Job Title: Legal Specialist

Location: Nigeria
Job Type: Full – time
Supervised by: Protection Coordinator
Reporting to: Protection Manager
Employment Period: 7 Months (with the possibility of extension)

Purpose

  • The Legal Specialist is responsible for the technical oversight of all DRC and partners’launch of legal activities and collaboration on the legal component especially in the Northwest, including legal awareness, legal counseling and alternative dispute resolution (ADR).
  • She / he guides the strategic development of DRC’s legal aid programme in Nigeria through local partnerships.
  • The role also provides support and/or technical guidance to all field staff and partners working on projects with one or more legal components for a few months of the project and any other task assigned by the Supervisors.

Duties and Responsibilities
The Legal specialist will:

  • Provide technical oversight of all legal activities within the DRC Nigeria Protection and Livelihoods programmes especially related to links to social registers.
  • Mapping all the legal services in the North West (private/traditional/others…) and suggest best ways of collaborating with them and potentially in the North East
  • Takes the lead on strategic decisions regarding the Legal Aid Programme, in collaboration with the Country Level Protection Coordinator and PIPM and Area Level Programme Manager and the partners
  • Provides regular technical supervision of all partners legal staff including oversight of case documentation and give them feedbacks and trainings.
  • Provides capacity building for DRC staff and partners working on projects with a legal component, including the development of capacity building plans and training materials and how to better use referrals.
  • Develops SOPs and tools for all new legal activities carried out with local partners.
  • Develops outreach material with a legal focus, and supports on coaching and supervision delivering awareness session, as required during the consultancy
  • Ensures inputs on relevant legal matters through legal research insights in Nigeria and close collaboration with PIM Specialist and PC, and PIPM on legal analysis to complement the PAF especially for North West Nigeria although some insights for the North East might be required too.
  • Ensures all legal activities have relevant MEAL tools for assessing impact and quality, in collaboration with the Protection and MEAL Managers and a toolbox of legal indicators is developed to support DRC/Local Partners in the legal interventions.
  • Conducts regular field visits to ensure that all legal activities are of a high quality including HLP/Access to Justice and other forms of legal support.
  • Develops technical oversight for all partners with a legal component, including supporting on capacity assessments, trainings of trainers
  • Develops legal needs assessment tools to inform program design and strategic direction, in collaboration with the Protection and MEAL Managers.
  • Participates in relevant coordination legal meetings, as agreed with the PIPM and the PC
  • Coordinates with the Global HLP Advisor and Legal Advisor from DRC and provide comments and feedbacks
  • Ensured to develop legal questionnaires
  • Coordinate with all departments and subsectors of DRC Nigeria for integrating legal aspects into their work
  • Supervision and coaching of local NGOs on legal aid

The responsibilities listed above are not exhaustive and may be readjusted according to operational needs but will remain in line with the overall purpose of the role.

Requirements

  • Degree in Law; Masters would be an advantage
  • Bar-registered Lawyer (Nigeria Bar Association)
  • Minimum 5 years of experience working for an INGO in the protection sector, with a focus on legal programming. Experience of implementing alternative dispute resolution would be an advantage and HLP expertise.
  • Experience working in an advisory role would be an advantage.
  • Experience providing training on legal topics
  • Experience working with national partners, local/government authorities, and UN organizations
  • Excellent skill in MS Word, Excel, and PowerPoint
  • Proven ability to prioritize tasks, meet deadlines and work with minimal supervision in high pressure environment with multiple tasks, changing priorities, and changing resources.
  • Excellent interpersonal and negotiation skills and a demonstrated ability to promote harmonious/cohesive teamwork, in a cross-cultural context.

Job Title: Digital Transformation Project Manager – Digital Fortification Quality Traceability (DFQT+) System Project Digital Transformation Project Manager

Description

  • The Global Alliance for Improved Nutrition (GAIN) is seeking a Digital Transformation Manager to provide functional, technical, and managerial leadership to the DFQT+ project.
  • This role will balance business, technology, design, and market priorities and ensure delivery of project objectives with the allotted timeline and budget.
  • Their work will aim to ensure increased adoption and demonstrate the financial commitment of key stakeholders to sustain operations of the DFQT+ system.

Key Responsibilities include

  • Define project scope, activities and objectives in line with the GAIN business plans, programme frameworks, and organizational strategic priorities.
  • Update and expand upon existing Go to Market (GTM) strategy, including positioning, target segments, channels, launch planning, and growth priorities, and oversee its implementation.
  • Develop and execute sustainability plan for DFQT+, including identifying and testing value propositions for key stakeholders, testing their willingness to pay, and managing product costs consistent with projected government and private sector financial contributions.
  • Work closely with the Product Owner to ensure that stakeholder requirements are reflected in DFQT+ and that deployment is consistent with the GTM strategy and sustainability plan.
  • Coordinate across internal teams (product, communications, knowledge management, in-country teams) and the consortium to drive implementation.
  • Translate product readiness into launch plans and partner enablement activities.
  • Lead a high performing project team consisting of people across the organisation, bringing together the skills, experience and competencies required for successful project delivery.

About you

  • The ideal candidate should have extensive experience in digital transformation or digital development projects in low- and middle-income countries.
  • Excellent project management capabilities, including managing digital development/Information and Communications Technologies for Development (ICT4D) activities is required.
  • The position holder should have experience working in international development with multi-country support experience.
  • You should possess strong stakeholder engagement experience with ability to build consensus across audiences such as government, private sector and other partners.

Background 

  • Danish Refugee Council (DRC), and its safety unit, has had an operational presence in Nigeria since 2015. DRC Nigeria is the largest DRC country mission in the West Africa region and one of the largest DRC country missions globally.
  • Currently, DRC delivers life-saving assistance and protection to vulnerable, conflict-affected populations including internally displaced persons, returnees, and host communities in the areas of armed violence reduction, humanitarian mine action, livelihoods, nutrition and food security, protection, shelter and non-food items (NFI) and water, sanitation and hygiene (WASH) in 30+ Local Government Areas (LGAs) across Borno, Adamawa and Yobe states in northeast Nigeria.

Purpose / Objective of the Position

  • The Global Safeguarding & Code of Conduct Specialist will join as a team member of the Global Safeguarding & Code of Conduct Team and primarily support with the conduct of internal investigations under the monitoring of an Authorizing Officer/Global Investigations Lead.
  • The Global Safeguarding & Code of Conduct Specialist will contribute to the development, promotion and roll out of policy to promote a culture which has a zero tolerance to fraud, corruption and SEAH.
  • They will ensure complainants/survivors are listened to, supported and protected from further harm, and ensure all code of conduct cases are investigated timely in line with DRC agreed practice.

Duties and Responsibilities

  • Plan and lead investigations into allegations of sexual exploitation and abuse and of fraud and corruption in compliance with DRC’s principle and due process and under the monitoring of an HQ based Authorizing Officer (the AO).
  • Act as Authorizing Officer for internal investigations if need be.
  • Update the team on a weekly basis regarding the portfolio of cases assigned.
  • Assess and report to the AO the risks identified in the course of administrative investigation, recommend and implement mitigation measures.
  • Produce high-quality reports on investigation for the review of the AO.
  • Coordinate, in SEAH allegations, with the Survivor and/or the Safeguarding & Code of Conduct Focal Point in charge of the purpose of implementing DRC’s Survivor Centred Approach.
  • Be available for staff members, provide advice, guidance regarding DRC’s CoCRM structure, accessibility and processus.
  • Be ambassador of the CoCRM, disseminate awareness and contribute to facilitating investigation training.

Education and Professional Experience

  • Candidates should possess a Master’s Degree with 3-4 years as an internal investigator
  • Fluency in English is required
  • Demonstrate experience with Ethics or similar in a large or local organization, influencing senior-level management and key stakeholders effectively across the organization and within complex contexts.
  • Demonstrate experience with developing and delivering successful training sessions, facilitating meetings.
  • Demonstrate experience with Safeguarding and PSEA standards, including an ability to apply a survivor-centered approach in relating with survivors of SH and SEA and in handling SEA and SH allegations, and an understanding of the international context in which this issue impacts DRC.

Competencies – (Knowledge, Skills & Abilities):

  • Prior experience in Risk & Compliance, Finance, Grants preferred.
  • Investigations Certificates (e.g. DRC, CHS) is a plus.
  • Prior experience delivering high-level Investigations Trainings.
  • Prior experience working on audits preferred.

General Regulations:

  • The employee shall follow DRC instructions on safety, confidentiality, and ethical guidelines, including the Code of Conduct and the Humanitarian Accountability Framework.
  • Employee should not engage in any other paid activity during the DRC contract period without prior authorization.
  • Employee should not engage in any activity that could harm DRC or the implementation of any project during the DRC contract period.
  • Employee should not give interviews to the media or publish project-related photos or other material without prior authorization.
  • Employee shall return all borrowed equipment for the project to DRC after the end of the contract period or upon request.

Background

  • Danish Refugee Council (DRC) has had an operational presence in Nigeria since 2015 and has experience working in 33 Local Government Areas (LGAs) across the BAY states. DRC provides life-saving assistance and protection to vulnerable, conflict-affected populations including IDPs, returnees, and host communities in the sectors of armed violence reduction, livelihoods, nutrition and food security, protection, shelter and non-food items (NFI) and water, sanitation and hygiene (WASH).
  • The operational context in northeastern Nigeria remains challenging, as the ongoing conflict impedes conflict-affected communities’ access to what limited basic services are available, as well as DRC and other humanitarians’ access to persons of concern.

Purpose

  • The position of Driver is a crucial position within the DRC Abuja office, with primary responsibilities of driving and handling DRC vehicles in a safe, proper, timely and cost-efficient manner within Abuja and support in field offices when needed.

Duties and Responsibilities
Under the supervision of the SC Team leader, the holder of this position shall perform the following duties:

  • Safely operate and maintain assigned vehicles in compliance with traffic laws and DRC driving regulations.
  • Ensure the safety of passengers, goods, and vehicles at all times.
  • Support with loading and offloading items, ensuring secure handling and safe transportation.
  • Conduct daily/weekly vehicle checks and routine maintenance (oil, water, battery, brakes, tyres, etc.), including swift handling of flat tyres or punctures.
  • Keep vehicles clean (interior and exterior) through daily washing and ensuring tidiness after each trip.
  • Maintain accurate, up-to-date vehicle logbooks, including mileage, fuel consumption, trips, and maintenance records.
  • Prepare vehicles for journeys, ensuring general readiness, safe loading, and continuous communication with base during movements.
  • Report promptly to the Fleet/Logistics Officer or Support Services Manager on accidents, incidents, faults, or repair needs.
  • Ensure all equipment (first aid kit, spare tyre, recovery kit, communication tools) is present and functional.
  • Adhere to DRC operational procedures, Minimum Operating Security Standards (MOSS), and the Code of Conduct.
  •  Ensure his/her choice of routes at all times and must not expose himself, his passengers, cargo and vehicle to situations which may result in damage and loss of life.
  • The driver is responsible for the correct feeling of the vehicle.
  • Provide support to the Logistics/Admin department by facilitating the delivery and collection of goods, official documents, and correspondence.
  • Perform other relevant duties as assigned by the supervisor.

Requirements
To be successful in this role you must have:

  • Minimum of 3 years’ professional driving experience, preferably with an INGO – humanitarian organization in Abuja.
  • Valid driver’s license for relevant vehicle categories.
  • Good knowledge of routes within Abuja and ability to use Google Maps or other navigation tools.
  • Strong understanding of local traffic regulations and road safety practices.
  • Ability to perform basic vehicle checks and routine maintenance.
  • Strong record-keeping skills for maintaining accurate logbooks.
  • Physically fit and able to assist with loading and offloading goods.
  • Good communication skills and ability to maintain continuous contact with the base during trips.
  •  Commitment to confidentiality, integrity, and adherence to DRC’s Code of Conduct.
  •  Flexibility and willingness to travel to field locations in sometimes challenging conditions.
