Responsibilities

• Provide leadership to insure execution of job scope is done in a safe, environmentally sound and cost effective manner to support the long term reliability of the refinery.
• Collaborate with Operations Turnaround Coordinator to validate value added, detailed job scopes.
• Ensure plans incorporate all learnings and archived plans from previous turnarounds.
• Utilize job scopes, subject matter experts, technical literature, equipment drawings, field visits, job safety aids, safety standards, etc. to develop detailed, safe, efficient job plans.
• Prepare job packages per a defined, detailed operating discipline utilizing SAP to sequence the jobs and order the materials.
• Complete a rigorous planning certification process, and as experience allows mentor other planners.
• Collaborate with the scheduler, project teams when relevant, Operations Turnaround Coordinator, and other applicable SMEs to develop a value creating integrated schedule.
• Collaborate with the scheduler and cost controller to develop a value creating labor resource plan.
• Procure labor, managed services, and materials per defined labor and material selection processes.
• Set up service level agreement meetings with service providers and perform pre walk through exercises / dress rehearsals.
• Direct work activity in pre-work, execution, and post-work. Drive safety and productivity performance, remove barriers as needed, update schedules, and approve labor charges.

Job Requirements

• Bachelor’s degree preferred
• Experience in a chemical or refining manufacturing facility.
• Experience in and understanding of the flow of maintenance work in various crafts.
• Proficiency in Microsoft applications, such as Word and Excel, and have the ability to learn new systems quickly.
• Ability to work flexible schedules including weekends and nights as needed.
• Excellent verbal / written communication skills.
• A self-starter who can identify, prioritize, and accomplish.
• Ability to collaborate, negotiate, and facilitate decision – making in high stress turnaround environment
• Have strong multi-tasking, problem solving and time management skills.
• Demonstrated leadership skills – inspire others and lead them through influence.

Preferred Qualifications:

• Maintenance craft experience or exposure to maintenance work in a refining or petrochemical environment.
• Experience in planning jobs in SAP.

Main Functions:

• Typical Job Position Titles may include: EHS (Environmental, Health and Safety) Coordinator, Offshore Installation (OI) Coordinator, Safety Specialist, Waste Coordinator, etc.

Tasks and Responsibiliites
In addition in all level 1 tasks and responsibilities, Level 2:

• Assist the workforce in the implementation of SSHE Processes, Safety Instructions, Safety Procedures, and hazard management strategies as well as ensure compliance with project plans and other relevant company
• programs.
• Encourage and facilitate an appropriate level of workforce participation in the application of SSHE processes.
• Proactively identify SSHE related issues at the project site and facilitate effective resolution of any issues.
• Participate in contractor qualification process and other SSHE activities as requested by SSHE Lead.
• Provide review and comment, as appropriate, on project specific procedures and manuals.
• Management, inspection and maintenance of SHE Critical Equipment (fire response, oil spill response, portable gas detection, life boats, life rafts, life vests etc.).
• Review of annual ERT drill program and feedback to central oi team and System 10-2 Administrator.
• Communication of Emergency Response Plans to ERT and other relevant personnel.
• Coordination of emergency response teams in conjunction with On Scene Coordinator (OSC) during emergency scenarios. Manages forward control (FCP) during emergency situations.

Job Requirements
Skills and Qualifications:

• Associate or Bachelor’s Degree required
• Behavioral Skills: analytical, communicates effectively, courage of conviction, manages risk
• Functional Skills: emergency preparedness and response, incident investigation and analysis, operations, integrity and compliance assessment, oi execution support, risk assessment and management, safety management, safety regulations and standards, fundamentals of health, fundamentals of environmental management and regulatory compliance, environmental standards, regulation development and advocacy, SSHE management – operations and maintenance, managing critical operations activities

• Actively participate in FAT, Commissioning activities for all Telecoms equipment and systems, and prepares punch lists and follow-up the progress of the punch list.

Optimization of telecom for good spare management:

• Non-conformities on some installation in line with APAVE audits.
• Telecom preventive maintenance plan on the production sites to implement on operations sites.
• Existing systems require upgrade and replacement in some cases to integrate new projects
• Participates in various commercial activities as required, coordinates the inspection of materials, evaluates technical offers, prepares Service Orders, answers technical queries from suppliers.

Job Requirements

• Minimum University Degree B.Sc Degree (Second Class lower) / HND (Distinction) degree in Electrical, Electronics or Computer Engineering.
• Minimum 5 years’ experience in telecommunication or network engineering, operation, and maintenance.
• Good reporting, interpersonal and communication skills.
• Knowledge and use of computer drawing and office applications.
