Job Title: Senior Business Intelligence Engineer

Location: Nigeria

About the Role

  • We have reached an inflection point where we need to take our data game to the next level. Instead of just providing data to our various departments, we need to start bringing to bear more sophisticated techniques to unlock the potential of our significant data sets.
  • While we collect hundreds of thousands of data points every day from each of our programmes – from the time each teacher spends on each page of every lesson to every pupil’s answer to every question of every assessment – we are yet to fully realise the potential energy of these data sets.
  • On a technical level, this shift means moving beyond traditional approaches to data engineering, replacing ETL batch processing and data warehousing with event-driven real-time data pipelines and a distributed data mesh; on an organisational level, it means reimagining business intelligence as a skill set embedded in our cross-functional delivery teams, not as a separate team with separate priorities and timelines. And it also means transforming the ways that we expose the data to our users, providing richer, more actionable interfaces.
  • The Senior Engineer will help to lead the charge on this transformation, bringing experience to bear, both on the systems themselves, as well as mentoring and developing other team members.
  • This role reports to the Business Intelligence Lead, but will routinely be embedded in cross-functional delivery teams, working collaboratively to deliver our next generation data products.

What You Will Do

  • Build next generation event-driven data processing pipelines that cleanse, enrich, and aggregate a range of different data sets as part of a globally distributed and cross-functional software development organisation
  • Deploy these data pipelines in line with continuous delivery practices and principles
  • Improve the scalability, stability, accuracy, and efficiency of our existing data platform – it’s not all just green field!
  • Develop and mentor other members of the business intelligence department
  • Monitor our data platforms in order to identify and resolve issues and ensure high-availability of data insights
  • Communicate with stakeholders to develop requirements, implement solutions, and collaborate on rollouts.

What You Should Have

  • 5+ years of enterprise work experience in business intelligence, data engineering, and advanced analytics
  • 2+ years of commercial, enterprise experience building data pipelines using Apache Spark and Python (future platform). Familiarity using these tools to consume data from RabbitMQ or Kafka is a plus.
  • Experience with one or more types of NoSQL databases and data lakes
  • Comfort with version control and continuous delivery
  • Familiarity with relational databases, ETL, and reporting tools. Preference for Microsoft technologies (we currently use Microsoft SQL Server 2016/2019, SSIS, and SSRS)
  • Fluency with warehouse design and dimension modelling (star schemas, snowflakes, etc)
  • Experience or interest in results-driven, lean/agile environments
  • Basic DBA skills
  • Ability to prioritize and execute tasks in a fast-paced environment.

What You Will Do

  • The Policy & Partnerships team engages with visionary political and Government leadership to help shape policy, strengthen delivery and impact complex education systems through comprehensive technical support.
  • We work to ensure policies support children’s access, opportunity and advancement, and that there is an enabling environment for governments to work with technical assistance partners to enact large-scale system transformation.
  • We ensure close collaboration, communication, and engagement with our government partners whom we serve in existing programs and the rest of the delivery teams to ensure we deliver on the promise of our program, and that the government sees solutions coming to the fore, and is participating in the work and recognizes the impact taking place.
  • In support of the government program, may also engage with other dynamic influencers (NGOs, think-tanks, academicians, and bi- and multilateral agencies) to unlock additional support for our government programming and children in underserved communities.
  • It is our responsibility to ensure that the program we deliver is understood by our government partner, and to negotiate any changes or updates or new needs in the program as it evolves, and to seek its expansion and renewal, based on successful track-record and measured improved learning and positive impact.

About the Role

  • As the Manager, you will help the Programme meet legislative goals by creating proposals and working with government agencies.
  • You are on top of research on government policies and laws, manage internal and external communication and have a large resource base of personnel in the public sector.

What You Will Do

  • Work closely with the Programme Development counterparts and regional leadership, be responsible for overseeing key government relationships and programming. To do this, you’ll lead government engagement, training and stakeholder meetings.
  • Ensure creation of governance committees according to core programming guidelines, and establish a regular meeting schedule.
  • Ensure thorough weekly and monthly reporting to the government begins and is continued under permanent programme leadership.
  • Manage and oversee all Policy and Partnerships program staff (focussed on Programme Management).
  • Manage the diverse strategic stakeholder management across multiple Government departments and levels within those departments; with prominent education ecosystem stakeholders, including but not limited to the local and national teacher labour unions; and important ‘influencers’ to ensure the successful and popular launch of the government’s new programme.
  • Establish and implement short- and long-range goals, objectives, policies and operating procedures for the government relations support function; monitor and evaluates program effectiveness; effects changes required for improvement;
  • Map all key government officials, and create a plan for management of each;
  • Work with key stakeholders on consultative efforts to drive reforms in delivery of education to underserved communities;
  • Utilize lead management techniques and maintain a detailed and dynamic database of these key influencer communities while tracking progress of programme launch;

Requirements
What You Should Have:

  • Bachelor’s degree with superior academic performance;
  • Over 4 years’ experience in government program delivery or working in account management or as an engagement manager;
  • In depth experience building and systematically managing key complex relationships and accounts to ensure program delivery in a complex, multi-stakeholder program or project;
  • Previous experience working with a Ministry of Education or State Education Board on program delivery, preferred; If not within education, experience with another government delivery program or project, such as in health or ICT;
  • Confidence, authority, and level-headed decision making needed as program’s leadership voice;
  • Knowledge of local, state and federal government issues related to the provision of primary education in Nigeria would be preferred;
  • Ability to balance commercial interests and social benefits – a blend across business and political acumen, but also high emotional intelligence and relationship-building skills;

  • Highly capable and thoughtful problem-solving skills; able to act as an intermediary and a solutions driven lead, to ensure effective collaboration and communication between the Government client and our organization;

  • Expertise in several of the following areas (and interested in learning about the rest):
    • Web services and API design, especially in the Microsoft .NET ecosystem
    • Android applications, especially “offline-first”
    • JavaScript Web Applications, especially Progressive Web Applications
    • Data engineering – data pipelines that cleanse, classify, and aggregate data sets
    • Highly scalable architectures (e.g. CQRS, Event Sourcing, queues, circuit breakers, etc.)
    • Monitoring in all its forms – error monitoring, synthetic monitoring, performance monitoring, user monitoring, etc.
    • Security and identity management – OAuth, penetration testing, software supply chain
    • Cloud and Hybrid deployment models
    • Databases and ORMs – esp. MS SQL Server/T-SQL (and EF, Dapper, etc.); but also other forms of persistence
  • Experience in a lean delivery environment and understand not only the mechanics, but also the underlying motivations
  • NewGlobe uses primarily .NET (server-side), Vue.JS (web apps) and Kotlin (Android native), so experience in these toolchains is preferable; however, NewGlobe also values developers with diverse experience, so serious exposure to other languages and ecosystems (e.g. NodeJS, Ruby, functional languages, NoSQL DBs) is a bonus
  • Ability to function well in a fast-paced, informal environment where constant change is the norm and the bar for quality is set high
  • Interest in open source projects – familiarity with OSS projects is a plus; contributions to open source projects is a big plus.
