Job Title: Human Resource Officer

Location: Abuja (FCT)

Job Summary

  • We are seeking a detail-oriented and experienced HR Specialist to support and enhance the human resources functions.
  • The ideal candidate will be responsible for executing HR strategies, ensuring compliance with labor laws and company policies, managing workforce planning, and supporting the recruitment, onboarding, and development of employees in line with operational needs.

Key Responsibilities

  • Partner with departmental heads to understand workforce needs and develop manpower planning strategies.
  • Coordinate and support the recruitment, selection, and onboarding process for technical and non-technical roles.
  • Ensure compliance with industry-specific labor laws, health and safety regulations, and corporate HR policies.
  • Maintain and update HR records, including employment contracts, job descriptions, and personnel files.
  • Assist with the implementation of performance management systems and employee appraisal processes.
  • Manage employee relations matters, including conflict resolution, disciplinary actions, and grievance procedures.
  • Support compensation and benefits administration, including payroll coordination and allowances relevant to field operations.
  • Develop and conduct employee orientation and HR policy training.
  • Monitor and support the implementation of learning and development initiatives.
  • Collaborate with HSE and operations teams to support workforce welfare, safety culture, and compliance.
  • Generate and analyze HR metrics and prepare reports for management decision-making.

Qualifications and Requirements

  • Bachelor’s Degree in Human Resources Management, Industrial / Organizational Psychology, Business Administration, or a related field.
  • 5 – 7 years of HR experience, preferably in the oil and gas, energy, or engineering sector.
  • Professional HR certification (e.g., CIPM, SHRM, CIHRM) is an added advantage.
  • Strong knowledge of labor laws, HR best practices, and health & safety standards.
  • Excellent communication, interpersonal, and negotiation skills.
  • Proficiency in HRIS systems and Microsoft Office Suite.
  • Ability to work in a fast-paced, high-pressure, and often remote environment.

Preferred Attributes:

  • Understanding of rotational work systems (onshore/offshore schedules).
  • Experience with expatriate staff management and global mobility.
  • Knowledge of competency frameworks for technical roles in the oil and gas industry.
  • Familiarity with ERP systems (e.g., SAP HCM).

Job Title: Health, Safety & Environment (HSE) Manager

Location: Nigeria

Job Overview

  • The HSE Manager is responsible for the development, implementation, and leadership of all Health, Safety, Security, and Environmental activities at the PHRC refinery site.
  • The role ensures full compliance with local and international HSE regulations and leads initiatives to sustain a safe, secure, and environmentally compliant refinery operation during the Operations & Maintenance (O&M) phase.

Core Technical Responsibilities
Regulatory Compliance & Risk Management:

  • Ensure compliance with all applicable Nigerian, regional, and international HSE legislation.
  • Liaise with relevant authorities for environmental permits, occupational health approvals, and emergency services coordination.
  • Lead internal and external audits, inspections, and regulatory reporting obligations.

Lead Implementation of Process Safety Management (PSM) Systems Including:

  • Hot Work Permit System
  • Incident Investigation & RCA
  • Emergency Planning & Response
  • Compliance Auditing

Conduct Regular HAZOPs, ENVIDs, LOPAs, and PSSRs:

  • In collaboration with operations.

Emergency Preparedness & Response:

  • Manage refinery firefighting and emergency response operations.
  • Ensure availability and readiness of fire appliances, oil spill response kits, evacuation vehicles, and rescue gear.
  • Liaise with external emergency responders for major incidents.

Occupational Health & Medical Services:

  • Supervise the provision of on-site medical services, occupational health surveillance, and emergency care.
  • Ensure availability of doctors, occupational health nurses, ambulances, and Medivac arrangements.
  • Oversee medical emergency response plans and regulatory compliance.

Environmental Management:

  • Monitor emissions, effluents, and environmental KPIs to ensure continuous compliance.
  • Provide guidance on environmental permit limits and support impact mitigation strategies.
  • Lead initiatives for pollution prevention, waste management, and spill response.

HSSE Training & Competence:

  • Identify competency gaps and ensure all HSSE personnel are trained as per regulatory and operational requirements.
  • Support refinery-wide safety awareness campaigns and drills.

Minimum Qualifications

  • Education: B.Sc or M.Sc in Environmental Engineering, Industrial Hygiene, or relevant technical discipline.
  • Professional Certification: NEBOSH International Diploma (or equivalent), ISO 45001/14001 Lead Auditor certification.
  • Experience: 10+ years in refinery or oil & gas HSSE roles, with at least 5 years in a managerial or senior leadership capacity.
  • Technical Expertise: Strong knowledge of PSM, risk management, occupational health systems, emergency response, and regulatory frameworks.

Key Tools & Platforms:

  • Incident Investigation Tools (RCA, Bowtie, FTA)
  • HSSE Software (Intelex, Enablon, or equivalent)
  • CMMS Integration (Maximo, SAP PM)
  • Environmental Monitoring Systems
  • Emergency Response Simulators.

Supervises: Area Superintendents, Shift Managers, Maintenance Leads, Technical Teams

Job Purpose

  • The O&M Manager is responsible for the safe, reliable, and efficient operations and maintenance of the Port Harcourt Refinery Complex — including process units, utilities, offsites, tank farm, and jetty operations.
  • The role demands high-level technical proficiency in refinery operations, asset integrity, maintenance strategies, process optimisation, interface management, and compliance with Nigerian regulations and international best practices.

Core Technical Responsibilities
Refinery Operations & Production Management:

  • Supervise and coordinate operations across all refinery process units (CDU, VDU, FCCU, NHU, CRU, KHU, GTU, Merox, LPG units).
  • Oversee plant startup, steady-state operations, and shutdowns in compliance with standard operating procedures and licensors’ guidelines.
  • Develop and enforce production schedules based on the Employer’s monthly/annual production plan.
  • Lead troubleshooting efforts for operational upsets or process deviations (e.g., FCCU regeneration cycles, distillation bottlenecks, hydrogen plant balancing).
  • Ensure optimal unit performance through monitoring key process variables, catalyst performance, yields, and heat integration efficiency.
  • Coordinate blending operations and product specifications to meet local and international quality standards (e.g., PMS, AGO, LPG, DPK, FO).

Maintenance and Integrity Management:

  • Direct the execution of preventive, predictive, and corrective maintenance strategies across static and rotating equipment.
  • Oversee maintenance planning using CMMS (Computerized Maintenance Management Systems) and ensure backlog and MTBF targets are met.
  • Manage inspection and integrity programs including RBI (Risk-Based Inspection), NDE/NDT, PSV testing, piping circuitization, and corrosion monitoring.
  • Supervise rotating equipment overhaul schedules: pumps, compressors, turbines, blowers (especially FCCU air systems).
  • Ensure readiness and maintenance of safety-critical equipment (e.g., ESD valves, firewater pumps, flare systems, inert gas systems).

Utilities & Offsites Operations:
Ensure continuous operation of utilities such as:

  • Steam Generation (boilers & BFPs)
  • Cooling water systems
  • Demineralized water production
  • Instrument and plant air systems
  • Nitrogen systems (Cryogenic + PSA)
  • Wastewater Treatment and Effluent Handling
  • Manage interface and performance of the 3rd-party Power Plant (GEL Utility), including diesel transfer systems.
  • Oversee jetty and truck loading operations, product custody transfer systems, and storage tank operations.

Technical & Engineering Oversight:

  • Lead and manage process engineering, controls engineering, and technical safety support teams.
  • Ensure the development, validation, and continuous improvement of P&IDs, SOPs, Work Instructions, and operating envelopes.
  • Drive debottlenecking and process improvement initiatives — including energy efficiency projects, yield maximisation, and feed flexibility.
  • Supervise process safety management activities: HAZOP, LOPA, SIL verification, ENVID, and PSSR.

Commissioning & Transition Oversight:

  • Lead technical interface with RRC during transition, including:
    • Due diligence and system walkdowns
    • Verification of Rely-Upon Information
    • Participation in Commissioning Readiness Reviews
    • Technical training of O&M staff on new/refurbished systems
  • Validate loop checks, interlocks, permissive logic, and control narratives prior to RFSU.
  • Oversee handover of all systems from RRC including inspection of punch lists, redline drawings, and OEM documents.

Quality Assurance & Regulatory Compliance:

  • Ensure full compliance with Nigerian environmental, health, and process safety laws (FEPA, NESREA, EGASPIN).
  • Validate and implement ISO-compliant QMS, EMS, and HSEMS frameworks.
  • Conduct internal audits, incident investigations (RCA/FTA), and enforce lessons learned.

Leadership & Organizational Responsibilities

  • Provide direction to Shift Superintendents, Console Operators, Field Operators, Maintenance Supervisors, and Process Engineers.
  • Oversee organisational readiness, workforce planning, training, and competency assurance.
  • Implement strong governance, risk management, and performance review systems using KPIs as defined in Appendix 17.

Performance Indicators

  • Plant Availability & Reliability (MTBF, MTTR, Unplanned Shutdowns)
  • Production Volume vs Plan
  • HSE KPIs (TRIR, LTIR, Near Misses)
  • Nigerian Content Compliance
  • Budget Adherence (OPEX & Maintenance)

Minimum Qualifications

  • Education: BSc or MSc in Chemical, Mechanical, or Petroleum Engineering
  • Professional Certification: COREN/Equivalent mandatory; PMP, NEBOSH, or equivalent is a plus
  • Experience: 15+ years in refinery O&M, 5+ years in senior operations leadership
  • Technical Proficiency: Deep understanding of refinery thermodynamics, control systems (DCS/ESD/PLC), static/dynamic equipment, process safety, and reliability engineering.

Key Tools & Platforms:

  • CMMS (SAP PM, Maximo, etc.)
  • DCS/SCADA (Yokogawa, Honeywell, Emerson)
  • PIMS, LIMS, SIMOPS systems
