Job Title: Civil Engineer / Specialist II – Engineering
Location: NigeriaÂ
Employment Type: Contract
- Evaluate and comment on discipline engineering work performed both internally and by Contractors and sub-contractors to ensure that work is being executed in accordance with Company specifications, company standards, and regulatory requirements.
- Designs and supervises construction projects such as airports, bridges, channels, dams, railroads, and roads. Has knowledge of commonly used concepts, practices, and procedures within a particular field.
- Relies limited instructions and pre-established guidelines to perform the functions of the job. Limited supervision needed. Primary job functions do not typically require exercising independent judgment.
Tasks and Responsibilities
- Facilitate and coordinate discipline engineering technical work products
- Coordination and communication of various issues among the company’s and contractor’s engineering team that affect the discipline engineering design, safety, and regulatory compliance of the work
- Evaluate / comment work performed by the Contractor and sub-contractors to insure that the work is being executed in accordance with Company specifications, standards, and regulatory requirements. Includes review of discipline design drawings and documents
- Identify and assess deviations to Contract Technical Specifications and regulatory requirements; ensure that such deviations will be processed according to Company procedures; maintains Deviation Control Log.
- Steward discipline engineering queries from the Contractor and sub-contractors as well as technical information requests
- Keep Lead Engineer or Engineering Manager informed of discipline engineering progress, deviations, and execution concerns
- Participate in discipline engineering reviews at Contractor’s and subcontractor’s locations
- Drives and promotes capital efficiency in engineering design
- Support internal engineering general interest or Global Practice initiatives as requested by Supervisor
Skills and Qualifications
- Bachelor’s Degree in Engineering within the discipline or equivalent professional experience
- Previous experience in a closely related position
- Broad and extensive knowledge of discipline design standards, specifications, codes, and appropriate safety criteria
- Ability to adapt to tight deadlines, heavy workloads, and frequent changes in priorities
- Proficient in Microsoft Office suite of software programs
- Read, write, and speak fluent English, especially as it applies to technical and business communications
Scope of Work specific to this Assignment:
- Lead Structures Integrity program management contact for both fixed jacket and floating offshore structures

Purpose of Position
Working within the Marine Quality Assurance (MQA) group, the Fuel Utilization Execution Lead provides technical advice to:
- Support the effective implementation of ExxonMobil Marine Fuels Management Best Practice (MFMBP) and ensure the full compliance of all vessels in MPN service.
- Ensure that chartered vessels make optimal and efficient use of company supplied fuel, in line with local and international regulations, classification society rules and industry best practice.
- Investigate reported anomalies in vessel fuel consumption and make recommendations for improvement or further action.
Main Function
- Evaluate and comment on discipline engineering work performed both internally and by Contractors and sub-contractors to ensure that work is being executed in accordance with Company specifications, company standards, and regulatory requirements.
- Facilitates effective execution of discipline engineering and design routines that align with the team’s goals, objectives, and procedures. Assures accurate and timely communication among the team and other company Functions on discipline engineering activities, progress, and issues.
- In addition to technical ability, they should demonstrate sound communication, facilitation, and interpersonal skills.
Tasks and Responsibilities
- In addition to all Level 1 tasks and responsibilities, a Level 2:
- Design and oversee testing, installation, and repair of marine apparatus and equipment.
- Conduct analytical, environmental, operational, or performance studies in order to develop designs for products, such as marine engines, equipment, and structures.
- Prepare, or direct the preparation of, product or system layouts and detailed drawings and schematics.
- Evaluate operation of marine equipment during acceptance testing and shakedown cruises.
- Analyze data in order to determine feasibility of product proposals.
- Confer with research personnel in order to clarify or resolve problems, and to develop or modify designs.
- Investigate and observe tests on machinery and equipment for compliance with standards.
- Conduct environmental, operational, or performance tests on marine machinery and equipment.
- Determine conditions under which tests are to be conducted, as well as sequences and phases of test operations.
- Maintain and coordinate repair of marine machinery and equipment for installation on vessels.
- Inspect marine equipment and machinery in order to draw up work requests and job specifications.
- Review work requests, and compare them with previous work completed on ships in order to ensure that costs are economically sound.
Key Responsibilities
- Inspection and verification of electronic fuel monitoring systems (eFMS) installations onboard marine vessels
- Verify that eFMS are installed in accordance with established protocols.
- Verify the continued full functionality of installed eFMS.
- Verify that eFMS components have not been tampered with post installation.
- Ensure that all observed deficiencies are reported tthe MQA Supervisor.
- Conduct audits / assessments of fuel utilisation of marine vessels, as directed by the MQA Supervisor.
- Sound vessel tanks.
- Trace pipelines and verify the integrity of fuel systems.
- Validate entries made in the Oil Record Book.
- Deliver technical reports on audit findings and make recommendations for improvement opportunities or other further action tSupply Chain management.
- Participate in sea trials and conduct infield inspections of vessels (whilst offshore) tensure effective implementation of the vessel Fuel Management Plan (FMP)
- Observe machinery and Power management System configurations utilised offshore.
- Make recommendations tkey vessel officers on optimal equipment configuration, in line with legislative requirements, class rules and industry best practice.
- Mentor vessel key officers on the implementation of MFMBP and vessel FMP.
- Liaise with OEM on technical matters regarding installation and operation eFMS.
- Contribute tthe continued timprovement of implementation the MFMBP.
- Participate in periodic cold eyes review.
- Provide technical guidance tfuel analysts.
- Participate in preparation, review, and delivery of fuel stewardship reports tSupply Chain Management.
- Provide technical support tthe MQA Supervisor in the implementation of ExxonMobil Marine Quality Assurance Best Practice and assist in the development and review of technical specifications and evaluation criteria for all types of marine craft.
- Support other business functions within the Supply Chain group in the organization of UN Marine Vendor Safety forums, Vessel Key Officer Training and interface meetings.
Skills and Qualifications
- Bachelor’s Degree in Marine or Civil Engineering or related engineering specialty, or equivalent professional experience
- Strong knowledge of discipline design standards, specifications, codes, and appropriate safety criteria

Knowledge, Experience & Business Accomplishments:
- Bachelor’s Degree, Higher National Diploma or BTEC National Diploma in Marine Engineering or related discipline.
- STCW III/2 Chief Engineer (Unlimited).
- Minimum 48 months overall documented sea service.
- Minimum 18 months documented sea service as Chief Engineer (preferred) or Second Engineer onboard ships operating propulsion machinery of 3,000 kW or more.
- Strong knowledge of typical vessel propulsion types including diesel electric, shaft-generator, conventional and hybrid.
- Strong technical understanding of typical OSV work scopes and appropriate machinery configurations including DP operations, static towing operations and offshore lifting operations.
- Strong knowledge of marine regulations and industry best practice.
- Able tsimplify and convey technical information clearly and concisely tSupply Chain management in oral and written reports.
- Knowledge of marine maintenance and reliability management programs, and maintenance quality control systems.

Main Functions
- Safety, Security, Health, and Environment (SSHE) Specialists not only support one or more safety, security, health, or environmental subject areas for a particular site or functional group within an affiliate but also provide a level of subject matter expertise in one or more areas.
- The SSHE Specialist influences the field organization without formal authority by demonstrating strong operations and/or maintenance skills, and interacting effectively with operations/manufacturing/pipeline/other field organizations.
- The SSHE Specialist also demonstrates good communication and interpersonal skills while working with diverse groups.
- This job role will cover some but not all of the responsibilities listed below.
- Typical Job Position Titles may include: EHS (Environmental, Health and Safety) Coordinator, Offshore Installation (OI) Coordinator, Safety Specialist, Waste Coordinator, etc.
Responsibilties
In addition in all level 1 tasks and responsibilities, Level 2:
- Assist the workforce in the implementation of SSHE Processes, Safety Instructions, Safety Procedures, and hazard management strategies as well as ensure compliance with project plans and other relevant company programs.
- Encourage and facilitate an appropriate level of workforce participation in the application of SSHE processes.
- Proactively identify SSHE related issues at the project site and facilitate effective resolution of any issues.
- Participate in contractor qualification process and other SSHE activities as requested by SSHE Lead.
- Provide review and comment, as appropriate, on project specific procedures and manuals.
- Management, inspection and maintenance of SHE Critical Equipment (fire response, oil spill response, portable gas detection, life boats, life rafts, life vests etc).
- Review of annual ERT drill program and feedback to central OIMS team and System 10-2 Administrator.
- Communication of Emergency Response Plans to ERT and other relevant personnel.
- Coordination of emergency response teams in conjunction with On Scene Coordinator (OSC) during emergency scenarios.
- Manages forward control (FCP) during emergency situations.
Skills and Qualification

- Prefer prior experience working in a multicultural / multilingual, emerging nation, environment
- Demonstrated ability to deliver excellence in project SSHE performance
- Demonstrated ability to develop successful internal and external working relationships with emphasis on interfacing in a team environment
- Ability to set priorities and work independently in performing contractor services with an appreciation for company processes and procedures
- No training will be provided (other than the company’s specific safety standards and procedures)
- Additional Comments for suppliers: Personnel with general SSHE experience
- Provides ongoing reviews of compliance for agency and internal requirements (e.g. regulatory, Operations Integrity Management System (OIMS), PSM (Process Safety Management) PSMS (Personnel Safety Management System))
- Conduct contractor site visit for premobilization inspections and verification
- Provide Safety Oversight during project and shutdown execution
- Assists in preparing for OIMS or agency assessments; coordinate follow-up activities and responses
- Coordinates surveys/comments and impact estimates on proposed regulations, as needed
- Coordinates non routine sampling/inspection programs and remediation projects, as needed
- Plans site emergency response table top drills and stewards action items
- Coordinates and support incident investigations
- Provides quality assurance / data integrity review of local SSHE data and stewardship reports
- Conducts SSHE Training, Orientations, Safety Meeting presentations.
