Job Title: Accountant, Nigeria State2State
Location: Nigeria

Position Description
- This position will support and ensure strong financial management and performance of the project.
Key Duties & Responsibilities
- The Accountant will support the Senior Accounting Manager and work closely across project teams on problems involving accounting systems and financial planning.
- S/he will provide the appropriate financial and operating information as necessary.
- S/he will work closely with other department groups on problems involving accounting systems and financial planning.
- Assist to coordinate annual and other financial audits—including preparation of supporting schedules and information—respond to auditor questions and consolidate report formats.
- Prepare regular reports and information for appropriate management as necessary or requested.
- Initiate wire requests for field project implementation in accordance with DAI schedule.
- Manage all banking activities including withdrawals, deposits, and preparation of all bank payments and checks.
- Record all financial transactions in Field Expense Report (vFER) on daily bases.
- Ensures accurate and timely processing of invoices, advances and reimbursements, checks, and wire transfer payments.
- Upload the expenses into Oracle based on DAI’s schedule.
- Provide support to performs monthly bank reconciliations and routinely monitors bank account balances.
- Processes timely and accurate payroll payments for the office and ensures leave balances, and payroll taxes are accurate.
- Ensure that salary is disbursed and payroll is recorded in the accounting system.
- Work with the Director of Finance and Administration to approve and distribute travel advance amounts based on S2S’s travel advance policy.
- Audits travel requests and expense reports for accuracy and compliance.
- Follows procedures to ensure accurate and timely payment and reconciliation of travel advances, reimbursements for staff and partner travel.
- Reviews and monitors outstanding advances report by paying close attention to advances that have not been settled after 30 days of issuance.
- Perform other tasks as assigned.
Qualifications
- Bachelor’s Degree in Finance, Business Administration, Public Administration, Economics, or other relevant field is required.
- At least 5 years of progressive experience in finance and accounting/cost accounting.
- Previous experience working on US government-funded projects highly preferred.
- Strong training, communications, and personnel management skills.
- Previous supervisory experience highly preferred.
- Strong oral and written communication skills.

Unit Objective
- The Business Development team is responsible for the generation of revenue for the DAI-N office.
- The unit ensures the organisation wins businesses across various market segments – donor organisations, government and foundation.
- Also, the unit works closely with other business development teams in the global offices to win bids in Nigeria.
Role Objective
- To contribute to the strategic growth of DAI by working with the BD team members (local and global) to win work in Nigeria across various clients.
Job Responsibilities
- Work collaboratively with DAI’s business units – USG, HMG, EU and other technical teams – to win opportunities based in Nigeria by facilitating recons (field and secondary research), incubators and writing proposal sections.
- Lead and manage local proposal development across multiple clients – donors organisations, government, foundation and the private sector.
- Maintain high level relationship with clients and potential clients across the market segment – donor organisations, government and foundation.
- Contributing to the development and implementation of local business development strategies
- Identification and engagement of local and international strategic partners
- Facilitate the expansion and diversification of DAI-N business.
- Identify business opportunities for DAI-N to expand its services across the identified market segments.
- Facilitates and works closely with the pricing team (finance team) in the financial proposal development.
- Provide support to local projects in proven areas of expertise.
- Other duties as specified by the Head of BD and other assigned authorities.
Qualifications and Person Specification
- Master’s Degrees with 5 – 7 years’ experience in the international development sector.
- Experience developing/ managing proposals for various clients including USAID, FCDO, EU, BMGF and others.
- Good relationship in the development sector covering donors and implementers.
- Broad knowledge of international development market trends
- Interest/ limited experience in investment banking will be a plus.
- Strong collaboration and networking skills
- Excellent communication and presentation skills.

Job Title: Developer – Internal Control Manual and Internal Control Self-Assessment Tool
Location: Nigeria

Description
- It is expected that the internal control manual is concise in its outlook, to facilitate easy usage by state partners in a manner that supports the implementation of accountable and effective public finance management across the state.
- The Self-assessment tool is anticipated to be easy to use for functional and periodic diagnoses of internal control lapses and strengths within the state’s public financial management systems.
Position Responsibilities and Deliverables
- Desk review of existing PFM Laws, Finance Management Laws, Audit Laws, Fiscal Responsibility Laws, Financial Regulations/Instructions (FIs), and other relevant documents.
- Adaptation of the prototype draft Internal Control Manual; and Self-Assessment tool prepared by the Lead Consultant to assigned state’s peculiarities.
- Validation of the adapted draft Internal Control Manual; and Self-Assessment tool with state partners AND Update of the adapted IC manual and tool in line with review and quality assurance comments.
- Adaptation of the prototype training materials prepared by the Lead Consultant; and finalization of the adapted training materials with State2State review comments.
- Physical test run and diagnosis of the IC self-assessment tool using sample MDAs (1 from each of the 3 priority sector) in the state.
Minimum Requirements
- Minimum of Master’s Degree in Accounting, Public Finance Management, Economics, Public Administration, Public Policy or other relevant fields;
- Minimum of 8 years work experience in Public Finance Management, Internal Control/Internal Audit, Organizational capacity development, Public Policy design, and/or Development consultancy;
- Sound understanding of Subnational finance management and report processes, and PFM-related laws such as Financial Instructions, Audit Law, and Fiscal Responsibility Law, amongst others.
- Evidence of public organizations’ diagnostic tool development and report-writing abilities and skills;
- Experience working with subnational government institutions, especially public financial management organizations, and a sound understanding of state internal control management processes and financial regulations is required;
- Previous experience working with State government officials or in government offices preferred;
- Excellent computer literacy, especially in the use of Excel spreadsheets, and other Microsoft Office packages;
- Experience with USAID or other donor-funded projects focused on public finance management, governance, and government system strengthening in critical areas of Education, Health, or WASH preferred;
- Excellent written and oral communication skills; fluency in English.;
- Membership in professional bodies such as ICAN, ACCA, ANAN, NIPSS, NIM, etc. is an added advantage;
- Demonstrated effective training, capacity building and coaching skills, networking, interpersonal skills, creative problem solving, conflict, and ethical management skills;
- Strong skill set in reporting, monitoring, and evaluation.
