Job Title: OSS Doctor

Locations: Ekiti & Osun
Level of Effort: Full Time

Job Description
The OSS Doctor will provide general care to the KP clients. The key roles of the Doctor include:

Working with program team to develop and/or review Standard Operating Procedures (SOP) for the provision of ART services to Key Populations
Provide ART services to Key Populations in line with current World Health Organization (WHO) recommendations and national guidelines both at the OSS and through mobile ART
Oversee clinical HIV treatment protocols in each clinical department to reflect the needs of the target population and ensure consistency of treatment services throughout the OSS
Provide support to the Strategic Information (SI) unit to manage data collection for service delivery to Key Populations in project communities using nationally approved tools
Ensure timely submission of quality reports on monthly and quarterly basis or as required
Support data analysis, interpretation and use at the OSS. Use of data at facility level for decision making towards improve service delivery at the OSS
Liaise with ECEWS to use data for decision making on how to best tailor services according to the needs of the KPs
Support the development of budgets and work plans for clinical services in the OSS, Provide support for prompt retirement of cash expenditure and advances
Preparation of program reports
Ensure a seamless delivery of service for clients from intake through discharge at the OSS, Review and assess client treatment protocols and plans, including short- and long-term goals, Review clinical records to evaluate the necessary level of client care
Effectively manage and supervise other clinicians, health service providers, volunteers and case managers at the OSS as well as mobile ART teams
Advise project team on national and state policies, procedures and licensing requirements and ensure compliance with all requirements and/or mandatory inspections
Supervise weekly/monthly clinical staff meetings, Integrate OSS and mobile ART services with other project activities to enhance the achievement of project outcomes
Proactively seek out and report relevant opportunities, success stories, linkages or challenges that may promote clinical services for the project, and Carry out any assignment as assigned.

Minimum Recruitment Standard

Advanced Medical Degree (MD preferred)
At least 3 years relevant work experience.
Robust clinical experience in HIV/AIDS care and antiretroviral treatment (3years + preferable)
Computer literacy in Microsoft applications and other software
Experience working with the Key Populations
Experience in developing country health care programs
Experience in training
Excellent interpersonal skills
Fluency in written and spoken English.
Excellent grasp of clinical issues and current literature in HIV/AIDS treatment
Ability to work independently with strong problem-solving skills including the ability to foresee problems and initiate appropriate action.
At least 3 years of clinical experience in management of infectious disease, and of management of clinical services;

Job Title: Finance & Administrative Manager

Location: Cross River
Level of Effort: Full Time

Job Description

Coordinate annual budget preparations and compliance and ensure that project budgets are reviewed at least quarterly.
Work with the State Director on periodic preparation of Financial Statements and ensure completion of project financials on monthly basis.
Conduct monthly budget / actual analysis to give feedback to State Director every month; prepare and submission of donor specific monthly, quarterly and annual reports.
Review staff and vendor payments to ensure error free transactions and respond to all audit issues related to project financials.
Review all transactions posted into donor project books and make corrections where necessary before they are posted for consolidation.

Minimum Recruitment Standard

Must possess a First Degree or its equivalent in Accounting or Finance.
Must possess a Master’s degree in Accounting, Business Admin or Finance with a professional certification of ICAN or ACCA.
Must be proficient in all aspects of corporate accounting and all pertinent financial standards, rules and regulations relating to good financial management.
Ability to solve problems, exercising good judgement will be an asset.

Job Title: Adherence Counsellor

Location: Ekiti
Level of Effort: Full Time

Job Description
The counsellor should have well developed counseling and communication skills, and will play the following role:

Provide psychosocial and continuous support as well as treatment preparation to clients in the health facility;
Provide counselling services including risk reduction counseling, harm reduction counseling, post-GBV counseling, or contraceptive/family planning counseling as required
Identify and address challenges/barriers to adherence
Ensure proper referral of clients where necessary including following up and reporting on the outcomes as necessary
Coordinates patient tracking activities supported by the community Case Managers including documentation and reporting of defaulter tracing activities.
Receiving clients to the clinic
Provide HTS services (pre-and post-test counselling, , HIV testing)
Follow-up with clients on referrals
Distribute condom, lubricant, needles/syringes and other commodities
Maintaining client records
Organize and facilitate support group sessions for HIV infected and affected clients including groups with special needs e.g. discordant couples, youth/adolescent and children
Address aspects of behavior change in relation to HIV and ART
Support clients to voluntarily disclose their HIV status
Facilitate the delivery of relevant information to clients enrolled in OSS
Participate in home visits as appropriate to execute plan of care for clients
Ensure client records are well maintained and compile periodic reports as necessary
Depending on clinical training and skills, triage clinical cases, provide selected contraceptive/FP services, wound dressing and other minor OSS care.

Minimum Recruitment Standard

Degree in Social Sciences, Health Education, Public Health or a relevant field;
At least one year of supervisory experience and two year post-graduate experience working in medical case management or as a medical social worker.
Willingness to participate in HIV related trainings and meetings
Ability to organize and coordinate diverse activities
Experience in coordinating HIV/AIDS program implementation;
Strong supervisory and management skills;
KP Experience will be an added advantage.

Job Title: Pharmacist

Location: Ekiti

Job Description

Dispense Antiretroviral drugs (ARVs) and other medication in line with approved regimens and standards
Dispensing ARVs in appropriate packaging with clear instructions
Providing medication-related counseling, including reinforcing adherence and advising on potential side effects and drug interactions
Providing drug information to health service providers and clients on request
Contribute to forecasting /quantification of health commodities and monitoring of drug distributions
Oversee drug logistics i.e. stock-taking, proper drug storage, drug stock out and monitor the effectiveness of the pull system
Monitoring adherence to ARVs; working with clients and other health service providers to address difficulties
Address emerging problems as client numbers increase
Contribute to the development of data collection tools for KPs (HTS, ART and Prevention for Positives)
Monitor and report weekly enrolment
Provide support to the Strategic Information (SI) unit to conduct research (qualitative and quantitative) surveys on service delivery outcomes for HIV prevention, care and treatment.
Ensure timely submission of quality reports to ECEWS on monthly and quarterly basis or as required
Support the development of budgets and work plans, as appropriate, for clinical services in the OSS.

Assess the functionality of existing pharmaceutical management systems and develop implementation plans that prioritize and address gaps
Oversee quality assurance systems at the OSS by close monitoring of prescription patterns, ensuring proper documentation, side effects monitoring (pharmacovigilance) and reducing dispensing errors
Identify needs for information resources – for example, ART guidelines and drug information for medication counselling
Identifying and supporting follow-up of clients who do not return for refills of their ARVs
Working with providers and clients to identify, manage, and report adverse drug reactions and drug interactions
Contributing to decision making on treatment and care for individual clients
Ensure Good Pharmaceutical Practice (GPP) and standards
Calculate drug storage needs for ART start-up and expansion
Monitor ARV and other drug (STIs, OIs, etc.) stock levels at the OSS and communicate with the project team for re-stocking
Implement monitoring and reporting of medication errors, suspected adverse reactions to medicines, and other medication-related events
Monitoring ART prescriptions for appropriateness and discrepancies
Carry out any assignment as may be decided.

Minimum Recruitment Standard

A minimum of Bachelor’s Degree in Pharmacy or other relevant field with prior relevant field with prior experience in supply chain management and HIV/AIDS monitoring and evaluation.
Proficiency in MS Access, SPSS, MS Excel, MS Word, MS Power Point and other Office packages.
Proficiency in the use of email and internet.
Excellent interpersonal, communication and organizational skills.
At least 2 years’ experience in related programming in developing countries.
Experience in Pharmacy Logistics and Supply Chain Management.
Experience in HIV/AIDS monitoring.

Job Description

Performing laboratory tests to produce reliable and precise data to support provision of the continuum of HIV treatment services
Preparing Dried Tube Specimen (DTS) panels for IQC and EQA (Proficiency testing) to support HTS on the project
Carrying out routine tasks accurately and following strict methodologies to carry out analyses
Preparing specimens and samples
Supporting the design and implementation of innovative strategies for delivering needs-based training and mentoring for clinic staff in relevant areas
Supporting implementation and monitoring of biosafety and biosecurity in clinical service delivery, including the development of SOPs, guidelines and job aids
Produce computerized records to interpret and archive laboratory results to be presented to clinic staff and project team for informed decision making
Provide support to the Strategic Information (SI) unit to support research (qualitative and quantitative) surveys on service delivery outcomes for HIV prevention, care and treatment.
Ensure timely submission of quality reports to ECEWS on monthly and quarterly basis or as required.
Maintaining and operating standard laboratory equipment
Maintaining personal expertise in clinical laboratory practice and innovative technology and equipment
Ensuring the laboratory is well-stocked with relevant consumables
Following and ensuring strict safety procedures and safety checks within and around the laboratory
Working with the project team to develop and implement quality assurance systems to improve the quality of diagnostics and facilitate treatment and monitoring of HIV
Supporting the development of project work plans and budgets to incorporate the procurement of equipment and supplies for laboratory services
Supporting the use of emerging and appropriate technology for cost-effective service delivery
Carry out any assignment as may be decided by the Clinical Supervisor.

Minimum Recruitment Standard

Degree in Medical Laboratory Science
Valid Certificate to practice as Medical Laboratory Scientist with MLSCN mandatory
2 years’ experience in a practical setting
Proficiency in Microsoft office and database applications
Excellent interpersonal skills
Fluency in written and spoken English.
Knowledge and experience in design, implementation and management of laboratory services in HIV/AIDS, TB, Malaria, Reproductive health and other related emerging chronic and contagious diseases will be an asset

Job Description

Provide comprehensive triage (in-clinic and/or mobile) and clinical assessment service to clients resulting in safe and appropriate clinical decisions that reflect their healthcare needs.
Facilitate the triage process using clinical knowledge and appropriate interpersonal skills, demonstrating empathy and understanding

Monitor and report weekly enrolment
Maintain records availability by processing files into the department; using file mark-off procedures; facilitating file location activities.
Make recommendations for care utilizing approved SOPs and protocols
Ensure continuous reassessment and management of clients who remain in the waiting room commensurate with their condition and time frames determined by the assigned care category
Schedule client appointments for routine or follow up care and treatment
Where referrals for other healthcare services are necessary, support arrangements for the appropriate service via the appropriate referral system
Provide accurate healthcare information and self-care/health improvement advice to meet the holistic and therapeutic requirements of the client
Retrieve medical records by following file-out procedures
Deliver files to assigned areas of the hospital by following established routing procedures including computerized/automated file sharing
Participate in quality improvement through ongoing involvement in internal and external clinic quality assurance processes
Participate in research processes to audit and evaluate triage practices
Provide support to the Strategic Information (SI) unit to conduct research (qualitative and quantitative) surveys on service delivery outcomes for HIV prevention, care and treatment.

Keep health care providers informed by communicating availability or unavailability of the record.
Maintain continuity of work operations by documenting and communicating actions, irregularities, and continuing needs
Support the monitoring and reporting of medication errors, suspected adverse reactions to medicines, and other medication-related events
Actively participate in identifying Health and Safety risk issues
Carry out any assignment as directed.

Degree in Nursing / Midwifery and a Degree in Public Health is an added advantage

Minimum Recruitment Standard

Bachelor’s Degree in Science, Social Science, Arts or Humanities
Experience in M&E field
At least 4 years’ post NYSC experience in developing country health care programs or program support function 4 years of which must be within an international NGO or equivalent.
Minimum 4 years’ experience working on international health issues including HIV, with at least two years working on HIV/AIDS Prevention, Care and Treatment programs in resource poor settings.
Extensive experience working with KPs
Ability to work independently with minimal supervision.
Strong interpersonal skills and ability to work cross-culturally with diverse teams
High degree of judgment, maturity, ingenuity and originality to interpret strategy, to analyze, develop and present work and to monitor and evaluate implementation of programs.
Fluency in written and spoken English Proficiency with other local languages.
Knowledge of public health information, education, and communications methodology in an African development context.
Experience supervising and/or training others preferred
Demonstrated ability in maintaining close counterpart relationships, both governmental and in partner sites and communities
