Main Functions

  • In conjunction with all commercial personnel, develop shipping and inventory management schedules. Lead and coordinate the ship loading operations at the pier facility. Coordinate screening requirements for third party vessels scheduled to arrive at pier facility.
  • Maintain relationship with port authority and port pilot personnel. Maintain relationship with regional oil spill resource sharing scheme personnel and local Oil Spill Response Committee.
  • Ensure that operational and functional control aspects of the Truck Loading Facility (TLF) proceed flawlessly and optimally without causing variances to plan and that any resulting disruptions are minimized.

Tasks and Responsibilities

  • Follow up the precom & commissioning punch list register. Approve the contractor’s punch list activities and control of punch list items including sign-off of punch list items.
  • Produce the pre-commissioning and commissioning dossiers ensuring that all SPS/UFR/Topsides facilities contractor OTPs and other documentation are included. Ensure all OPERCOM requirements are met.
  • Follow up the contractor’s FAT, EFAT, mechanical completion tests, system integration tests, shallow water tests, cool down tests, vessel/rig receipt checks and pre-deployment checks. Ensure all OPERCOM
  • documentation is satisfactorily completed and that ICAPS is updated.
  • Develop a strategy in order to maximize onshore commissioning and minimize lost time due to interfaces, along with a commissioning sequence
  • Prepare and supervise the execution of SPS/UFR/Topsides facilities systems commissioning to maximize productivity, respect the schedule, minimize cost and achieve smooth hand over.
  • Supervise and monitor the preparation and the realization of the testing activities by the Contractor(s)
  • Ensure that the pre-commissioning schedule is implemented in line with commissioning planning and priorities

  • Provide feedback on quality-related issues and metrics to the Project Quality function.

Tasks and Responsibilities

  • Promote Quality awareness throughout the project
  • Prepare and maintain Project Quality Plan, Surveillance Programs and other quality procedures and tools and ensure their successful implementation across the project
  • Interface and coordinate work activities between Quality and other disciplines
  • Ensure project-specific indoctrination and general training for Quality personnel is conducted and provide quality-related training for PT as required
  • Provide direction, guidance and resources to QACs
  • Provide oversight of Contractors’ implementation of their Quality program and compliance with project requirements:
  • Ensure appropriate quality and quantity of Contractor’s Quality staff assigned to the project
  • Confirm adequacy of Contractors’ plans, procedures, processes and documents
  • Ensure appropriate PT review and approval of Contractor’s and Suppliers’ quality deliverables (e.g., plans, Criticality Ratings, Inspection and Test Plans)
  • Ensure appropriate PT and functional review of deviations to equipment and materials
  • Ensure audits of Contractors, Suppliers and PT are scheduled and conducted; lead PT audits and participate in Contractor audits as appropriate
  • Steward audit findings to resolution and closure in a timely manner
  • Coordinate Quality management activities to ensure consistency, effectiveness across the Project
  • Maintain ongoing communication with Quality Coordinators (i.e., QACs, PQCs, SQCs)
  • Manage resolution of quality issues and monitor quality performance
  • Coordinate and report Project quality metrics to PT and Project Quality function
  • Interface with Start-up / Operations to ensure clear understanding of project quality and participate in turnover as appropriate
  • Maintain interface communication with Project Quality function and support functional initiatives and tool building efforts as needed.

Job Requirements

  • Bachelor’s Degree in Engineering or Science
  • Extensive experience executing project construction or quality assurance/control of engineering, procurement, and construction activities
  • Extensive experience in responsible roles in Quality Management and coordination of quality surveillance / inspection activities for projects in the Oil and Gas Industry
  • Experience as a Project Quality Manager or equivalent experience in management of project quality systems for the Oil and Gas Industry
  • Extensive experience with auditing quality management systems. Auditor Certification is preferred.
  • Worldwide experience with Contractors and Suppliers of materials, equipment and fabrications involved in production facilities projects
  • Experience working in client role on oil and gas projects
  • Experience with project mechanical completions processes and documentation for operations turnover
  • Must be proficient in common PC software (MS Word, MS Excel, etc.)
  • Read, write and speak fluent English
  • Strong leadership and communication skills
  • Ability to travel internationally.

  • Provide input to, and liaise with, superintendent (or RSES-D) tdevelop and generate suitable well intervention reporting.
  • Organize Well intervention, Wellhead & XMT maintenance activities, in accordance with the planning and under the supervision of well intervention superintendent.
  • Organize site logistics related with service equipment and personnel
  • Shall have an On-site functional responsibility for up t6 t25 persons during intervention., Wellhead & XMT maintenance operations.
  • Prepare and follow up well intervention tools Wellhead & XMT maintenance, equipment and spare parts Inventory owned by COMPANY
  • Shall be involved in onshore system integration testing (SIT) at contractor operational base
  • Attention tdetail is required tensure the program objectives are achieved in a safe and efficient manner. Continually analyze operational risks and confirm that mitigation measures are in place.
  • Ensure all material required tperform the operation are mobilized on site as per plan
  • Responsible for clear and concise reporting of all Well Service activities such as daily reports, material/personnel transfers, incidents and near misses on-site.

Job Requirements

  • Minimum of HND or BSc / BEng. in Engineering or Sciences.
  • Shall possess a minimum of 10 years oilfield experience in Well intervention operations (Coiled tubing (CT), pumping, Slickline, Electric line, Wellhead & XMT maintenance). If applicant is with Masters in Oil & Gas related course from a reputable school, then 3 years of experience in well services related position shall be considered.
  • Shall have been a supervisor for similar operations for a minimum of 5 years or well services engineer for 2 years.
  • Shall have a good knowledge of Halliburton, Schlumberger, Baker and Weatherford Well intervention equipment.
  • Good knowledge of other well intervention operations such as Coiled tubing (CT), pumping, Slickline, Electric line, Wellhead & XMT maintenance
  • Shall possess a valid SAS /THUET certificate and Annual medical examination
  • Shall possess a valid OSP (Offshore Safety Permit).

Job Title: Site Construction Material Coordinator

Description

  • The receipt, management and issuance of procured materials required for project construction activities.
  • Lead Site delivery expediting of all procurement and ensure delivery priorities are understood and maintained.
  • Ensure Safe transport and timely delivery of materials from various locations, international and national. Nationally procured materials will be managed from ex-Works to Site. Internationally procured materials may be delivered directly to Site or transshipped in Site location.
  • Support the MOF Management Team and any special logistics related activities, e.g. heavy lift.
  • Help manage the day-to-day activities of the Project material Storage Area and ensure strict compliance to CLIENT safety and security policies.
  • Coordinate site material inspection to ensure all materials are delivered according to purchase order specification and quantity.
  • Ensure all project materials (including contractors’ managed stock) are stored and preserved following general storage best practices and OEMs storage guidelines.
  • Lead implementation of RFI system for on-site materials tracking together with Contractor.
  • Supervise material handling and transport of all project materials and ensure availability for pick up and / or delivery to construction site or any other advised location.
  • Manage the inventory of all project materials stored in the Project Materials Storage Area and monitor material usage by contractors and ensure all surplus materials are handed over back to CLIENT at the end of the construction.
  • Coordinate storage and sourcing the within the Project Materials Storage Area, the CLIENT Main Warehouse and across all CLIENT satellite storage areas, including Contractors’ stock.
  • Ensure ‘bag and tagged’ materials are delivered ahead of their required-on-site (ROS) date to suit the Installation Work pack process.
  • Maintain Projects Procurements & Materials Database of Project procurement and share periodic reports to the project team, focusing on Contractor performance.
  • Support project team in planning the disposal of obsolete and decommissioned items according to company procedure and policy.
  • Support the Project in Contractual matters arising from materials and logistics, requiring Daily Reports.

Requirements

  • B.Sc. Degree in Engineering or any related Science discipline or Logistics-type discipline.
  • 10 years of post-graduate experience out of which at least 6 years should have been in materials management work in the Oil and Gas industry

Job Purpose / Objective

Main Accountabilities

  • Witness and monitor Contractor’s work activities, inspection and test in accordance with the approved Quality Plan, ITP, Quality Procedures etc.
  • Review materials receiving inspection reports of all rotating equipment for compliance to requirements
  • Review preservation reports for all rotating equipment and carry out spot inspection of the storage and preservation of these items.
  • Ensure the correct implementation of the approved Inspection and Test Plan.
  • Review and sign Contractor Inspection and Test Reports on behalf of Company
  • Monitor Contractor rotating equipment installation activities.
  • Witness performance test runs and site acceptance tests of rotating equipment.
  • Verify adequacy of procedures and work instructions for special processes and the qualification of personnel for key activities.
  • Prepare and issue weekly summary reports based of the site quality surveillance activities
  • Escalate any observed non-conformances to Senior Quality Surveillance Engineer for review and action.
  • Review the resolution of field NCR action items
  • Monitor Contractor Completions Management process and verify reports, to support the Faultless Project Delivery Program
  • Support punch listing activities
  • Verify the correct update of as-built documentation.

  • Planned vs Actual Quality Performance
  • Timeliness and quality of Quality Reports
  • Flawless handover of completed scopes

Job Requirements
Education:

  • B.Sc. in Mechanical Engineering.

Experience:

  • Minimum of 4-5 years experience in the inspection of rotating equipment, preferably in the Oil and Gas industry.
  • Good knowledge of best engineering practices, Shell DEPs and International codes & standards.
  • Proficiency in the use of basic MS Office computer applications.
