Essential Duties and Responsibilities

• Provides direct technical assistance to health care facilities supported by the organizations in the state and is responsible for coordinating and managing the technical services essential to the functioning and effective implementation of the Adult, Pediatrics, PMTCT/FP, and TB/HIV Treatment programs.
• Provides technical support in the development, planning, implementation, monitoring, and evaluation of activities, strategies, and policies around HIV prevention, with a focus on integrating PMTCT into maternal and child health.
• Supports programs to strengthen linkages and integration between sexual and reproductive health (SRH), Maternal Newborn and Child Health (MNCH) services, and HIV/AIDS programs.
• Provides medical and technical expertise and training for HIV/AIDS prevention, care, and treatment efforts, including antiretroviral prophylaxis implementation in the area of PMTCT. This includes scaling up the provision of combination ARV regimens and antiretroviral.
• Serves as a resource for the evaluation of ongoing pediatric care and treatment programs, and in the subsequent development of new and/or expanded programs for the care and treatment of HIV/AIDS in infants, children, and teenagers.
• Facilitates the treatment for special populations: children of KP, OVC, PMTCT linkages, adolescent care and Pediatrics friendly clinics, transitioning and community ART, and Pediatrics quality improvement-cascade management.
• Strengthens linkages systems with PMTCT to ensure all live births of HIV infected mothers are enrolled into child follow-up care and institutes programs to identify HIV exposed and infected children, including inpatient pediatrics testing programs, pediatrics HIV testing in adult clinics, and linkages with OVC, etc.
• Provides support to the state for Community TB & linkages – standalone DOTS, community TB contact tracing, TB in special cases (pediatrics, pregnancy, and KP), and TB prevention (TB BASICS), TB/HIV case management, intensified case finding and IPT, and TB quality improvement (TB cascade management).
• Builds the capacity of facility personnel to better implement their role in the technical planning, management, and evaluation of clinical issues related to HIV/AIDS treatment programs.
• Provides ongoing mentoring and supervision to clinicians; serves as a resource for quality service improvement, evaluation, and delivery.
• Inspires the facility care team to perform or outperform as per facility target by aligning facility team goals, roles, and responsibilities.

Qualifications, Knowledge, Skills & Ability

• Bachelor’s Degree in Medicine; a master’s or equivalent in public health or related fields will be an added advantage.
• At least 5 years’ post-NYSC experience in developing country health care programs or program support functions.
• Knowledge of the policies, regulations, reporting formats, and cultures of principal donors, including USAID, EC, DFID, CDC/PEPFAR, and others.
• Extensive clinical experience in the care and treatment of HIV/AIDS patients.
• Demonstrated experience in the non-profit sector in a program management role.
• Strong supervisory and management skills.
• Ability to work independently with strong problem-solving skills and the ability to foresee problems and initiate appropriate action.

Job Summary

• The personnel will assist the Senior Laboratory Services Officer in designing, planning and implementation of quality laboratory services and any laboratory related activities; supervising all Associates, Assistants and Short-term hire under the command and coordinate all laboratory day-to-day activities.

Speecific Duties and Responsibilities

• Support oversight on the functionality and optimization of all Clinical laboratory services as well as laboratory related activities across healthcare facilities and communities.
• Assist in the design, implementation and monitoring system to assure an efficient documentation of lab documents and records.
• Ensure sample collection, sample processing and management, storage, and referral and timely result return are in line with the laboratory quality assurance and program and 3rd ’95 (for VL)
• Track result return for VL, EID, HPV, and HIV-DRT samples and TAT
• Ensure DBS samples for Infant Virologic Testing (IVT) are prioritized, and result returned tracked.
• The job holder will support the implementation of Laboratory Continuous Quality Improvement (QMS and TB CLICQI) and the deployment and institution of appropriate corrective and preventive action respectively.
• S/he will be responsible for implementation of HIV Rapid Test Continuous Quality Improvement (RTCQI) and Recency lab program across all supported testing sites (facilities and communities).
• Responsible for the implementation of COVID-19 Bidirectional testing for HIV testing services and COVID-19 testing services.
• Monitor the existing system for Sample Referral Network across varying levels of healthcare and geographical locations.

Qualifications & Experience

• Bachelor’s Degree or equivalent qualification in Medical Laboratory Science.
• A valid certificate to practice as Medical Laboratory Scientist mandatory.
• 4 years post NYSC experience in implementing public health programs preferably in the NGO context.
• Experience in a molecular laboratory will be an added advantage.
• Knowledge and experience of laboratory services in HIV/AIDS program an asset.

Job Overview

• The Senior Associate will be pivotal in designing, implementing, and managing programmatic Knowledge Management (KM), Social Behavioral Change (SBC), and communications strategies across supported states and health facilities.

Key Responsibilities
Knowledge Management (KM):

• Design and implement KM strategies to ensure effective documentation, storage, and sharing of program- related knowledge, including processes, best practices, and lessons learned.
