Job Title: Consultant to Review Nigeria Supply Chain Policy for Pharmaceuticals

Background of the Assignment

  • The National Product Supply Chain Programme is an arm of the Food and Drug Services Department of the FMOH saddle with the responsibility of harmonizing supply chains, determining policy direction and implementation of strategic plan for product supply chain including public health and essential medicines supply chains in the country.
  • WHO has been providing technical assistance to improve visibility and accountability in the supply chain system including aligning strategic plan to policy direction.
  • The National Supply Chain Policy was reviewed in 2016 whereas, the Supply Chain Strategic Plan was finalized in 2021. There were some non-alignment and new items introduced in the strategic plan which were not addressed in the current policy that requires action to ensure that the policy document and the strategic plan are aligned.
  • The Department of Food and Drug Services of the FMOH have therefore, request the support of WHO to review the National Supply chain policy.

Purpose of the Assignment

  • To produce a revised Nigeria Supply Chain Policy for Pharmaceuticals and other Healthcare Products that is all encompassing and ensures efficient and sustainable supply chain management system that is measurable and result in positive health outcomes

Methodology
The NPSMP will put together a core technical group that will support the process of the review. The core technical group should comprise of government and development partners involved in supply chain work in the country.

  • The consultants will work with the core technical group, NPSMP and WHO to carry out the task
  • Conduct desk review on policy documents, guidelines and other documentations that may influence supply chain activities in the country
  • Develop a policy brief that will serve as advocacy tool for the state level engagement, engender uptake/adoption of the policy for implementation at the state and LGA level
  • Lead the technical support in the development of the deliverables
  • Workshop facilitations
  • Support the dissemination of the policy at the national Level

Deliverables:

  • Develop an inception report detailing how the deliverables will be achieved
  • Validated revised Nigeria Supply chain policy that is aligned with the current National Supply chain strategy
  • Validated Nigeria Supply chain policy Implementation plan with Monitoring and Evaluation (M&E) Plan
  • Validated Policy Briefs that will engender policy buy-in
  • Detailed end of consultancy report

Number of days and details as to how the work must be delivered (reporting requirement):

  • The consultancy period will be from May 2022 to July 2022 with the actual 30 days for each of the consultants.

Coordination and reporting requirements:

  • The consultant will work in close collaboration with the NPSMP task team, under the direct supervision of the WHO National Professional Officer for Essential Drugs and Medicines as well as the HSS Cluster Lead.

Qualifications / Expertise Sought
Required educational background, years of relevant work experience, other special skills or knowledge required:

Required:

  • Advanced University Degree in Pharmacy, Public Health, Global Health, Business administration or other relevant degrees.
  • At least 7 years’ demonstrable experience in pharmaceutical services, development and research, review and strategic and operational planning
  • Familiarity with the supply chain landscape for essential medicines and public health products in the country

Desirable:

  • Familiarity with current debates and approaches to Universal Health Coverage and essential drugs and medicines pharmaceutical research and development within the local, state, national and international arena
  • Experience in the development of Implementation and Monitoring and Evaluation plan
  • Experience working with the UN System and or other international agencies

Financial Implications:

  • The consultant will be paid daily rate at the level of NOC step1 for the 30 days.

Description of Duties

  • Support the Head of WHO Office with regard to maintaining the safety and security of WHO personnel, premises and assets in compliance with UNSMS and WHO Security Management Policies and Principles
  • Monitor the implementation of the technical security measures outlined in the Security Plan, SRM Measures MOSS, and SOPs; ensure that the Country Office as well as the sub-offices have an acceptable level of MOSS SRM Measures’ compliance.
  • Monitor the security situation across the country, undertake security risk assessment for the Country Office as well as overall sub-offices and report to the Head of WHO Office on any emerging security threats to WHO personnel, operations, premises and assets.
  • Facilitate the implementation of recommended mitigating measures.
  • Develop contingency plans for the Country Office as well as for each sub-office, be instrumental in implementing the enhanced security measures; and ensure staff members are familiar and adhere with the related guidelines.
  • Incooperation with the data team and the field coordinators, facilitate the implementation of an effective and practical system to track WHO staff and responders throughout the country of assignment
  • Ensure that all field coordinators send, on daily basis, an updated list of staff, consultants, partners and dependents present at their respective field locations.
  • Inclose coordination with Logistics team, ensure that all deployed staff and responders are provided with a mobile phone and a SIM card upon arrival, as well as hand-held radios where applicable, to enable establishing a SMS or other rapid alert systems to provide staff with relevant and real time information and updates about the prevailing security situation.
  • Conduct training for all WHO staff and non-staff in accordance with WHO policies and UNSMS standards, provide briefing on radio communication, convoy, security and evacuation procedures and other security issues and precautions to be taken incompliance with the current measures prescribed by UNDSS and WHO.
  • Maintain updated security information, prepare periodical situation reports ensuring that the Head of WHO Office and the UNDSS are kept regularly informed of security situation, drawing their attention to pitfalls, needs, unusual situations and problems, proposing improvements.
  • Participate with the logistics team in identifying proper accommodations, with adequate security measures for all staff and responders, ensuring their safety and well-being.
  • Ensure WHO’s participation in the UN Security Cell.
  • Establish contact with all relevant national authorities including national security agencies as appropriate.
  • Guide the Local Security assistant (s), where applicable.
  • Perform any other incident-specific related duties, as required by the functional supervisor.

Required Qualifications
Education:

  • Essential: First level University Degree in Police Science, Business Administration, Political / Social Sciences, Psychology or International Relations or related field from an accredited / recognized institute, with focus on Security Management or equivalent in Military or Police Academy Degree or training
  • Desirable: Specialized training Insecurity Management / Military or Police training

Experience:

  • Essential: At least five years experience in Security Management, at the national and international levels.
  • Some experience in training and guiding staff on security issues.
  • Desirable: Experience in field missions of the WHO, the UN, health cluster partners or recognized humanitarian organization would be an advantage.
  • Security management experience in developing countries would be an asset.

Skills

  • Demonstrated technical skills to understand/consolidate varying specializations such as electronics, communications, mechanics, explosives and other sophisticated devices encountered in security system management.
  • Tact, discretion and diplomacy.
  • Good knowledge of WHO field security operations and the specificities of the operations conducted within the framework of an outbreak and health emergencies.

Objectives of the Programme

  • The WHO country office in Nigeria supports the Strengthening of the national information system to improve the availability, quality and use of data and information from Health as a basis for better outcomes and accountability, for policy development and Decision-making at different levels.
  • This support includes the creation of synergies with the Bureau WHO Regional Office for Africa, the Ministry of Health of Nigeria and partners, including: Aligning Investment with the national health information and monitoring and evaluation system) Provision of technical support for the Production, collection, analysis, synthesis, and dissemination of health data and information.
  • For the development and promotion of harmonized standards, tools and Methodologies for data collection, analysis and synthesis and dissemination of health data and information and knowledge translation

Description of Duties

  • With excellent skills in health and data management and collaboration with other departments in the WHO CountryOffice, WHO Regional Office for Africa, Ministry of Health and Collaborating Partners, technical support for the design of the Tools, data collection and analysis, synthesis of strategic information and decision-making, andc ommunication.
  • Development updating the legislation and policy framework for the health information system Align health information system investments through a comprehensive and harmonized strategic plan and M&E case, and integrate them into national health sector Strategies.
  • Developing harmonized standards for data in the country, including the development of interoperable systems ; harmonization of the list of indicators with their metadata dictionary, reference and target values, and data sources ; and harmonization of data collection and reporting methods.
  • Collecting primary and secondary data, including the provision of technical support and assessment of facilities.
  • Analysing and monitoring data quality and the development of data quality improvement plans in the country.Analyze and synthesize data on health and other conditions and strategies for health monitoring and evaluation of national and regional strategies.
  • Disseminate health information in the country through the development, maintenance and regular updating of an open access National Health Observatory.
  • Promote knowledge translation platforms such as EVIPN and to support the translation of evidence into policy and decision-making.
  • The incumbent will continuously participate in the development, application and promotion of new methods, tools and capacity building programmes to improve the availability, quality, analysis/synthesis and dissemination of health information.
  • Gather information on a regular basis to map Financial contributions donor health security activities in the country, including technical assistance, and in-kind and in-service contributions to update WHO Portal’s strategic partners Perform any other duty as assigned

Required Qualifications
Education:

  • Essential: Advanced University Degree in Health Information, Statistics or Computer Science, with specialisation in Database Development and Management or Public Health or Epidemiology.
  • Desirable: Professional training or Degree in Statistics and Database Management, ideal Higher Education Degree.
  • Good understanding of IT practices.

Experience:

  • Essential: Have at least 7 years experience in data management,information management or related fields.
  • Experience with the compilation and analysis of large datasets from multiple sources Good knowledge of public health programme or epidemiology
  • Desirable: Working experience with WHO or other UN Agency would be an asset.

Skills:

  • The basic elements of the Governance of the SIS and how they can be used to improve the information system on healthCommon health sources and tools and mechanisms for their collection of facility-based registry systems, community-based registration systems, the International Classification of Diseases, and DHIS
  • Limitations of the data from the various sources, the information system and approaches to data quality analysisReview of data quality, particularly the health data system and approaches to improve data quality Analysis and synthesis of health data and interpretation of resultsProcesses and mechanisms for effective dissemination of health and decision-making Excel ; CSPro application, Table and STATAMastery of control applications and advanced knowledge of MS Office and related applications(Word, Excel, Access, PowerPoint, etc.), including programming.
