Job Title: Head of Department – Monitoring, Evaluation, Accountability, and Learning (MEAL)

Location: Nigeria
Employment Type: Full-time
Reporting to: Deputy Country Director Programmes
Proposed start date: April 2025

Key Responsibilities

  • Ensuring contextualized MEAL systems are developed to guide project implementation in compliance with ACF’s MEAL Guidelines and Minimum Requirements for MEAL;
  • Quality project implementation: The role of this position is to make sure that the teams are guided through continuous monitoring to achieve the set standards, this will include, monitoring tools revision, monitoring reports template, data management at the field level.
  • This will lead to a systematic analysis and flagging areas of improvement. For evaluation, MEAL HOD will ensure that ACF UK guidelines are followed – contribute.
  • Validate comprehensive MEAL plans for each project to capture quantitative and qualitative data for project performance tracking and reporting, and consolidate them into one overall MEAL plan at the mission level.
  • Develop, update and ensure implementation of MEAL department Standard Operating Procedures at the mission level;
  • Develop the MEAL component of the country strategy, in collaboration with DCD Program, for appropriate technical guidance.
  • Support MIS staff in managing MIS platforms at the mission level, ensuring systemized mobile data collection, digitized cash and vouchers, and other technologies are in place to strengthen the monitoring and reporting of MEAL activities.
  • Upgrade the existing accountability mechanisms to a systemized accountability system. Work closely with the HQ Accountability team to deploy Opinion ADS and collaborate with the IT team to implement existing features of the toll-free system, including call recording and auto-response.
  • Ensure planning and implementation of external evaluations and consultancies;
  • Support field MEAL team for proper implementation of the feedback and complaints response mechanism.
  • Revision of strategy, increasing access in remote assistance, more physical presence in the least accessible areas.
  • Review and validate the Terms of Reference (ToRs), data collection tools and reports for baseline/midline/endline surveys, PDM, project evaluation, etc;
  • MEAL HOD will ensure that the existing gaps are filled and surveys are finalized quickly. In the future PDMs accountability aspect will be included ;
  • Validation of projects Activity Progress Reports and beneficiary count ;
  • The activity is to be completed at the start of the project. PMs/SM would be oriented at the inception phase of the project. The current delays will be reduced with the above approach. Every monthly meeting APR will be included ;
  • Support development and revision of donor reports, to include MEAL findings;
  • Support program staff for the use of MEAL data in their programming
  • Plan, design, and conduct needs assessments as required.
  • Support project proposal development, especially the MEAL sections and budget, while also assisting other technical teams as needed.
  • Lesson learnt reports, PDMs and baseline findings, evaluation to be shared with all concrend staff and findinges to be included in the final reports as ralvent.
  • As per need and on a periodic basis with findings reported to DCD/Area Co.
  • Build the capacity of the MEAL department staff on Monitoring, Evaluation, Accountability and Learning related topics, through trainings, coaching and mentoring.
  • Conduct training needs assessments for the MEAL team and develop a capacity development plan.
  • Refresh/update and roll out the MEAL diagnosis tool for the mission’s MEAL department.
  • Build the capacity of relevant program teams on digital tools/platforms, learning components, and accountability mechanisms.
  • Undertake regular field visits to support the implementation of MEAL activities, identify milestones and challenges where adaptations might be needed, and provide formal and informal capacity building/mentorship to the teams.
  • Provide feedback to senior management team on standard indicators for all sectors while comparing across bases;
  • Baseline, endline, APR data will be used for the country reporting;
  • Organize and coordinate mid-term reviews, learning workshops/review of program work plans with program teams at field level and other stakeholders ;
  • As per planning, document lesson learned, mid-term review facilitation and with strong involvement of program teams ;
  • Review documentation of project activities with clear articulation of lessons learned, case studies and short articles for each project for internal and external sharing and ensure timely tracking of lessons learnt implementation for better quality programs ;
  • Support and facilitate the KMOs, Advocacy teams to document and record the lesson learnt, or important aspects of program implementation that are necessary for transitioning ;
  • Manage centralized information database by regularly updating contextual information dashboard  with current, explicit data and statistics to support during regional situational analysis, program  updates, concepts and  proposal development ;
  • Support the smooth application of APRs, implement a systemized process for compiling APRs, and improve and update the existing system to allow real-time extraction and use of information.
  • Systemize the annual counting of beneficiaries and ensure ISP3 beneficiary information is updated in the system quarterly.
  • Institutionalize and document the tracking and implementation of lessons learnt and recommendations from all assessments conducted ;
  • Summarize key learnings to the Program Technical team for them to adopt.
  • Review and validate MEAL department organogram and job descriptions on a regular basis ;
  • Conduct performance appraisals for MEAL DHODs and the MIS Manager, including providing inputs for MEAL team appraisals (when necessary).
  • Monitor and conduct budget follow up for MEAL budget lines per projects
  • Support MEAL Managers and Program Managers in logistics and budget planning of MEAL activities when required during and at the end of the project.
  • Work closely with other technical and support department to support the smooth outsourcing of funds and resources for increased capacity of the teams i.e. trainings to be conducted. Relocation of HR resources based on needs.
  • To represent ACF at state level and where appropriate, cluster, working groups, workshops and strategic think tanks related to the department;
  • Liaise with national authorities, ACF counterparts and staff, partner agencies and consortia/alliances/partnerships;
  • Ensure coherence and consistent application of ACF guidelines and policies within the MEAL department and across the organization.

Position Requirements

  • Master’s Degree in Economics, Social Sciences, Business, Administration, Statistics, Demography, IT, Development Studies, Disaster Studies or related subject, with previous experience working in humanitarian projects;
  • 5 – 7 years of previous experience working with NGOs covering multi-sectorial programming, in the domain of MEAL with minimum 2 years in coordination level position;
  • Proven management and coordination skills (HR, projects, and stress management);
  • Proven ability to translate analysis and evaluation into operational planning and strategy;
  • Knowledge and experience in qualitative and quantitative data management techniques including proficient and skillful use of Microsoft Office package, SPSS, STATA, EXCEL, Epi-info software’s, Power BI;
  • Excellent written and spoken English, including the ability to write clear and engaging reports;
  • Advanced knowledge of international humanitarian guidelines and standards including donors guidelines;
  • Ability to work in a multi-cultural, multi-ethnic environment with respect for diversity;
  • Ability to work independently and under pressure in a rapidly changing professional environment;
  • Diplomacy and good interpersonal skills, with the ability to remain calm under pressure and not lose sight of strategic priorities;
  • Ability and willingness to travel regularly to remote field sites;
  • Experience in insecure context;
  • Experience in nutrition, health, WASH and/or food security and livelihood programming;
  • Experience working in emergency settings;
  • Familiarity with institutional donors (OFDA, ECHO, UN, DFID, FFP…) reporting and regulations.

Job Title: Head of Department, Finance

Key Responsibilities

  • Play advisory role to other departments on their financial and budgetary needs in order to support the development of the country strategy;
  • Ensuring that financial and budgetary needs and constraints are taken into account in the preparation of projects;
  • Collecting data and writing the financial and budgetary section of proposals and reports to funding bodies and financing plans, and negotiation of the Z1 after validation of Country Director;
  • Developing high quality and timely financial and budgetary contributions to proposals and reports for donors ensuring consistency and coherence;
  • Represent the mission externally on topics related to of finance and budget and developing a network for the exchange of information and good practice;
  • Develop and submit high quality financial reports;
  • Monitor effectively, the setup and compliance of parameters of the mission accounting software;
  • Continuous review of all data entered into the accounting software ensuring the right information are reflected in the software;
  • Verification of bank books, accounts and bank reconciliations;
  • Reviewing and final verification of invoices and ensuring proper archiving system in line with the organization procedure;
  • Mission Budget follow-up (including forecast) with the coordination team, Heads of Department and base Finance Managers, raising possible issues when necessary;
  • Identification of financial risks in collaboration with the headquarters (exchange rate flunctuations, inflation etc) and disseminate information to Head of Department and DCD Support required;
  • Develop and compile financial reports according to the deadlines and formats required by donors;
  • Supervision of the pre-audit of funding bodies’ financial contracts and responding to queries raised by auditors;
  • Verification and approval of the monthly accounting bundle and follow process of approval with HQ;
  • Verifying the physical cash count in capital and in the course of visits to bases;
  • Designing and keeping up to date cash management procedures adapted to local conditions, suggesting alternatives in the light of any changes, authorising and organising the transfer of funds to the bases;
  • Consolidating and approving the treasury forecast of the mission and forwarding it to headquarters;
  • Consolidating requests to commit expenses on a non-signed contract (Z2) and submit to headquarters;
  • Monitoring contractual payments made by donors and signed off in the field;
  • Approving the selection of banking establishments for the mission in line with AAH procedures;
  • Approve the methods of payment of on-going contracts and ensuring payment by the due date
  • Authorise the payment of mission expenses.
  • Mission Budget follow-up (including forecast) with the coordination team, Heads of Department and base Finance Managers, raising possible issues when necessary;
  • Identification of financial risks in collaboration with the headquarters (exchange rate flunctuations, inflation etc) and disseminate information to Head of Department and DCD Support required;

  • Innovative practices in the field of financial and budgetary management in partnerships.
  • Identify risks of fraud and corruption and set up preventive and monitoring mechanisms;
  • Sensitization of team in terms of facilitating training on risks of fraud and corruption within the department;
  • Recommend area of improvements in the mission financial management to the DCD Support and/or Internal audit and suggest possible corrective action;
  • Work closely with the Internal Auditor and provide the required support to facilitate external auditors;
  • Monitor financial risks and update the management on any possible risk;
  • Provide suggestions and inputs to the continuous development of the financial administration procedures, routines, and SoPs;
  • Collaborate with the mission HQ to improve financial systems and assist in introducing change where requested as part of the global improvement to provide timely and appropriate financial information to senior management team, program managers and budget holders;
  • Contribute to the professional development of team members including providing input to appraisal of Finance Managers as technical supervisor;
  • Assess the capacity of current country finance teams and make recommendations about training needs, organizational structure, and changes to staffing;
  • Develop training plan for finance team, as well as program and other staff, on finance processes & financial compliance.

Position Requirements

  • Advanced Degree in Accounting / Finance with minimum of 5 years’ experience with at least three years in a managerial role;
  • Accounting related Certification;
  • Exceptional organizational skills, time management skills, and attention to detail;
  • Capacity to lead and manage a large team across various locations;
  • Strong Excel skills;
  • Excellent communication skills with the capacity to write quality reports;
  • Strong analytical and reporting skills;
  • Experience in budget and risk management;
  • Experience with SAGA accounting system preferably;
  • Knowledge of international donor requirements;
  • Experience with accounting systems; knowledge of SAGA would be a plus;
  • Knowledge of ACF financial management framework preferrably.

Job Title: Head of Department – Water Sanitation and Hygiene (WASH)

Location: Nigeria

Key Responsibilities

  • Ensuring that ACF’s key WASH indicators are adhered to and analyzed in his/her zone of intervention;
  • Monitoring of general indicators;
  • Adopting the technical strategies and positioning documents produced by headquarters;
  • Writing up the WASH sections of the mission strategy;
  • Sharing the strategy and ensuring its consistency with those of other sectors;
  • Sharing the mission strategy with and explaining it to all teams within the WASH Department;
  • Ensuring that international, national and ACF documentation is available at the mission, mastering its content and sharing it with the WASH teams;
  • Planning external evaluations of adherence to international standards (OECD/DAC);
  • Organizing a contingency planning workshop for WASH and taking part in consolidation meetings at mission level;
  • Coordinating with the other Coordinators/ HoDs in order to ensure the greatest impact of projects by utilizing integration;
  • Ensuring that the seasonal calendar is produced by Program Managers in each of the zones of intervention;
  • Defining and driving the compilation of strategy monitoring indicators;
  • Collecting data on the humanitarian situation and the WASH sector, formatting and transmitting them to the appropriate channels (Country Director, Region, Technical Advisors at Headquarters)
  • Proposing subjects for WASH technical advocacy for the mission;
  • Writing up or consolidating reports on chosen subjects in consultation with the Country Director;
  • Defining a plan for the diffusion of sectoral advocacy for the mission;
  • Interacting with the sectoral coordination body on the major subjects for WASH advocacy;
  • Defining, coordinating and carrying through assessments of WASH needs in projects and closely related areas;
  • Coordinating and/or writing up reports of the needs and feasibility assessments and proposals to funding agencies;
  • Consulting the Logistic and Finance Coordinator/HoDs concerning project proposals;
  • Meeting with sector donors, alone or in company with the Country Director;
  • Consolidating or writing up the WASH parts of project proposals;
  • Validating the WASH project proposals submitted by the mission;
  • Establishing and updating the portfolio of donors;
  • Accompanying donors on field visits at the request of the Country Director;
  • Validation of the methodologies and documentation produced by Deputy HoDs and PMs;
  • Regular visits to projects and functional interaction with DHoD and PMs;
  • Supporting the Field Coordinator in APR monitoring (quantitative and narrative), provide feedback on technical matters and flag deficiencies;
  • Proposing action plans and solutions to ensure the smooth implementation of programs;
  • Ensuring that narrative sections in the technical parts of donor reports are written up correctly by the PM, reviewing them for complete, accurate content and coherence;
  • Consolidating the technical parts of donor reports before submission;
  • Seeking the technical support of the Technical Advisors at headquarters on an ad hoc basis (tools, methodology, and innovation, sharing experience….);
  • Preparing needs assessments and project evaluations (TOR, recruitment of experts, briefings);
  • Checking the technical adequacy of the projects with reference to internal framework documents and sectoral technical literature;
  • Checking conformity with standards (SPHERE, WHO, national…);
  • Arranging field visits and producing reports containing technical and operational recommendations;
  • Feeding the project and mission quality with internal and external recommendations;
  • Seeking technical support from the Technical Advisor  on an ad hoc basis (tools, methodology, innovation, sharing of experience, or flagging up missing competences in technical areas …);
  • Producing terms of reference for visits by WASH Advisors and internal evaluators;
  • Familiarizing him/herself with the precautionary principle, the “Do No Harm” approach and implementing it or recommending its implementation to decision-makers in the projects;
  • Judiciously including external evaluations of projects in proposal submissions;
  • Preparing external project evaluation visits  (along the lines of ACF-UK terms of reference, recruitment of experts where necessary, briefing and accompaniment on field visits);
  • Validating the recommendations made by evaluators and translating them into good practice in the projects;
  • Ensuring that project proposals include complaints  & feedback mechanisms and training the teams to adopt this participative methodology (notably by using Global WASH Cluster tools);
  • Defining the necessary measures of protection and safety on WASH work sites (protection of teams, equipment and the wider population);
  • Monitoring compliance with the safety rules during site visits;
  • Forming close relationships with the coordination forums, participating in coordination meetings and strategic working groups and sharing information both upwards and downwards;
  • Familiarizing him/herself with Cluster procedures and training members of the mission in them;
  • If relevant, involving ACF as joint leader of the WASH cluster at national and local levels;
  • Participating in the writing up of documents dealing with the financing of humanitarian action (e.g. CAP, Flash Appeal etc) and with national strategies;
  • Getting to know and meeting with key actors in WASH sectors at national level (authorities, ministries, UN organizations etc) in order to secure ACF’s place as a recognized and influential actor in the field;
  • Contribute towards the development of WASH national standards, sector working groups and technical reviews;
  • Organizing workshops and training programs targeting sectoral partners;
  • Identifying and promoting partnerships with local partners (national NGOs in particular);
  • Taking part in the development of operational partnerships in line with the ACF partnership policy;
  • Taking part in the recruitment of national PMs or involvement in the selection of expatriates when relevant (defining profiles, interviews and/or complementary tests, technical competence for the project);
  • Contributing to the technical aspects of HR requests for expatriates (job description, technical criteria of recruitment, action plan);
  • Ensuring that a WASH Department action plan is produced and followed through;
  • Contributing to and monitoring individual action plans for the WASH Department;
  • Taking part in staff development appraisals with both functional and hierarchical team members; identifying technical training needs of national teams and expatriates, in collaboration with the HR Coordinator/HoD;
  • Development of staff capacity building plan, resources and organization and facilitation of training workshops;
  • Identifying possible technical training resources at local and regional levels in collaboration with the HR Coordinator/HoD;
  • Providing technical support to the teams (creating training programs, spreading good practice….);
  • Seeking technical support from headquarters to reinforce his/her skills and/or those of the teams;
  • Compiling the hardware work implemented by ACF into a national/central database, shared with the relevant line authorities;
  • Encouraging the WASH teams to write up their experiences;
  • Approving capitalization documents, finalizing them and submitting them to Headquarters;
  • Distributing relevant documents throughout the WASH networks at country and regional levels;
  • Identifying needs and opportunities for technical research and development;
  • Writing up projects in response to calls from Headquarters or donors for research and technical development;
  • Coordinating funded research projects;
  • Supervising and documenting innovations introduced in projects;
  • Identifying research partners where relevant (universities, for example);
  • Taking part in seminars and colloquia at national and international levels with a view to improving practice in the mission;
  • Organizing departmental meetings on the technical constraints affecting the projects, discussing them with advisors at headquarters and formulating recommendations;
  • Writing up and submitting a handover/mission report together with a database of photographs at the end of the mission;
  • Ensuring that each expatriate PM documents his/her experience in the form of a technical handover/end-of-mission report (in addition to any reports required by donors).

Position Requirements

  • Degree in Water Engineering / Construction Engineering/Public Health with experience in water, sanitation, hygiene and health education projects with over 3 years of experience OR
  • Relevant degree with at least 5 years’ experience in project management, preferably in a humanitarian context. Experience can be considered in lieu of academic qualification, but not vice-a-versa.
  • Interest and/or experience in hygiene education and training and/or community-led methodologies;
  • Demonstrated previous experience in and strong proposal writing and donor reporting skills;
  • Demonstrated experience in financial management and preparation of budgets for programming;
  • Proficient in MS Office Applications;
  • Excellent management and representation competencies;
  • Excellent influencing and negotiation skills;
  • Experience in developing world context;
  • A strong understanding of project cycle management, monitoring and evaluation;
  • Working experience in complex emergencies;
  • Willing to work in an insecure context.
