Description

  • Background Tuberculosis (TB) remains a major public health concern, particularly in under-served and hard-to-reach communities.
  • Early and accurate diagnosis using modern tools like portable digital X-ray, especially for children and adults in the community, is critical for effective TB control.
  • This role supports community-based TB case finding initiatives by operating portable digital X-ray machines and collaborating with key stakeholders, including State TB partners and community representatives
  • Objective To support TB-HIV acceleration plan (TAP) through TB detection efforts by operating portable digital X-ray equipment during outreach and screening campaigns, ensuring high-quality imaging and safety, while actively collaborating with State TB teams and community actors for effective service delivery.

Job Summary

  • Responsible for operating and maintaining portable digital X-ray machines for TB screening during community outreach activities.
  • Conduct basic image interpretation or assist with image transmission to remote radiologists for interpretation as needed
  • Ensure timely uploading, labeling, and storage of images on designated digital platforms including troubleshooting basic technical issues with the digital X-ray equipment
  • Work closely with State TB and Leprosy Control Programs (STBLCP), Local Government TB supervisors, and implementing partners; coordinate with relevant community team for smooth field operation
  • Support training or sensitization sessions on the use of digital X-ray in TB screening for relevant stakeholders if required
  • Support community engagement to increase PDX awareness, acceptability providing clear and culturally appropriate communication on the X-ray process and its role in TB diagnosis
  • Maintain accurate records of all screening activities including number of individuals screened, challenges, and outcomes and submit periodic reports as required by the supervisor
  • Proficiency in using CAD software.

Job Specific Responsibilities

  • S/he is to Prepare and position patients for X-ray procedures, ensuring their comfort and safety.
  • Operate PDX equipment to capture high-quality diagnostic Images. Adjust Imaging parameters according to specific diagnostic needs.
  • Basic interpretation of CAD-generated heatmaps/scores
  • Maintain accurate records of radiographic procedures and patient Information.
  • Ensure compliance with all radiation safety protocols to minimize exposure risks.
  • Perform routine maintenance and quality control checks on radiographic equipment.
  • Troubleshoot equipment malfunctions and coordinate with technical support for repairs.
  • Collaborate with healthcare professionals to provide comprehensive patient care.
  • Participate In ongoing training and professional development activities.
  • Participate in planning and coordination meetings with State TB partner
  • Support and adhere to the facility’s policies and procedures.
  • Apply infection prevention and radiation safety measures according to national and international standards
  • Work closely with the State TB and Leprosy Control program (STBLCP) to ensure optimal use of the Portable Digital X-rays for Active TB case finding In Hotspot communities. Integration with national TB notification platforms or health information systems

Qualification and Skills

  • B.Sc Radiography (preferred) or Higher National Diploma
  • Valid practicing license from the Radiographers Registration Board of Nigeria (RRBN).
  • Certification in radiation safety or basic radiation protection
  • Minimum of 1 year of post-qualification experience in a clinical setting.
  • Proficiency In operating digital radiography equipment.
  • Knowledge of pediatric and adult chest imaging techniques
  • Strong knowledge of radiation safety and protection protocols.
  • Excellent communication and interpersonal skills.
  • Ability to work Independently and as part of a team.
  • Familiarity with NGO activities, particularly TB programs, is an added advantage.
  • Must be flexible with absolute Integrity, organizational awareness, and understanding of cultural differences.

Job Summary

  • We require qualified candidates to fill the position of Integrated Health and Support Officer for a 5-year USAID award known as Transforming Health and Resilience for Individuals Through Vibrant Empowerment (THRIVE) South Project, implemented in the five states of Akwa Ibom, Bayelsa, Cross River, Edo and Lagos

The Ideal candidate will:

  • Be responsible for HIV care and support services for the OVC and their household
  • Coordinate with other stakeholders to ensure enrollment and provision of requisite services to all HIV-related subpopulations enrolled in the OVC project

Specific Job Responsibilities

  • S/he is to provide technical guidance to THRIVE partner CSOs in the Implementation of technical program activities for community-based HIV Care and Support in THRIVE Program
  • Under the direction of the HIV Care and Support Advisor, collaborate closely with the THRIVE South team to roll out and implement an integrated and holistic community-based response to HIV /AIDs towards scaling up access to HIV prevention and care services for vulnerable children and their caregivers
  • Provide technical input for the development of strategies, design and implementation of HIV Prevention / Care & Support activities by THRIVE project; ensure activities improve access to HIV prevention and care services amongst project beneficiaries and their caregivers.
  • Direct CSOs towards overall technical quality – including adherence to technical standards, best practices and donor guidelines for all HIV Prevention Care & Support activities of the project.
  • Support strategies towards ensuring that project activities are built on strong behavior change principles and build the capacity of CSOs and relevant GON staff in effective implementation and monitoring.
  • Work with the Treatment partners and coordinate bidirectional patient referral from facility to community and vice versa.
  • Obtains patient line list regularly and ensure data synergy with the treatment partners along all custom indicators.
  • Lead the process of monitoring of quality HIV care at the household and ensure optimal drug adherence and viral load suppression
  • Document OVC project attribution to the care and treatment partners overall achievement along the 95 95 95 epidemic control cascades.
  • Work closely with the SMOH, SMWASD, SACA and HIV TWGs in the state assigned in identifying and capitalizing on leverage points for improved linkages and referral coordination at the community level and for Integration of HIV Prevention Care & Support elements into other OVC areas project activities and vice versa

  • MBBS with a minimum of 1 -2 years of relevant experience in implementing HIV-TB Treatment and Prevention Program, technical experience with community level HIV prevention, Care & Support programs
  • Demonstrated ability to work effectively with government and civil society partners and communities as well as transfer knowledge to diverse audiences through workshops, training and meetings using participatory methods and adult learning principles
  • Experience in supporting HIV Testing and Counselling programs in health facilities, mobile units and community outreaches
  • Good knowledge of  HIV Care and Treatment guidelines (Pediatric &Adult), PMTCT, TB, other STIs and experience working with Ministry of Health and other relevant entitles

Job Title: Program Officer

Locations: Lagos, Calabar – Cross River and Eket Zone, Uyo – Akwa Ibom

Job Summary

  • The program officer supports the State program manager in the coordination of all CSO activities in the state/zone, in line with project implementation plan.
  • S/He ensures that all CSO activities in the state/zone meet effective programming standards and best practices established by USAID  for Improving the Quality of Life of Vulnerable Children.
  • S/He ensures that services provided to vulnerable children are need-based and in line with the National service standard and the PEPFAR guidelines.
  • S/He provides support to the CBOs, identifies capacity gaps and recommends to other team members to strengthen technical capacity.
  • Support the state team lead to carry advocacy, support community improvement team, provide timely update on grant, work plan and coordinate state project activities to ensure successful implementation of all projects.

Responsibilities

  • S/he will work with the State Program Manager to support the implementation of high-quality care and support activities for orphans and vulnerable children.
  • The incumbent will coordinate the implementation of OVC program activities in line with PEPFAR guidelines within the state.
  • Identify programmatic areas that are lagging on service coverage (such as PMTCT & EID) and initiate dialogue and actions with other team members
  • Support the development of sustainable models for HIV care and support along the HIV cascade to different OVC sub-populations.
  • Support enrollment of children into the OVC program in line with the enrollment streams
  • Ensure implementation of education activities including enrollment, retention and progression of children in school
  • Interfacing with GON, USG partners, and CBOs to facilitate synergies and initiatives to improve the package of care and support services to beneficiaries.
  • S/he will strengthen linkages between CBOs, state and LGA structures for improved coordination of OVC service delivery planning and implementation at the community level.
  • S/he ensure planned project results are achieved and documented at the CSOs level
  • The incumbent will support the development of state work plans for the project and coordinate the implementation and reporting on all activities; receive and review monthly programmatic performance reports from CBOs and health facilities.
  • S/he will directly manage sub-award recipients assigned for the purpose of coordinating implementation and service provision to the beneficiaries.

Specific Job Responsibilities

  • Responsible for monthly work plan review with recommendation for approval, ensure program implementation is aligned with approved work plan and review monthly programmatic reports and ensure monthly expense liquidation aligns with approved budgets
  • Provide regular feedback to CSOs on gaps in project implementation and recommend capacity development as may be necessary.

Qualifications and Skills

  • Degree in Social or Behavior Science, Nursing, Public Health or a related field; Solid working knowledge (practical skills) in PEPFAR OVC care and support highly desired.
  • Minimum of five years’ experience in health program management in Nigeria including HIV, with at least three years’ experience working on HIV/AIDS Care, treatment and support programs in national or resource poor settings.
  • Knowledge and understanding of pediatric home-based care, gender, stigma and discrimination.
  • Experience in coordinating HIV/AIDS program implementation. Ability to work independently with strong problem-solving skills.

Job Title: Fleet Officer

Job Details

Specific Roles and Responsibilities

  • The incumbent will be responsible for ensuring that the minimum maintenance standard of the CCCRN’s fleet as stated in the vehicle manufacturer’s specification.
  • S/he will also follow up and ensure that routine preventative maintenance schedules for the vehicles are strictly adhered to in a manner that will assure reliable transportation of CCCRN staff, assets and other goods.
  • Make recommendations and implement measures that will safeguard the CCCRN Nigeria vehicles and vehicle equipment to enhance efficiency and reduce the possibility of theft or damage.
  • Ensure that daily checks are performed on assigned vehicle before it is driven in the morning.
  • Completes the Daily Vehicle Reports and submits to the Admin and Logistics Associate each day
  • Check and ensure that all journeys and trips (no matter how short) are recorded using the Vehicle Logbook provided in each vehicle.
  • Notifies the Head of Office, Security Officer and Admin/Logistics Associate immediately in accident situations, after checking that all persons involved are safe and follows the procedure for what to do in case of an accident.

Job Title: Senior Technical Advisor, Strategic Information (STASI)

Job Summary

Job Responsibilities

  • Under the supervision of the Director for Strategic Information (DSI), should be responsible for the coordination of all M&E-related activities of the project as contained in the THRIVE South AMEL Plan and other emerging M&E activities as may be directed by the DSI.
  • As may be required from time to time, support the review and revision of the THRIVE South AMELP and the Performance Management Plan (PMP) to reflect any changes in the performance indicators and PEPFAR Guidance.
  • Provide leadership in the development and regular reviews of Standard Operating Procedures (SOPs) across thematic areas of the project to reflect best practices and cross learning among the thematic areas.
  • Attend relevant THRIVE South project management and technical meetings, including community of practice meetings to ensure close coordination between program, management, and M&E staff
  • Foresee the overall planning and implementation of all strategic information activities related to but not limited to: MEAL (Monitoring, Evaluation, Accountability and Learning), CLA (Collaborating, Learning and Adapting), Operations Research, Information Science/Health Informatics (SI), Special Studies, etc.
  • As may be directed by the DSI, serve as a liaison between THRIVE Project and USAID or her agent(s) on MIS related activities and in turn provide overall technical support on database organization, maintenance, development and update, to project Monitoring, Evaluation, Accountability and Learning (MEAL) and CSOs teams in the delivery of the project mandates in line with all USG accepted policies and procedures.
  • Provided onsite support and guidance for the implementation and troubleshooting of the existing MIS systems and reporting portals used by THRIVE South, and CSOs such as NOMIS 3.0, NOMIS CHILD Monitor mobile app, USAID-supported APPR/DHIS and PEPFAR-supported DATIM (Data for Accountability, Transparency and Impact) and this will include but not limited to onsite installation, setup, data entry procedures, and data transmission, across all project states.
  • Collaborate with the Federal Ministry of Women Affairs (FMWA), USAID and her supported-Implementing Partners (IPs), OVC umbrella bodies such as Association of OVC Non-Governmental Organization of Nigeria (AONN) and other ministries, departments and agencies (MDAs) in the coordination of OVC response at the national level.
  • In collaboration with the technical leads of M&E, CLA, HI, Database, develop a learning agenda for the project, and coordinate and harmonize the planning and delivery of trainings, workshops and other capacity development interventions for the THRIVE project across the five states.
  • In collaboration with other thematic areas, provide technical support towards the preparation of program reports including but not limited to monthly, semi-annual and annual reports, quarterly reports, and ad hoc reports to donors with strict adherence to standards and timelines.
  • In addition, support the development of abstracts, manuscripts, publications and presentation of studies and evaluation findings in local, regional and international seminars and workshops.
  • Develop new programs and adapt existing ones to new applications as the need arises, and in collaboration with the HI unit and Monitoring, Evaluation, and Learning (MEL) units carry out systems analysis related to the study of new applications, testing and revision of programs.
  • Participate in national M&E technical working group (TWG) meetings to share best practices and ensure integration of the MIS platforms with the national management information systems for OVC.
  • Collaborate with THRIVE management and CSO in planning, designing and undertaking program evaluations and special studies.
  • Provide technical support to State Ministry of Women Affairs (SMWA) and other Ministries, Departments and Agencies (MDAs) on the use and application of the various MIS (at the state, LGA and Community levels).
  • Coordinate the preparation of monthly, semi-annual, annual, and ad-hoc reports from CSOs with strict adherence to standards and timelines.
  • Support the development of electronic data entry questionnaires using appropriate data management applications and statistical packages, during periodic surveys and data analysis.
  • Participate in the M&E technical working group meetings.
  • Collaborate with THRIVE South management and CSO in planning, designing and undertaking program evaluations and special studies.

Minimum Qualifications

  • Bachelor’s Degree in Public Health, Epidemiology, Social Work, Monitoring & Evaluation, Demography, Biostatistics, Statistics, Analytics or a related field is required.
  • A master’s degree preferred.
  • Demonstrated skills in M&E, data management and quantitative and qualitative research methodologies.
  • At least 7 years of professional experience in implementing M&E for programs related to Health, HIV and OVC, agriculture or food and nutrition security programming, of which at least two year with NGOs.
  • Skilled in the development and use of data/data analytics to aid program decision making, with demonstrated ability to perform robust data extraction from internal and external information systems.
  • Ability to perform complex data analytics utilizing Microsoft Excel, STATA, and/or Business Intelligence tools, making recommendations based on findings.
  • S/he can portray complex data sets in easy-to-understand formats/visualizations.

  • Provide technical input for the development of strategies, design and implementation of HIV Prevention / Care & Support activities by THRIVE project; ensure activities improve access to HIV prevention and care services amongst project beneficiaries and their caregivers.
  • Direct CSOs towards overall technical quality – including adherence to technical standards, best practices and donor guidelines for all HIV Prevention Care & Support activities of the project.
  • Support strategies towards ensuring that project activities are built on strong behavior change principles and build the capacity of CSOs and relevant GON staff in effective implementation and monitoring.
  • Work with the Treatment partners and coordinate bidirectional patient referral from facility to community and vice versa.
  • Obtains patient line list regularly and ensure data synergy with the treatment partners along all custom indicators.
  • Lead the process of monitoring of quality HIV care at the household and ensure optimal drug adherence and viral load suppression
  • Document OVC project attribution to the care and treatment partners’ overall achievement along the 95 95 95 epidemic control cascades.
  • Work closely with the SMOH, SMWASD, SACA and HIV TWGs in the state assigned in identifying and capitalizing on leverage points for improved linkages and referral coordination at the community level and for Integration of HIV Prevention Care & Support elements into other OVC areas project activities and vice versa

Qualifications and Skills

  • MBBS with 3 – 4 years of relevant experience in implementing HIV-TB Treatment and Prevention Program
  • Technical experience with community level HIV prevention Care & Support programs
  • Additional Qualification – Master of Science and / or MPH will be an added advantage
  • Demonstrated ability to work effectively with government and civil society partners and communities as well as transfer knowledge to diverse audiences through workshops, training and meetings using participatory methods and adult learning principles
  • Experience in supporting HIV Testing and Counselling programs in health facilities, mobile units and community outreaches
  • Good knowledge of Government of Nigeria HIV Care and Treatment guidelines (Pediatric &Adult), PMTCT, TB, other STIs and experience working with Ministry of Health and other relevant entitles

Job Title: Strategic Information Officer

Job Responsibilities

  • S/he will provide an overall support to the implementation of M&E activities at the Project office, State Ministries of Women Affairs (SMW), State Action Committee on AIDS (SACA), and other OVC stakeholders in Edo State.
  • S/he should collaborate with his/her counterparts at THRIVE South in-country headquarters to ensure that all M&E tools and management information systems (MIS) are availability and up to date for routine program monitoring activities in the state.
  • The Officer, Strategic Information (SI) will ensure that data entry into national, PEPFAR and project MIS – National OVC management information system (NOMIS), District Health Information System (DHIS), Data for Accountability and Impact (DATIM) and other MIS; are always up to date.
  • He will collaborate with the MEAL teams of the project and the CSOs to ensure that accurate and high-quality program data are collected and entered into the MIS platforms in a timely manner, reports generated along with the narratives, to provide information for OVC programming and management decision making.
  • Also, s/he will support the training of CSO staff, promote program learning and sharing among staff, partners and stakeholders and encourage data utilization at all levels.

Specific Responsibilities

  • Ensure CSOs understand the information needs of project stakeholders and donors and adhere to system requirements
  • Work closely with the CSO M&E officers to ensure they understand the data requirements and data-gathering and report formats.
  • Support CSO M&E staff in their work with the Community Case Workers (CCWs or equivalent) to ensure that enough training is done for CCWs and volunteers, that the correct forms are used and that accurate reports are submitted on a timely basis.
  • In collaboration with the THRIVE South MEAL team build capacity of CSO M&E staff in the understanding of OVC MER indicators and custom indicators and how they are measured.
  • Ensure that CSOs enter accurate and high-quality data and reports on the MIS platforms on a timely basis or as may be needed.
  • Work with contract M&E firm in the implementation of data quality assessments (DQAs), Site Improvement and Monitoring System (SIMS) implementation.
  • Ensure that CSOs participate in the DQAs, understand the recommendations for remedial action, and comply with those recommendations
  • Collaborate with the Database Manager in the analysis and report of CSO’s data using the MIS required platforms on weekly, monthly, quarterly, semi-annual and annual basis to USAID and other stakeholders, as may be required.
  • Identifies and responds to key stakeholders’ information needs in MEAL activities, using a range of appropriate communication methods.
  • Undertake any MEAL responsibilities that may be assigned to him from time to time by his supervisor of the management team.

Qualifications and Skills

  • Bachelor’s degree in social science with emphasis in rural development, public health, statistics or a development related field.
  • Demonstrated skills in M&E design with previous experience in application of quantitative and qualitative research methodologies.
  • At least three years of professional experience implementing/managing M&E for programs related to Health, HIV and OVC, agriculture or food and nutrition security programming, of which at least one year with NGOs.

  • The DCOP supports the COP and serves as the principal point of contact for procedural and substantive matters in the absence of the COP (as Acting COP).
  • The DCOP will be responsible for managing day-to-day technical activities.
  • S/he will be responsible for technical collaboration with stakeholders and other USAID-funded projects to strengthen partnerships, draw on lessons learned, innovations, and cutting-edge quality improvement methods, and translate best practices into improved implementation of interventions.

Program Quality:

  • Under the guidance of the COP, ensure high levels of program quality and work in close collaboration with the THRIVE directorates for high-quality and effective program integration and implementation.
  • Ensure adherence to all relevant USAID guidelines and program quality standards for HIV and OVC programming for the THRIVE consortia and sub-recipients.
  • Under the guidance of the COP, oversee periodic programmatic and technical reviews and manage changes in program direction and focus.
  • In collaboration with the Director of Program, provide programmatic guidance and technical oversight to partners and other collaborating agencies to ensure that lessons of sound practice are documented and disseminated.
  • Provide guidance and technical assistance to THRIVE sub-recipients and partners to facilitate institutional capacity assessment to identify major challenges and develop effective capacity building plan.

Management and Administration:

  • Guide the annual planning and budgeting exercise for thematic areas, track implementation as well as analyze performance periodically (program area score cards) and share analysis with the COP.
  • Along with the COP, periodically review progress, integration with other USG funded partners and achievements of ICHSSA program to identify bottlenecks and recommend appropriate actions to ensure the program meets her target.
  • Support the sub-granting process and ensure that sub-granting is carried out in compliance with USAID and CCCRN guidelines.

Representation:

  • In collaboration with the COP, Chief Executive Officer, strengthen linkages with existing and potential partner agencies.
  • As guided by the COP, represent CCCRN at all relevant technical working groups, sectoral meetings and coordination forums.
  • Ensure the program’s compliance with the USAID branding and marketing requirements, as well as CCCRN marketing and communication procedures.

    • Assist in identifying and mobilizing local resources (financial, human, or material) to support OVC programs.
    • Design and deliver training programs aimed at strengthening community systems and building local ownership of OVC services.
    • Develop and disseminate tools, guidelines, and best practices to improve service delivery
    • Ensure that systems-strengthening interventions are designed for sustainability, focusing on local ownership, resource mobilization, and scalability.
    • Guide the integration of community systems strengthening activities within broader national and regional OVC programming.
    • Other duties as assigned.
  • Monitoring, Evaluation, Reporting, Research and Innovation:
    • Support the development and implementation of monitoring and evaluation frameworks to track progress on community systems strengthening activities.
    • Collaborate with the SI team to ensure that community-level data is collected, analyzed, and used to inform decision-making.
    • Regularly report on community systems strengthening activities and outcomes to the Systems Strengthening lead, State Program Manager, project management, and donor stakeholders.
    • Document best practices, lessons learned, and case studies to improve future interventions and share knowledge within the organization and with stakeholders.
    • Contribute to the generation of evidence on effective community systems strengthening models through research, assessments, and learning activities.
    • Innovate and adopt new approaches to address evolving community needs, leveraging lessons learned and best practices from the field.
  • Partnership and Stakeholder Engagement:
    • Cultivate strong relationships with government MDAs, non-governmental organizations, community leaders, and other stakeholders to ensure alignment with national strategies and programs and seek opportunities to enhance collaboration and leverage resources among critical stakeholders to support an HIV-sensitive child protection system.
    • Advocate for policies and resources that support community systems strengthening for OVC at local, regional, and national levels.
