The Complex

  • The Senior Vice-Presidency (SNVP) plays a pivotal role in supporting the President in the daily management of the Bank Group, driving a culture of performance to align processes and systems for impactful results. The SNVP provides effective leadership and coordination, ensuring the implementation and monitoring of critical corporate decisions and corrective measures. It also leads discussions and decision-making processes for key Board and Management decisions, overseeing units like the Hiring Unit, SNOU.

The Hiring Unit

  • The Specialized Non-Performing Operations Unit (SNOU) offers expertise in resolving distressed corporate/project finance loans and equity exposures. It collaborates with Portfolio Management and Risk Management to plan and execute activities related to private sector projects. SNOU leads “Jeopardy” projects with potential risks to the Bank and supports portfolio management on “Joint Venture” watchlist projects. The primary aim is to restore project operations, restructure balance sheets, and reschedule loans for sustainable debt service. SNOU balances commercial strategies with the Bank’s developmental, social, and environmental mandates while managing the Bank’s reputation. Besides managing underperforming projects, SNOU shares lessons learned and identifies early warning signs to maintain investment quality.

The Position

  • The Chief Investment Officer must possess technical project experience and leadership skills. They may deputize for the SNOU Head when necessary. Leveraging knowledge from portfolio managers is crucial, but the Chief Investment Officer brings fresh perspective to maximize project recoveries. They diagnose distressed situations rapidly, design optimal rehabilitation and exit strategies tailored to each project’s unique characteristics, and represent the Bank professionally with external parties.

Key Functions

Under the guidance of the SNOU Head, the Chief Investment Officer will:

  • Monitor impaired project performance and propose recovery solutions.
  • Prepare regular reports on project resolution activities.
  • Identify lessons learned for dissemination.
  • Prepare financial forecasts, conduct due diligence, and recommend investment resolutions.
  • Lead internal teams during business reviews and liaise with various stakeholders.
  • Prepare action plans and resolution options for non-performing investee companies.
  • Work on ad-hoc projects to add value to the Bank.

Competencies (Skills, Experience, and Knowledge)

  • Master’s Degree in Economics, Business Administration, Finance, or related field.
  • Professional qualifications in Accounting, Legal, or Banking are advantageous.
  • Minimum of seven (7) years of relevant progressive experience.
  • Extensive track record in banking, financial institutions, or consulting on workouts and restructurings.
  • Global investment and recovery experience.
  • Strong analytical and modeling skills.
  • Effective negotiation and influencing abilities.
  • Excellent written and verbal communication in English or French.
  • Competence in standard software (Word, Excel, Access, PowerPoint).

The Complex

  • The Senior Vice-Presidency plays a pivotal role in supporting the President in the day-to-day management of the Bank Group, aiming to achieve strategic objectives and instill a performance culture that aligns processes and systems for impactful results. It provides leadership, coordination, and ensures the implementation of key corporate decisions.

The Hiring Department

  • Within the Senior Vice-Presidency Complex, the Department SNMO oversees two key management committees – the Operations Committee (OpsCom, SNMO.1) and the Senior Management Coordinating Committee (SMCC, SNMO.2). The Operations Committee Secretariat (SNMO1) supports OpsCom in enhancing the country focus, strategic selectivity, quality of operations, internal cooperation, and development impact of the Bank’s support to Regional Member Countries.

The Position

Reporting to the Division Manager, the Chief Operation Officer’s responsibilities include:

  • Enhancing proposal quality through rigorous internal prior review, managing OpsCom reviews, and preparing analytical/advisory notes.
  • Developing and improving internal operating procedures and Secretariat processes.
  • Assisting in the revision of Opscom’s review and process-related directives and guidelines.
  • Addressing systemic issues and collaborating with the Wakanda Team on the Bank’s operations portal.
  • Sharing knowledge and training as needed.
  • Undertaking ad hoc tasks upon Director or Manager request.

Key Functions

Under the Division Manager’s supervision, the Chief Operations Officer will:

  • Systematically review all operations proposals, ensuring alignment with strategic objectives and compliance with policies.
  • Produce concise briefings, analysis, and recommendations for OpsCom and the Chair.
  • Provide guidance to country and project teams.
  • Draft minutes and reports following meetings.
  • Advise on approaches to improve proposal quality and development processes.

Enhancement of Review and Clearance Instruments

The Chief Operations Officer will:

  • Contribute to periodic review and update of directives, processes, procedures, and guidelines.
  • Support the review of internal processes and procedures for efficiency.
  • Lead or contribute to staff training in using new versions of the BPPS.

Competencies

  • Hold at least a Master’s Degree in Economics, Engineering, Development Studies, or related fields.
  • Minimum of seven (7) years of relevant professional experience, including project management, policy, and strategy development.
  • Private sector experience is advantageous.
  • Strong knowledge of operations policies, procedures, and review processes in multilateral development banks.
  • Excellent analytical skills and ability to review proposals.
  • Full understanding of African Development Bank policies, strategies, and priorities.
  • Experience in a senior management committee secretariat is a plus.
  • Strong teamwork and communication skills.
  • Proficiency in English and/or French, with knowledge of the other language.
  • Competence in standard software (Word, Excel, SAP, PowerPoint, MS Project).
