Job Title: Lifting and Hoisting Appointed Person (L&H AP) Bonga North (BN), Deepwater Projects SNEPCO

Location: Nigeria

Brief Description

  • To ensure all lifting operations on Bonga North Project assigned are risk-assessed, planned, supervised, and executed by competent personnel using suitable, clearly marked, and regularly inspected equipment, with relevant Lifting & Hoisting Procedures and industry standards consistently applied, in full compliance with LOLER and IOGP regulations.

Dimensions

  • Support the safe execution and assurance of lifting operations for the BN Project.
  • Collaborate within a multi-disciplinary project team to ensure quality work delivery on schedule.
  • Guide and support the contractor team in executing safe lifting operations and tracking KPIs for the Bonga North Project.

Principal Accountabilities

  • Continually liaise with the L&H SME to ensure that relevant Lifting and Hoisting Procedures and industry standards are constantly implemented across BN Project.
  • Confirm that the Lifting operations are carried out safely and in conformance with the approved Lift Plan.
  • Develop all categories of Lift Plans in support of Bonga North and carry out periodic reviews.
  • Ensure all applicable Lifting and Hoisting Procedures are understood and applied by all personnel involved in Lifting Operations.
  • Conduct Rigging Studies, including Crane requirements, load calculations, and interpretation of Crane load charts.
  • Create and review Method Statements, Risk Assessments, and Job Safety Analysis plans.
  • Ensure relevant IOGP Start Work Checks are reviewed prior to execution of every mechanical Lifting operation.
  • Confirm categorization and technical content of lift plan is correct.
  • Confirm lifting equipment is operated only within safe operating limits and OEM operating instructions.
  • Define lifting appliance set-up/configuration, ensuring correct equipment is available and safety devices are installed and operational.
  • Ensure restricted access or no-go area is established.
  • Ensure travel route of lifting operation is clear and free from hazards/ obstructions (e.g., overhead obstacles such as powerlines).
  • Ensure good access/egress routes for the lifting team, including alternate routes if walkways obstructed.
  • Participate/lead toolbox talks.
  • Confirm all personnel in lifting operation are protected at work by sufficient training, experience, and supervision.
  • Supervise lifting operation execution / Track lifting KPI (e.g., lifted quantity, tonnage).

Justification:

  • This position is a safety-critical role identified early in the project, with a gap confirmed during the contractor’s readiness review. It requires urgent resourcing of a dedicated Lifting & Hoisting Appointed Person (L&H AP), to be sustained through the offshore execution phase.

Qualification, Experience, and Competencies Requirements

  • Candidates should possess a B.Sc / HND in Engineering or a related field.
  • Minimum of 10 years’ experience in Lifting operations, with a focus on onshore, Project and offshore operations.
  • Conversant with use of alternative rigging to move loads in onshore and offshore environment.
  • Conversant with cross hauling of load with use of chain hoists and other portable lifting appliances.
  • Relevant certifications in Appointed Person for Lifting Operations (e.g., NPORS, OPITO, LEEA etc).
  • Possession of valid Medical Fitness Certificate, OSP card, T-BOSIET.
  • Relevant LEEA/OPITO certification as a Rigger/banksman/etc.
  • Proficient with use of virtual rigging lift tool or AutoCAD/similar computer tools to develop rigging sketches.
  • Able to develop lift plan and JHA for all categories / Able to categorize lift as per IOGP requirement.
  • Technical expertise in Lifting Equipment and accessories / Experience with various Crane types and Lifting Equipment.

  • Ensure compliance with project specifications, industry standards, and safety requirements.
  • Maintain and update commissioning documentation, punch lists, and handover packages.
  • Witness site activities including Site Receipt Inspection, Site integration, Factory Acceptance Test, Extended Factory Acceptance Test and System Integration Test, and confirm compliance with the approved procedure.
  • Work with Contractor to ensure quality issues are properly identified, documented, reported and timely dispositioned.
  • Review and provide input to the Assembly and Testing Procedure, storage and preservation, Transportation Handling Instruction, Installation, and offshore Testing Procedure.
  • Supervise testing, pre-commissioning, and commissioning of the subsea systems.
  • Liaise with internal stakeholders, i.e., Quality, HSE, project control, engineering disciplines, planning, Information & Digital Technology, Bonga asset & operations, Wells, marine, logistic, planning aviation, subsea intervention etc. to ensure adequate support for project execution.
  • Log and track lessons Learned.
  • Review operation, and maintenance manuals and guidelines issued by the contractor.
  • The service will involve work and travel to fabrication sites, OEM facility and producing FPSO facility in the Gulf of Guinea.

Requisite Qualifications

  • Minimum of a Bachelor’s Degree in an Oil and Gas related discipline such as Mechanical Engineering, Materials Engineering, Metallurgical Engineering etc.
  • Minimum of 10 years of work experience with at least 5 years of relevant experience working with mechanical and piping systems within the oil and gas industry.
  • Good understanding and practical application of applicable Industry standards and codes.
  • Practical experience working with piping and mechanical systems in an offshore environment.
  • Ability to communicate, work, interface, interact and influence effectively within a multi-disciplinary team of professionals located globally.
  • Knowledge of personal and process safety.

Service Description

  • Lead/support the development and review of operating procedures, emergency response plans, and permit-to-work systems, preparing teams for safe and effective operations.
  • Provide input into the training and competency development of operations and maintenance personnel, coordinating hands-on training and simulation exercises to enhance readiness for start-up.
  • Safe, timely and efficient execution and drive progress of work scope based on project schedule.
  • Oversee the verification of operational readiness deliverables, including testing plans, control room documentation, and handover documentation, to confirm all systems are ready for safe operation.

Requisite Qualifications

  • Experience in integrated start-up of critical subsea systems within the oil and gas industry in a Deep-water environment.
  • Strong background in causal reasoning and problem solving with demonstrated skills in analyzing processes, operational readiness, and subsea operations.
  • Practical experience working with subsea systems testing and maintenance.
  • Prior work experience in the Gulf of Guinea with familiarity with the Bonga asset will be highly advantageous.

  • Develop and implement commissioning plans for subsea control systems, including hydraulic, electrical, and communication interfaces.
  • Participate in Design Reviews, Technical Workshops, HAZID, HAZOPs and other meetings/reviews as assigned in the Scope of Work.
  • Interface with topsides systems (e.g., SSCB, chemical injection, lift gas, dead oil circulation) to ensure seamless integration.
  • Drive safe, timely, and efficient execution and progress of work scope based on project schedule.
  • Develop testing protocols, testing procedures, operations procedures and aftermarket healthcare support to ensure operational integrity and readiness.
  • Ensure compliance with project specifications, industry standards, and safety requirements.

  • Bachelor’s Degree in oil and gas related science discipline.
  • Good understanding and practical application of applicable Industry standards and codes.
  • Practical experience with subsea systems OEMs. Familiarity with subsea control modules (SCMs), electro-hydraulic multiplexed systems (EH-MUX), and topside control interfaces.
  • Strong background in problem solving, analyzing processes, operational readiness, and subsea operations.
  • Ability to communicate and collaborate effectively in multi- disciplinary teams located globally.
  • Demonstrated project management experience (certifications advantageous).
