Job Title: Project Administrator (OAM)
Location: Nigeria
Employment Type: Full-time
Job Objective
- This role is charged with assisting with the planning, implementing, executing and closure of projects within the Company.
- To be acknowledged as the client champion for service delivery.
Key Duties & Responsibilities
- Assist in managing OAM individual and groups of network projects as directed
- Assist in managing virtual project teams including members from NOC, Field, Legal and Finance
- Assist in project management of client orders from feasibility, pre-sales solution design, sales order signature to handover, achieving high levels of client satisfaction
- Assist in activating services as required
- Assist in maintaining records and data
- Identify concerns, issues, contractual challenges and escalate appropriately
- Actively participate in and promote the project gate review process
- Assist with logistics coordination with vendors, shipping agents, partners
- Deputise for the Project Manager & assist with the creation of ad hoc reports as needed
- Actively use and ensure data integrity of OSS systems
- Cover for other WIOCC Group projects as required
Minimum Qualifications
- Maths & English school leavers certificate or equivalent
- Technical and/or PMP / PRINCE2 certification or equivalent (desirable)
Experience & Skills:
- Prefers a minimum of 1 year’s technical experience in the telecom industry or project management
- Effective project management ability including written and verbal communication skills evidenced by work history and accomplishments
- Excellent communication and soft skills, including the ability to listen to and summarise and concisely gather, analyse and share key information with stakeholders
- Experience in Microsoft Office suite preferably including MS Project
- Demonstrate ability to manage multiple priorities and solve problems in a fast-paced environment
- Knowledge of technology used in OAM network including GPON, Fibre, Data (Ethernet, IP/MPLS) preferred.

Job Title: Programme Manager (OAM)

Job Objective
- This role is charged with the planning, implementing, executing and closure of the network architecture and programmes within OAM.
Key Duties & Responsibilities
- Manage OAM project management team to deliver programmes
- Manage OAM Network Architect team to plan, design and optimise OAM infrastructure and create and maintain accurate records and ensure OSS data integrity
- To ensure client orders are delivered on time and within budget from feasibility, pre-sales solution design, sales order signature to handover, achieving high levels of client satisfaction
- Identify concerns, issues, contractual challenges and resolve them appropriately, escalating to senior management as required
- Lead and promote the project gate review process
- Logistics management with vendors, shipping agents, partners
- Team coach / trainer / mentor & shareholder support / shareholder consultancy
- Deputise for the Country Manager & assist with creation of ad hoc reports as needed

Minimum Qualifications
- Bachelor’s Degree (or equivalent, Masters preferred) in a technical field or equivalent relevant experience
- PMP / PRINCE2 certification or equivalent (desirable).
Experience & Skills:
- Minimum of 5 years of technical experience in the telecom industry, with at least 3 years in a project management role or equivalent
- Effective project management ability including written and verbal communication skills evidenced by work history and accomplishments
- Excellent communication and soft skills, including ability to listen to and summarise and concisely gather, analyse and share key information with stakeholders
- Must use B/OSS tools, experience in Microsoft Office suite including MS Project
- Demonstrate ability to manage multiple priorities and solve problems in a fast-paced environment
- Knowledge and experience of technology used in OAM network including GPON, Fibre, Data (Ethernet, IP/MPLS) essential.

Job Title: NOC Manager (OAM)

Job Objective
- Working for Open Access Technical Services (OATS) to manage NOC services for Open Access Metro (OAM).
- Lead a NOC shift team to provide first-level support for OAM and partner networks, identify incidents through proactive monitoring and manage planned engineer works.
- To be acknowledged as the NOC champion ensuring high levels of availability and performance.
Key Duties & Responsibilities
- Manage the NOC shift teams, cover for Director Operations when required
- Prepare NOC report and lead shift leader meetings and improvement planning
- Interface point for other operations centres and partners achieving high levels of satisfaction
- Lead the proactive monitoring alarm management systems for events, create, own and manage trouble tickets to successful resolution, lead supplier incident management
- Manage incident management, troubleshooting and resolution of network issues
- Respond to and manage escalations and notifications
- Work with field resource management and 3rd party contractors to ensure efficient operations
- Oversight to ensure all network tickets have correct closure data
- Use of and ensuring data integrity of systems
- Manage competency, develop coach and train employees, clients and contractors lead the development of training materials, undertake regular and end of year appraisals and one to one sessions
- Oversight and approval of planned engineering works, including technical method of procedure
- Respond to network concerns, issues, challenges escalated to NOC management
- Oversight of and auditing of records, configuration / restoration
- Manage and maintain 24/7 roster including approving leave and ensuring adequate cover
- Develop and manage ad hoc reports as needed
- Manage and approve reports, manage problems and improvement plans
- Assist other departments and perform various projects as needed
- Adhere to all company policies and procedures, ensure health & safety and cyber security compliance
Experience & Skills
- Requires a minimum of 7 years experience in the telecom industry including experience in NOC / NMC
- Knowledge of various platforms including GPON, Fibre, Data (Ethernet, IP/MPLS)
- Effective written and verbal communications skills evidenced by work history and accomplishments
- Expert knowledge of at least one trouble ticket system, NetSuite desirable
- Excellent communications and soft skills, including ability to listen to summarise and to concisely share key information with clients
- Demonstrate ability to manage multiple priorities and solve problems in a fast-paced environment.

Job Objective

- Plan and design of new access, metro and core duct and fibre routes, spurs and PoP sites entries, MMRs
- Lead and manage the architect team

- Liaise with internal Project Managers and 3rd party suppliers that ensure fibre networks are designed and deployed according to design
- Plan, submit, track and manage wayleaves and rights of way
- Initiate, plan, submit, track, manage and implement change requests for network optimisation
- Manage and track the fibre annual budget
- Keep track of material stock, drawdowns and reorder levels
- Interact with both internal and external clients & relevant government agencies
- Management & planning of overall fiber network, including auditing and record management (fibre route plans, as-built documentation)
- Prepare RFP technical and strategy documents for procurement of fibre materials
- Ensure all documentation is up to date and stored on the designated platforms for easy access and retrieval.
Minimum Experience & Skills
- Bachelor’s Degree (or equivalent work experience) in a technical field
- 5 year’s technical experience in the telecom industry
- 3 years in network fibre planning and design or equivalent role
- Effective written and verbal communication skills evidenced by work history and accomplishments
- Excellent communication and soft skills, including ability to listen, summarise and concisely share key information with clients or internal stakeholders
- Optical networking experience, including OTDR, optical link budget calculations, fibre types and testing
- Expert in GIS and OSS systems

- Basic knowledge of network equipment i.e. Routers, Switches, DWDM, OTN
Preferred Experience & Skills:
- Comprehensive understanding of the fibre market, including its providers and infrastructure
- Proven track record of proficiently establishing and developing fibre technology competencies within a complex organisation
- Knowledge of ISP planning, scaling and design
- Proficiency in working with database hierarchies and utilising SQL for data management
- Demonstrated ability to effectively utilise B/OSS (Business/Operations Support Systems) tools to record information accurately and succinctly in a timely fashion
