Job Title: Director, Environment and Natural Resources

Location: Nigeria

Role Overview

  • Under the guidance and the supervision of the Commissioner Economics Affairs and Agriculture, the incumbent will be responsible for the overall leadership and provision of strategic direction, coordination and implementation of the ECOWAS Environmental Policy (ECOWEP) and its related strategies and action plans.

Role and Responsibilities

  • Lead the formulation and implementation of an ECOWAS Environmental Policy, strategies, and action plans for the sustainable management of the environment and natural resources of the sub-region, considering climate change challenges.
  • Coordinate works in synergy with the other departments of ECOWAS.
  • Maintain functional technical cooperation and relations with member states, heads of regional and international organizations in the field of environment and natural resources.
  • Facilitate the coordination of member states priorities and positions in all international negotiations related to the implementation of Multilateral Environmental Agreements.
  • Enhance the collaboration and synergies with other intergovernmental and international organizations within the framework of Environment and Natural Resources.
  • Establish and develop partnerships for resources mobilization to implement programs and projects portfolio related to environment and natural resources sectors.
  • Advise the Commissioner to facilitate make appropriate decisions on matters of environmental policy and strategies.
  • Ensure the rational management of the human resources available to him.
  • Conduct periodic assessment of the personnel under him.
  • Carry out other tasks that may be assigned to him by the Commissioner for Agriculture, Environment and Natural Resources.

Academic Qualifications and Experience

  • Master’s Degree (or equivalent) in Natural Resources Management, Environmental Sciences or related fields from a university of recognized standing.
  • 12 years’ experience in sustainable management of natural resources, integrated land use, policy advice in natural resources and intergovernmental consultations including 6 years relevant international work and 5 years at a supervisory level.
  • Detailed knowledge of ECOWAS Environmental Policy, Multilateral Environmental Agreements and the sub-regional programmes associated with the management of the environment (SRAP/WA/Desertification, SRAP/WA/Climate Change, Biosecurity etc.) and forests.
  • Demonstrated sound technical expertise on natural resources development and management, including international policy and frameworks and climate change challenges.
  • Technical capacity to develop a vision, mission, and strategies, to focus on the needs of member countries and to adjust strategies to reflect changing circumstances.

  • Recent and progressive senior leadership experience in establishing strategic partnerships, working collaboratively, and building consensus with multiple internal and/or external stakeholders on complex issues in a multi-disciplinary governmental or international organization.

Role and Responsibilities

  • Implements or supervises the implementation of capacity-building programs for regional players in environment and natural resources projects and programs.
  • Prepares and supervises the preparation of capacity-building curricula for regional players in environment and natural resources projects and programs.

He/she should be quite accessible and responsive in the face of competing demands from both internal and external parties.

Role and Responsibilities

  • Management of the Supervisor’s schedule: Manage the Supervisor’s diary and schedule. Organize and manage appointments, receive and welcomes visitors, make telephone calls, and verify incoming calls to ensure their importance and the possibility to respond or transfer to the supervisor.
  • Administrative Management: Organize meetings, receive, draft, and make follow-up on administrative letters.  Book meeting rooms request and provide supplies to the office.

Academic Qualifications and Experience

  • Master’s Degree (or equivalent) in Economics, Statistics or in a similar field from a recognized University.
  • 12 years of significant experience in the macroeconomic policy analysis and development planning field with demonstrated experience in policy analysis techniques and development indicators, including 6 years of relevant international work and 5 years at a supervisory level.
  • Strong knowledge of macroeconomic stabilization policies including monetary and fiscal policies, development finance and public and private financing, and the ability to steer macro econometric forecast modelling and policy simulations and apply their results to sustainable development policies.
  • Knowledge of the broader conceptual issues for developing national macroeconomic and
  • Financing for development policies and strategies, and their implications for regional cooperation and development; strong economic, financing for development, and statistical background.
  • Knowledge of relevant econometric or statistical software used in the areas of

  • Proven experience in the formulation and implementation of multilateral surveillance mechanisms among Member States with at least eight (8) years of practical working experience.

  • Proven experience in drawing up an economic and financial report.

Role Overview

  • Under the direct supervision of the Director of Budget & Treasury, the Principal Accountant (Budget & Treasury Management) has responsibility for coordinating, formulating, and executing programmes and plans aimed at the proper management of the Community and Commission’s budget.
  • This position holder is also responsible for managing funds (treasury) of the Commission and all its banking relationships.

Role and Responsibilities

  • Supervise and oversee the preparation of Annual Budget Circular for the ECOWAS Community, Annual Budget for the ECOWAS Commission, and the Consolidated Budget of the ECOWAS Community.
  • Supervise the preparation of Budgetary Control Statements & Reports for circulation to management.
  • Coordinate, analyse and review Medium-Term Expenditure Framework (MTEF) proposals submitted by Institutions, Departments, Agencies & Offices.
  • Ensure effective and efficient management, monitoring, and control of the budgetary allotments and effecting redeployment of funds as and when required in accordance with ECOWAS Financial Regulations.
  • Supervise and oversee the timely preparation of quarterly cash flow projections, monthly bank balances and related reports.
  • Manage all cash management functions including cash concentration, wire transfers, accounts funding; ensure adequate liquidity for working capital needs and invest short-term excess cash.
  • Oversee cash management, banking, and financial institution relationships, negotiate bank and service fees, implement new bank technologies, products and services to improve cash cycle and simplify Commission’s operations.
  • Oversee the supervision of personnel of the Division, which includes work allocation, training, and problem resolution; evaluate performance and make recommendations for personnel action.
  • Act as the Business Process Owner for these areas of responsibility in Budget & Treasury
  • Supervise the preparation of key reports from the System to highlight the benefits derived from the System.
  • Ensure compliance with internal controls, policies and procedures.
  • Perform any other task assigned by the Line Supervisor.

Academic Qualifications and Experience

  • Master’s Degree or its equivalent in Accounting, Banking & Finance, Economics, Finance, Management or in a similar field from a recognized University.
  • 10 years of progressively responsible experience in a complex organizational environment, in budget formulation, financial monitoring, accounting and financial reporting; including 6 years relevant international work experience and 5 years of management experience in finance and budget operations.
  • Possession of a professional qualification in accounting such as ACCA, ACA, ANAN or other recognized accounting certification is an advantage.
  • Knowledge of financial accounting principles and concepts including the International Public Sector Accounting Standards (IPSAS).
  • Good knowledge of general aspects of financial management software and of at least one ERP software. Previous specific experience with SAP will be an asset.
  • Demonstrated practical knowledge of relevant financial accounting principles and concepts to perform tasks in accordance with the generally accepted Accounting Principles and Standards of relevance to public sector and international organizations.
  • Demonstrates professional competence and mastery of subject matter; accounting best practices, ECOWAS financial policies (e.g. revenue, accounts payable);
  • Knowledge of financial and budgetary principles and practices, budget development and financial administration of resources.
