How can you make a difference?

  • Information and Communications Technology (ICT) Associates perform procedural and some specialized activities pertaining to UNICEF’s ICT systems, which include desktop administration and server operations.
  • Specialized activities typically pertain to the installation and routine configuration of ICT system components and user orientation.
  • Procedural activities include all other processes that may not require the application of specialized information technology training and knowledge, such as maintaining technical and user documentation and/or serving as focal point for receipt and processing of user requests.

Major Responsibilities
General ICT / Office Support:

  • ICT Associates at this level perform a full range of procedural activities in support of ICT to ensure effective communications with client departments/divisions/offices and efficient provision of support to other ICT staff.

Activities include:

  • Providing first-level support that includes receiving, processing and logging service requests.
  • Managing lifecycle of ICT incidents assigned to him/her in service management tool.
  • Providing support in conferencing with ICT and audiovisual equipment as and when requested.
  • Creating and assigning work orders.
  • Maintaining and updating files (electronic and paper) and internal databases.
  • Maintaining ICT inventory, manuals and other documentation. This may require the incumbent to lift, move, mount, or store equipment.
  • Basic VHF radios and IP Configuration for Users.

  • Participate in PSB processes, and perform decommissioning activities on obsolete ICT items (Computers, printers, etc.)

Minimal ICT Administration:

  • ICT Associates are accountable for specialized support pertaining to routine ICT activities requiring thorough understanding and application of server, operating system, hardware and software documentation and functionality.

Activities include:

  • Installing/upgrading, configuring (routine, standard) and maintaining systems, tools and equipment.
  • Assisting in routine operation and monitoring of network infrastructure
  • Providing second-level user support/troubleshooting.
  • Assisting in the generation of computer reports.
  • Providing on-the-job orientation for users in the use of ICT systems.

Education:

  • Completion of Secondary education is required, supplemented with formal training in Computer Science, Information Systems, Telecommunications, Engineering.
  • ITIL Foundation Certificate or equivalent customer support certification is an asset.

Experience:

  • A minimum of six years of practical work experience in information technology, requiring systematic methods of troubleshooting and problem solving is required.

Key Functions, Accountabilities and Related Duties / Tasks
Policy, procedures and strategies:

  • As technical specialist and manager, accountable for the correct and consistent application of policies and procedures in the management of administrative functions through the provision of technical leadership, guidance and support to the country office and sub-offices where applicable.
  • Contributes to global, regional and country strategic planning and policy changes/formulation on administrative matters as necessary. Provides technical input to the establishment of administrative guidelines in close coordination with the head of office, Chief of Operations and DFAM.
  • Advises the head of the office and updates staff on administrative policies, procedures rules and regulations, providing technical advice, guidelines and administrative support. Implements the appropriate application and interpretation of administrative rules, regulations, policies and procedures. Briefs and assists arriving and departing staff on administrative procedures and requirements.
  • Liaises with the Regional Office and HQ Divisions to support policy reform in the area of administrative service management; advises on the applicability of new policy directives at the country level.   • Ensures timely and effective delivery and improvement in administrative support and office services for enhanced quality, efficiency and cost effectiveness, including space management, transport services, vehicle use and maintenance, equipment, conference and travel arrangements, document reproduction, communications, mail and delivery services, local procurement and bill payments of utilities.
  • Ensures the timely and cost-effective provision of basic offices services including space management, equipment, communications and security to enhance staff safety and productivity.
  • Supports the Inter-Agency Operations Management Team’s approaches for enhancing UN common services to attain efficiencies and effectiveness.
  • Negotiates and supervises matters relating to office premises, utilities and services with vendors /agencies.

Property management:

  • Manages properties of administrative supplies, office equipment and vehicles, updating inventory of items, serving as ex-officio member to the Property Survey Board and ensuring follow-up action.
  • Prepares Property Survey Board submissions for the Senior Operations Officer; prepares minutes of meetings and assists the Senior Operations Officer in executing PSB recommendations approved by the Head of Office.
  • Supervises adequate and appropriate use of supplies. Ensures that services and maintenance of premises are in accordance with organizational standards.

Contract arrangement and control:

  • Ensures that all administrative transactions and arrangements of contracts are in compliance with the applicable policies, procedures, rules and regulations.
  • Reviews all contractual arrangements related to administrative support (i.e. courier, premises maintenance, ancillary administrative support, vehicle maintenance, equipment maintenance etc.) to ensure that the terms and conditions of all contracts are being adhered to by providers of services. Proposes to supervisor any changes that may be required.
  • Monitors payments against contractual obligations.

Staff learning and development:

  • Develops training programmes to enhance effective performance and efficiency in admin. services management.
  • Implements staff learning and development programme activities for capacity building. Conducts workshops for staff competency building, staff learning and development and career development. Provides coaching and counselling to the staff on performance enhancement/development.

Partnership, coordination and collaboration:

  • Facilitates and maintains effective working relations with other agencies, local authorities and implementing partners relating to administrative matters for enhancement of information exchange, collaboration, and harmonization.
  • Cooperates and coordinates with other UN agency counterparts in the UN reform initiatives (including common services and premises agenda, etc.).
  • Coordinates field emergency services.

Performs any other duties and responsibilities assigned as required:

  • Ensure to provide quality services to the beneficiaries in a timely and cost-effective manner in performing additional duties and responsibilities assigned in conformance with the policy, standards, rules and regulations.

Minimum Requirements

  • Education: Advanced University Degree in Social Sciences, Business Management, Administration, Finance, or any other relevant field of discipline.

Work Experience:

  • Five years of relevant professional work experience.
  • Both national and international work experience in office management, administration, finance, accounting, ICT, human resources, supply or any other relevant function.

Preparation of design and technical documents:

  • Draft the scope of construction works based on Programme/ Operations requirements, budget and site limitations; define deliverables and payment modality.
  • Apply UNICEF norms and standards (child-friendly, accessibility, MOSS, MORSS, etc.) to construction projects, taking into consideration the local environment and available materials; verify if compliance with green building standards is required in coordination with DFAM Field Support Unit.
  • Check technical documents related to construction (design drawings, technical specifications and bills of quantities); verify whether they are clear, complete and compliant to programmatic and construction needs, eco-efficiency and accessibility requirements; undertake the actions required to endorse these technical documents by relevant ministries.
  • Follow up with the designing firms and government entities for obtaining all permits required for construction activities prior initiating works.

Support to procurement process:

  • Assist Supply section in preparation of LPA requests and CRC submissions with supporting documents related to construction activities.
  • Updated on regular basis the shortlist of potential construction companies and engineering firms available in the local market.
  • Prepare tender documents in relation to construction works and engineering services; attend bidders’ conference and present the technical components of the tender; draft answers on technical questions raised by the bidders during the tendering.
  • Support Supply section in organizing bidders’ conference and site visits; participate in the evaluation of technical proposals received and draft technical recommendation; if needed, provide support to Supply section on the analysis of financial proposals.

Monitoring of construction projects:

  • Participate in the kick-off meeting of construction works with the construction company, the engineering firm and relevant government counterparts.
  • Provide close monitoring on construction activities by undertaking regular site visits and conducting regular technical meetings including joint monitoring with relevant Government technical services; follow up progress for each activity per milestones and review site supervision reports to ensure work compliance with norms, standards, and timeline; verify quality and precautions on health and safety standards on ground.
  • Use effective monitoring and supervision tools to ensure easily assessment of works quality, progress, and performance of engineering firms and construction companies during the entire duration of the project.
  • Certify payments/variations and compile supporting documents; monitor construction expenditures and progress certificates; prepare and maintain relevant table for each construction activity.
  • Provide assistance to UNICEF Contract Administrator on contract management, amendments, variations, duration extensions, applying liquidated damages, etc. compile and archive project documents, minutes, correspondence, instructions, etc.
  • Participate in the partial, substantial, and final inspection of works after verifying the correction of all defects during the DLP; prepare and issue relevant certificates.
