensure quality standards are developed and implemented at all levels for the distribution of SMC drugs;
  • Work closely with the Senior CTC to ensure the project’s adherence to technical quality assurance processes for Malaria Consortium in programme planning and implementation;
  • Document innovation and best practices that are related to the project.
  • Work with the SCTC and OR Specialist to identify research areas, develop research plans and design for research projects. Seek approval and support the implementation of approved research topics;
  • Coordinate the implementation, data management, reporting and dissemination of key project research outcomes relating to OR, ensuring standards and quality in project activities;
  • Support states to ensure that rollout of project service delivery activities meet national, Malaria Consortium and international standard of quality;
  • Follow-up on the implementation of approved Terms of References (ToRs) for all activities (to be carried out at the national, state, LGA, health facility and community level) meet MC quality;
  • Check activities of engaged TA as per approved ToRs to ensure quality implementation;
  • Work in liaison with country office team to closely monitor delivery of ToRs; obtain reports in a timely manner and ensure the proper sign-off of all submitted reports;

Project Management (20%):

  • Support collation, review and submission of technical activity reports to PD (and the SCTC);
  • Support the PD to follow up Country Office review feedbacks on reports and other project documents;
  • Contribute to project transition strategy and ensure inclusion of relevant activities to promote sustainability within the workplan and smooth transition of the programme to government;
  • Be part of the Malaria Consortium learning & development (L&D) and quality assurance groups.
  • Contribute to preparation of the quarterly and annual progress updates to the donor as may be requested;
  • Contribute to quarterly lessons identification and learning documentation and dissemination;

Representations (10%):

  • Represent MC on malaria Case Management Subcommittee, SMC Expert Group and other relevant health coordinating committees at national level as may be delegated;
  • Be part of the relevant Malaria Consortium/global technical community of practices (CoPs);
  • Represent the PF/SMC programme/MC externally as might be assigned by the PD, SCTC and/or West & Central Africa Programme Director (WACPD).

Person Specification
Qualifications and experience:

  • Master’s Degree in Medicine, Public Health, Health Policy, Epidemiology or another relevant specialty with at least 10 years work experience, is a minimum requirement;
  • Demonstrable experience working with national programmes and engaging with stakeholders at that level;
  • Significant experience of working in developing countries and experience with Malaria Consortium or any GFTAM, FCDO (former DFID/UKaid) or USAID funded programmes would be an added advantage.
  • Previous experience working at the national level with oversight for at least five (5) states;
  • Experience in health systems strengthening and malaria chemoprevention;
  • Experience in Public Health programme delivery at large scale at the community level (both campaign – like and routines, including those integrated and stand–alone);

Work-based Skills and Competencies:

  • Knowledge of global and country specific malaria policies and guidelines;
  • Technical knowledge and skills in control of malaria and other childhood illnesses;
  • Demonstrable report writing and presentation skills;

Job Title: Procurement and Admin Officer

Location: Abuja
Job Type: Temporary, Full Time

Job Purpose

  • The Procurement and Admin Officer will be responsible for all based procurement planning and procurement.
  • He/she will also be responsible for providing Abuja based administrative support to state projects under Malaria Consortium in Nigeria.

Scope of Work

  • The Procurement and Admin Officer will support the project procurement plan design and regular updating.
  • He/she will provide the analysis for all Abuja strategic supplier agreements related to and will monitor them, and will coordinate all procurement related in Abuja in accordance with the Malaria Consortium Procurement Policy.
  • He/she will also manage all assets in the Abuja office and provide support to the management of assets in all state offices.

Key Accountabilities
Procurement planning (15%):

  • Support the project manager and Country Office Manager with the design of procurement plans to allow all procurements to be delivered on-time at value for money following compliant processes
  • Work with the Senior project manager and Country Office Manager to review all project procurement plans on a regular basis (at least quarterly) to ensure that all procurement is being planned to allow for on-time delivery at value for money following compliant processes.

Supplier agreements (15%):

  • Support the Abuja Office Manager with defining they Nigeria Country Procurement Plan
  • Provide support in the analysis for all Abuja based Framework Agreements and creation  of Preferred Suppliers based on the Country Procurement Plan, following the processes defined in the Malaria Consortium Procurement Policy, including for fuel, security, IT support, generator maintenance, vehicle maintenance, stationery, hotels, taxi firms, rental vehicles, event locations for conferences/workshops/seminars, printing material, etc.
  • Track all Global Fund procurements against all supplier agreements and provide quarterly reports to the Abuja Office Manager on total expenditure to date per agreement, supplier performance and issues and recommendations for the coming year.

Procurement (55%):

  • Coordinate all Abuja based procurement in accordance with the Malaria Consortium Procurement Policy, ensuring that all documentation is completed, correctly approved and filed appropriately for future reference
  • Maintain a record of the status of all procurements, which will be shared weekly with all relevant staff so that they can properly plan and implement all activities
  • Collate documentation for all procurements for the Country Procurement Review Committee (PRC)
  • In line with the project budget and working closely with the Country Office Manager, ensure value for money of all procurements for activities carried out in Abuja and all offices at state level.

Admin, Asset and Stock Management (15%):

  • Support the Abuja Senior Admin Officer in managing all Abuja based assets to ensure that they are registered, tracked, maintained and disposed of according to the Malaria Consortium Asset Management Policy
  • Maintaining the Property Inventory Register for all office equipment (as per the Malaria Consortium Fixed Asset Policy) in Abuja
  • Support the Abuja Senior Admin Officer in managing any stock procured by, as defined by, and in accordance with the Malaria Consortium Inventory Management Policy

Job Title: State Finance Officer

The Vacancy

  • We are recruiting for a State Finance Officer to join our team in Yobe State.

Finance work (50%):

  • Authorized Petty Cash Count Certificate and reconciliations
  • Monthly timesheet update
  • End of Month Checklist
  • Making Payments of all meetings, workshop and training participants and consultants
  • Safeguarding the organisation resources by scrutinizing all payment requests, TAFs, PRFs and by adhering to the MC Manual, Policies and Procedures

  • Review and post all invoices onto PSF ledger ensuring the accuracy of codes, support documentation, budget availability and necessary approval from the authorized personnel
  • Prepare all payments – cash, cheque, bank transfers and obtain approval from the authorized personnel
  • Post payments onto PSF general ledger ensuring the accuracy of all the required codes.

Filing and Admin (15%):

  • In charge of archiving and filling all finance documents and ensuring that they are in safe custody and easily accessible by the finance team
  • In -charge of collating timesheets of all field office staff
  • Petty Cash management (10%)

Job Title: Senior HR Officer – Talent Management & Systems Support

Job Title: State Project Manager

Location: Plateau

Job Purpose

  • The Project Manager will be responsible for the overall management, coordination and harmonization of the Nigeria component of this multi-country multi-donor project.
  • Lead project implementation activities ensuring consistency with the overall multi-country programme’s performance framework, and in line with Malaria Consortium’s core values.

Key Accountabilities
Project Management (60%):

Technical performance management and Quality Assurance (20%):

  • Take the lead in monitoring and evaluating project performance.
  • Keep abreast with evidence and best practices that are related to the project.

Representation (10%):

  • Work with the Country Director, Country Technical Coordinator and SPM to participate in national level meetings and workshops to represent Malaria Consortium at programmatic and coordination events,

Qualifications and Experience

Job Title: Security Manager

Locations: Anambra and Sokoto

Scope of Work

  • The two Security Managers positions (SMs) will oversee one zone each of  North-West (Sokoto) and South (Anambra) where Malaria Consortium’s activities in Nigeria are located, managing the day-to-day safety and security operations to ensure the achievement of project goal and objectives.
  • The position holders will report to the Senior Security Manager (SSM) serving as his or her designate in their location of operation.
  • The SM will analyze complex security issues and contexts, create and continually update a country security communication tree and their location specific Safety and Security Plans (SSPs) and associated Standard Operational Procedures (SOPs), give sound practical safety and security advice, and make decisions to support safe operations within the zones.

Key Accountabilities
General Security Management of MC office operations) – 40%:

  • Create the zonal security communications tree for their zones and ensure that it is always updated.
  • Ensure that all states’ offices within their zones have a designated fire warden, and that fire equipment checks, and fire drills are done at least once every 6 months.
  • Establish and maintain an active information network within their zones, which includes state security actors, peer NGO security focal points and relevant security alert sources to obtain daily reliable and credible and relevant safety information.
  • Conduct quarterly physical security assessments of states with their respective zones.
  • Conduct fire safety checks in all projects’ offices within their zones during quarterly visits and make budgeted recommendations for improvements.
  • Ensure that all staff working in MC offices in their zones completes the required online security trainings.
  • Provide weekly security reports to the SSM and SSFPs, copying senior colleagues at the national level, including with a risk map by LGA and LGAs with planned activities for the following week, highlighting relevant risks and mitigation plans.
  • Ensure that all state SSFPs are conducting Security Briefings for all new state staff and visitors to the states within their zones (national and international).
  • Embed all safety and security SOPs within the office environment and ensure all staff comply.
  • Work with the SSM and operations staff to ensure that all Malaria Consortium vehicles, offices and rented vehicles (within their zones) have the right equipment and tools to support good safety and security, and that all such equipment is regularly checked and tested.

Intervention/Project-specific security management – 35%:

  • Conduct security risk assessment prior to the commencement of all community-level project intervention, especially SMC and LLIN campaign, within their zones, and ensure recommendations from the assessment feed into the planning and design of implementation strategies.
  • Review the security profile of each state within each zone at the end of each SMC cycle and submit updated risk profile at least two weeks to the commencement of the next cycle.
  • Review the list of hospitals for the conduct of REVEAL activity and any such activities before commencement or research, data collection and other activities.
  • Maintain a movement tracker for the movement of all staff and temporary employees in states within their zones, related to activity planning, implementation, and evaluation, ensuring that it is updated daily and accurate at all times, and includes start and end locations, estimated start and end times, driver and passenger names and contact details, as well as vehicle details.
  • Ensure that for all project staff movements within their zones, during routine daily or project activity implementation, there is an agreed mode of communication that is functional in the areas to be visited, with agreed check-ins for every trip.
  • Provide security clearance for all project and operations related trip for staff and locations within their zone.
  • Conduct post-implementation security status review of each state within their zones after each cycle (in case of SMC) and completion of phased out implementation, for level of compliance with security protocol in previous cycle and make recommendations accordingly, for the next cycle / next phase of project activities.
  • Input daily and weekly into all project activity plans in the states within their zones, the LGAs, Wards and community ensuring that all activities are planned based on the principle of ‘staff safety first’.
  • Along with the SSFPs, Operations and Project staff, make daily decisions on project activities in states within their zones, from a security perspective, approving, restricting, or delaying activities and/or movements where needed.

Security Document Development, Updating and Capacity Building – 20%:

  • Support the SSMs and SSFPs within their zones, to draft, implement and continually update (at least every 6 months) the location specific SSPs, with associated SOPs, using the standard template which includes communications and movement protocols, security communication tree, information flows, etc.
  • Ensure that all staff in Malaria Consortium Nigeria offices within their zones receive a safety and security induction and have completed relevant internal and online security training courses.
  • Work with the SSFPs to ensure that all state staff are trained on and are familiar with and follow the programme Safety and Security Plan and associated SOPs; with reports shared with the SMs and the other relevant country office staff.

Security Management – 5%:

  • Serve as the primary contact for the SSFPs in each state on safety and security incident reporting.
  • Work with SSFPs and country office leadership as may be necessary in the management of security incidents.
  • Monitor all agreed security management actions and provide update as necessary.

Person Specification
Qualifications and experience:        

  • Minimum of 8 years experience in security management of operations in diverse situations, including stable and conflict-riddled and security-challenged environment, with extensive experience of security management in Nigeria
  • Demonstrated courses in security management
  • Has previous experience as a Security Officer or Manager in an international NGO within the last 3 – 5 years.
  • Experience in risk analysis and management.
  • Ability to demonstrate their links with relevant security networks in Nigeria
  • Conversant with the geography of the zone of interest and speaks the local language(s) of the zone.

Job Title: Finance Manager

Location: Abuja

Job Purpose

  • The Finance Manager will be responsible for all financial aspects of country office as delegated by the Country Finance Manager and all financial aspects project sub-award contracts, partner and project financial reporting, financial accounting and budget management ensuring good value for money is achieved on the project.
  • They will ensure compliance within the project of both the donor regulations and Malaria Consortium’s policies and processes.

Scope of Work

  • They will provide a proactive, efficient, timely and relevant finance service to the project team including budget preparation with the appropriate mapping of financial transactions to be able to measure value for money and achievement of deliverables.
  • They will drive project financial reporting at a level of detail necessary to manage budgets effectively, checking financial transactions are recorded accurately.

Key Accountabilities
Management Accounting (40%):

  • Understand and implement grant management policies, procedures, and practices, and provide policy, guidance, and interpretation to project staff and partners
  • Manage sub-granting mechanism to partner organisations
  • Prepare for review by the Country Finance Manager, Project Manager and the Finance Support Manager, the Donor Budget versus Actual report, which must be submitted within two weeks of each quarter end.
  • Develop the annual financial plan and quarterly forecasts for the project based on the work plans to be submitted within two weeks of the quarter end to the donor after review.
  • Ensure smooth operation of technical efforts and field activities by providing accounting, management and logistical support to facilitate the implementation of project activities.
  • Oversee the budgeting, reporting and accounting for the project for the Abuja office and the six states of operation to ensure timely and accurate reporting
  • Issue Budget versus actuals and transaction listings on a monthly basis, and review them with the Project Manager to ensure prompt correction of errors and resolution of problems

Financial Accounting (40%):

  • Oversee all administrative, operational and financial management systems according to Malaria Consortium’s standard operating procedures
  • Prepare Balance Sheet checklist each month for review by the Country Finance Manager
  • Evaluate the financial impact of management decisions, ensuring that the donor receives value for money and that all financial transactions undertaken are in line with Malaria Consortium’s and the donor’s policies
  • Compile and prepare routine financial reports for the management team
  • Support the state offices on month end processing.
  • Make regular visits to the states of operation to ensure compliance with Malaria Consortium’s and the donor’s policies
  • Actively support the Country Finance Manager with the required country and project audits
  • Follow-up on issues with the state offices raised by the Country Finance Manager on the month-end checklists for resolution and those raised as a result of audits
  • Prepare project financial invoices for review by the Finance Support Manager: West & Central Africa in good time to meet the monthly and quarterly deadlines
  • Identify financial risks of the projects and prepare and keep updated with the Project Manager the projects’ risk register
  • Any other tasks as required by the Country Finance Manager

Value for Money (15%):

  • Assist the Project Manager in preparing a Value for Money (VFM) Action Plan, acceptable to the donor, with time bound deliverable examples of economy, efficiency, and effectiveness. The Action Plan should be agreed with the donor within six months of the start of the project.
  • Create a mapping of project costs (including unit costs) that will enable the programme to control cost, convert inputs efficiently into outputs, and obtain the maximum possible outcomes.

Human Resources (5%):

  • Provide finance induction to new State Finance Officers and non-finance staff in the project providing on-going support to the same people
  • Feed into the performance reviews of finance staff in the project
  • Highlight any financial capacity issues to the Country Finance Manager and Project Manager, making recommendations of any action required
  • Provide a gap fill service for the financial management in the project as required due to staff absence from leave or resignation

Qualifications and Experience

  • Qualified accountant in recognised global body, ACA or CIMA
  • Significant experience with 3-years in a financial management managerial position
  • Working knowledge of rules and regulations of donors and their application
  • Experience of working with DFID, GF, USAID, BMGF and other donor grants
  • Experience of working on a payment by results contract.
  • Highly familiar with cost accounting standards and management of sub-contracts and sub-grants with partners
  • Past exposure and experience working on large scale projects and managing teams across multiple locations
  • Previous experience of providing data to evidence value for money on a project.

Work-based Skills:

  • Fluency in English with proven ability to communicate effectively within a multi-cultural environment
  • Excellent organisation skills with the ability to manage multiple priorities and deliver to deadlines
  • Excellent analytical skills with good attention to detail
  • Ability to develop and interpret standard financial reports (balance sheet, income statements, cash flow)
  • Excellent computer skills with high proficiency in Microsoft Excel
  • Experience of working with PS Financials.

Job Title: Technical Specialist

Location: Abuja (FCT)

Job Purpose

  • The primary roles of the Technical Specialist (TS) would cover strategic technical support and monitoring, capacity development, evidence and knowledge development and dissemination, and technical representation.
  • S/he would work with the Programme Director (PD) and team in providing technical guidance in the direct implementation of SMC activities, covering macro and microplanning, training, logistic system, social behavioral change communication, SPAQ distribution, quality assurance (QA) and supportive supervision at the state, LGA, health facility and community levels as per the agreed performance framework targets.
  • The TS would lead in ensuring Malaria Consortium’s strategic objectives and targets and contributions to Nigeria malaria targets are realized. S/h would also lead in the review of Malaria Consortium SMC and other chemoprevention strategies implemented in the country and continuously provide technical appraisal and how these can achieve increasing effectiveness/cost effectiveness.

Scope of Work

  • Using an integrated, coordinated, system strengthening and resilience enhancing approach, the TS provides strategic technical and programmatic support to ensure that SMC is implemented in PF supported/funded states according to the national guideline and global best practices with the view to positioning the programme for relevance in SMC implementation of the future.
  • The Technical Specialist (TS) working closely with the Programme Director and Senior Country Technical Coordinator (SCTC), will provide the required technical support to the technical team at the country office level with specific attention to M&E, impact evaluation, digitization, follow-up on ToRs, concept notes, engagement of technical assistance (TA), TA and programme reports, tracking/follow up on technical quality of state level and operational research (OR) activities through interphase with the programme technical team, Zonal and State Programme Managers. Furthermore, the TS would follow up on additional/emerging issues in the programme; e.g. technical activities at the national level especially the integration of SMC with other community-based public health interventions and oversee SPAQ distribution processes and procedures to ensure quality assurance (QA) at the programme level.
  • S/he would also be involved in representation of the project during routine evaluations, assessments and meeting with stakeholders.

Key Accountabilities
Technical Contributions (70%):

  • Support the M&E Manager in the setup, implementation and review of monitoring systems and monitoring tools for SMC implementation;
  • Support the M&E Manager in using the monitoring & evaluation, accountability and learning (MEAL) system to support health system strengthening (HSS) in SMC supported states and at the NMEP;
  • Work with the technical team to identify areas/systems (data platforms, apps, databases) and select technologies to capture and organize data (digitization) for HSS;
  • Support the PD in the provision of technical support, including building their capabilities, to the state teams in the planning and implementation of all project activities, including microplanning, commodity management, community mobilization, training, monitoring and supervision;
  • Follow up on additional/emerging issues in the project; e.g. integration with other community level public health interventions;
  • Work closely with the Senior CTC to ensure quality standards are developed and implemented at all levels for the distribution of SMC drugs;
  • Work closely with the Senior CTC to ensure the project’s adherence to technical quality assurance processes for Malaria Consortium in programme planning and implementation;
  • Document innovation and best practices that are related to the project.
  • Work with the SCTC and OR Specialist to identify research areas, develop research plans and design for research projects. Seek approval and support the implementation of approved research topics;
  • Coordinate the implementation, data management, reporting and dissemination of key project research outcomes relating to OR, ensuring standards and quality in project activities;
  • Support states to ensure that rollout of project service delivery activities meet national, Malaria Consortium and international standard of quality;
  • Follow-up on the implementation of approved Terms of References (ToRs) for all activities (to be carried out at the national, state, LGA, health facility and community level) meet MC quality;
  • Check activities of engaged TA as per approved ToRs to ensure quality implementation;
  • Work in liaison with country office team to closely monitor delivery of ToRs; obtain reports in a timely manner and ensure the proper sign-off of all submitted reports;

Project Management (20%):

  • Support collation, review and submission of technical activity reports to PD (and the SCTC);
  • Support the PD to follow up Country Office review feedbacks on reports and other project documents;
  • Contribute to project transition strategy and ensure inclusion of relevant activities to promote sustainability within the workplan and smooth transition of the programme to government;
  • Be part of the Malaria Consortium learning & development (L&D) and quality assurance groups.
  • Contribute to preparation of the quarterly and annual progress updates to the donor as may be requested;
  • Contribute to quarterly lessons identification and learning documentation and dissemination;

Representations (10%):

  • Represent MC on malaria Case Management Subcommittee, SMC Expert Group and other relevant health coordinating committees at national level as may be delegated;
  • Be part of the relevant Malaria Consortium/global technical community of practices (CoPs);
  • Represent the PF/SMC programme/MC externally as might be assigned by the PD, SCTC and/or West & Central Africa Programme Director (WACPD).

Person Specification
Qualifications and experience:

  • Master’s Degree in Medicine, Public Health, Health Policy, Epidemiology or another relevant specialty with at least 10 years work experience, is a minimum requirement;
  • Demonstrable experience working with national programmes and engaging with stakeholders at that level;
  • Significant experience of working in developing countries and experience with Malaria Consortium or any GFTAM, FCDO (former DFID/UKaid) or USAID funded programmes would be an added advantage.
  • Previous experience working at the national level with oversight for at least five (5) states;
  • Experience in health systems strengthening and malaria chemoprevention;
  • Experience in Public Health programme delivery at large scale at the community level (both campaign – like and routines, including those integrated and stand–alone);

Work-based Skills and Competencies:

  • Knowledge of global and country specific malaria policies and guidelines;
  • Technical knowledge and skills in control of malaria and other childhood illnesses;
  • Demonstrable report writing and presentation skills;
  • Excellent project management and M&E skills; and familiarity with accountability, learning & development; and
  • Excellent written and spoken English.
