Mission and Objectives:

  • UNICEF is responsible for providing humanitarian and developmental aid to children worldwide.  UNICEF Health program is designed to support national health priorities with focus on programs that will positively impact on the lives of the most disadvantaged children, such as the prevention and treatment of diseases through establishing community-level efforts and services to promote the health and well-being of children. In line with this strategy, UNICEF supports immunization and health prevention programs for childhood diseases and funding for sustainable health services. UNICEF programs have been guided by the Convention on the Rights of the Child (1989), which affirms the right of all children to “the enjoyment of the highest attainable standard of health and to facilities for the treatment of illness and rehabilitation of health.”

Context

Task Description
Within the delegated authority and under the supervision of the HR Specialist or his/her designated mandated representative(s), the UNV HR Associate will:

Support to Business Partnering:

  • Support the business partners in developing initiatives to encourage employee well-being and employee recognition schemes
  • Support the management of change processes by advising clientele on changes to HR processes under the guidance of HR Business Partner
  • Support the business partners in assisting clientele in using HR systems such as talent management, agora and achieve.

Support in Processing of Entitlement and Benefits:

  • In consultation with supervisor, analyze, research, verify, and compile data and information on cases that do not conform to UN or UNICEF’s HR Rules & Regulations, to support consistent and equitable application of decisions and implementation of agreed upon action.
  • In consultation with supervisor, analyze, research and verify information for the purpose of responding to staff queries on areas related to benefits and entitlements
  • Initiates the processing of a wide range of personnel actions in accordance with UNICEF rules and regulations, by ensuring all relevant forms and actions are completed by staff and forwarded to the GSSC.
  • Maintains and prepares all personnel-related records and files, ensuring all information on each staff member is up-to-date and accurate.

Support in Recruitment and Placement:

  • Prepares and circulates internal and external advertisements.
  • Liaises with candidates in the various stages of the recruitment process.
  • Prepares formal acknowledgement, offer and regret letters.
  • Initiates and follows up on reference checks and academic verifications and ensuring the completion of other background checks.
  • Monitors life cycle of recruitment process to update supervisor as necessary.

Support in Organization Design and Job Classification:

  • Participates in the review of GS positions specific JDs, ensuring effective application of ICSC methodology.
  • Drafts and edits job descriptions to be submitted for classification for review by supervisor.
  • Follows up and liaises with HQ and RO over status of requests to ensure timely completion.
  • Compiles and analyses information and statistics related to posts and staff for
  • reports on staffing trends.
  • Analyze, research, verify, and compile data which facilitates preparation of workforce planning reports for supervisor to review against benchmarks i.e. Gender and geographical balance and other recruitment related key performance indicators.
  • Prepares documents to be submitted for classification to RO and NYHQ, ensuring completeness of documentation
  • Monitors life cycle of all job classification requests to facilitate recruitment and organization planning.

Support in Learning & Capacity Development:

  • In consultation with supervisor, researches and analyses data and information to help identify training needs within his/her office for the development of learning plans and other targeted training interventions.
  • In consultation with supervisor, researches, analyzes, verifies, and compiles information on external training courses available and educational institutions to help supervisor decide on learning programmes that address learning gaps in his/her country office.
  • Assists team in organizing and conducting courses, workshops and events by preparing and organizing distribution of materials for participants, ensuring availability of training venues and required equipment and supplies, while providing logistical and secretarial support at workshops and events as necessary.
  • Tracks the performance management cycle processes, ensuring the timely distribution and enhancing the timely completion and return of appraisals.
  • Assists team in organizing and conducting courses, workshops and events by participating in exercises which aim to build capacity of stakeholders.
  • Develops and processes contracts for institutions providing training and courses, ensuring compliance with UNICEF rules and regulations.

Requirements
Required Education Level:

  • Bachelor’s Degree or equivalent in Administration, Law, Sociology and HR Management

Required Experience:
3 years of experience in:

  • Organizing and conducting  courses, workshops and event while taking part in activities designed to increase stakeholders’ capacity
  • Assisting with placement and recruitment
  • Developing  HR procedures and instruments
  • Assisting corporate partners in creating programs to promote staff well-being and employee recognition programs.
  • Supporting the processing of benefits and entitlements .

Mission and Objectives:

  • UNDP is the United Nations largest agency with a mandate to eradicate poverty, through sustainable and inclusive human development. UNDP has been in Nigeria since the country became independent in 1960 providing capacity building and policy development support to the Federal Government of Nigeria in areas of Governance & Peace Building, Inclusive growth, and Sustainable Development.
  • UNDP continues to support the government in the implementation of development interventions aimed at meeting medium to long term goals enshrined in National and Subnational development plans as well as the Sustainable Development Goals.
  • The goal of UNDP is to improve the lives of the people of Nigeria, especially the poorest and most vulnerable, and to ensure a future that offers equality, dignity, and opportunity for all. UNDP works in partnership with the federal Government of Nigeria, development partners, UN agencies, civil society and local communities to help identify local solutions to meet global and national development challenges through a range of interventions that combine UNDP’s expertise and comparative advantage in the areas of Governance & Peace Building, Inclusive growth and Sustainable Development.

Context

  • The insurgency driven conflict in the Lake Chad Basin, including Northeast of Nigeria has been longstanding and has caused undesirable consequences in terms of loss of lives, created multi-tiered intergenerational grievances, destroyed socio-cultural and socio-economic systems, and remains a threat to immediate, medium and long-term transformation of the affected territories in Nigeria, including Borno, Adamawa and Yobe States. Borno has seen a significantly higher impact and the insurgency there has gone through a variety of phases and is marked by cycles that are connected with several factors.
  • By 2021 and into 2022, the insurgency in Northeast of Nigeria had taken an unprecedented turn leading to large number of individuals exiting the conflict and presenting themselves to security authorities, largely in Borno State, but also in neighboring countries.
  • Moreover, sustaining this momentum of exits presents challenges to effective process of their handling and in treatment of the individuals as is led by government authorities and in ensuring their reintegration into communities amidst an ongoing conflict, an internal displacement situation and significant intergenerational grievances stemming from the longstanding conflict.
  • As a response to the mass exits, in November 2021, the State Government of Borno, passed a “Policy on Community-Based Reconciliation and Reintegration” premised on the Vision for long term transformation of the State to contribute to peace and stability. Additionally, the Borno State Government has developed and is implementing the ‘Borno Model’.
  • This is a state-led programme for integrated management of those that have exited the insurgency and includes key community level interventions aligned with the CBRR approach on a community-oriented reintegration process while at the same time incorporating targeted reconciliation, healing and long-term transformation perspectives. It is also aligned with the regional priorities under the Regional Stabilization Strategy for the Lake Chad Basin.
  • UNDP is supporting the Federal and State Government to make operational these approaches as aligned with implementation of the Regional Stabilisation Facility – Nigeria window, which is operating in some of the locations that have been identified for reintegration. This at the same time supporting alignment with the national/international principles and UNDP policy orientations for effective implementation of community-based reconciliation and reintegration.
  • Given this context, UNDP seeks to engage (3) Community Mobilization Officers to work with UNDP and the Borno State Ministry of Women Affairs and Social Development in data collection, consolidation, monitoring, follow-up, community mobilization, and any other tasks assigned that are aligned to the implementation of core components of the Borno State Policy on Community Based Reconciliation and Reintegration.

Task Description
Under the overall supervision of the Community Engagement Analyst, the Community Mobilisation Officer shall be responsible for data entry of all questionnaires on Community Based Reconciliation and Reintegration (CBRR) collected by the Borno State Ministry of Women Affairs and Social Development, they will work in close collaboration with project staff and be responsible for the provision of the following tasks:

  • Implementation, coordination and reporting of planned activities in communities;
  • Community and partnership engagements, advocacy and sensitization on reconciliation and reintegration activities;
  • Supporting communities and partners in needs assessments and implementing livelihood support activities and initiatives;
  • Provide training to communities in the defined reintegration pathways and referral mechanisms in communities of return;
  • Support Ministry of Women Affairs and Social Development in data collection and processing

Requirements
Required Education Level:

  • Secondary Education

Required Experience:

  • 3 years of experience in Community Mobilization, Data and Information Management System or a related field.

Underneath your name in your cover letter header, list the following contact details:
