Job Title: Deployable WASH in Emergencies Specialist
Location: Nigeria
Type of Role: 12 month fixed term contract
Role Purpose
- Our new global strategy prioritises humanitarian scale up. To respond to the growing unmet needs in emergencies and to strengthen the speed, quality, relevance and appropriateness of our emergency response and readiness work, we have recently created four new global humanitarian capability units, including the new Hunger Response and Resilience Unit, under which the food security and livelihoods portfolio is located.
- The WASH Specialist will be part of the Global Rapid Response Unit in the Global Humanitarian Team. The post holder will work with technical teams within the other four units, other teams, departments, Country Offices, National Offices within the organisation to ensure that all Plan International’s work contributes to strengthening live saving interventions through WASH in addition to Food security, nutrition, livelihood, child protection, education in emergencies in an integrated manner.
- The WASH Specialist will be required to be deployed to Plan International Country Offices for 75% of the time for a period of up to three months continuously, sometimes into hostile/crisis settings at short notice to provide technical assistance to country offices.
- This position demands technical knowledge, training experience, and work experience in a wide range of humanitarian contexts.
- As WASH Specialist you will ensure technical soundness of the WASH interventions in the Hunger and other humanitarian Crisis response covered by the Plan International.
- WASH interventions will cover both standalone water, sanitation and hygiene programming and, critically, also the integration of WASH within other elements of Plan’s life-saving intervention including Food Crisis response such as food distribution, school feeding, nutrition, in addition to education and child protection and care in health facilities as a fundamental pre-requisite for maximising the effectiveness of these interventions.
- In collaboration with Country Offices, regional management and National Organisations you will advise and support high performing country teams to improve their WASH intervention approaches, strategy and practice, ensuring specific WASH/GEDSI (Gender Equality, Disability and Social Inclusion) outcomes are included, and explore WASH and integrated programming related funding opportunities, ensuring accountability for meeting targets, and maintaining alignment with the Plan International global strategy.
Dimensions of the Role
- The WASH Specialist works with Plan International’s decision makers (Global Hub team, Country Office management teams, program management units, country program teams) on inclusive, integrated and resilient WASH and water resources interventions in the Food Crisis humanitarian response and provides overall management and quality assurance for donor funded programs, and strategic support to country programming quality
- The WASH Specialist contributes Plan project generated evidence to knowledge sharing platforms for WASH globally and within Plan International in order to ensure sharing of lessons learned and adoption of best practices
- The WASH Specialist is not directly responsible for WASH project/program budgets as these are the responsibility of the global hub and Country Offices implementing WASH projects
- The WASH Specialist does not directly manage any other staff.
Accountabilities
- The WASH Specialist will operate within the context of a growing humanitarian crisis and therefore the accountabilities indicated below and the proportional time allocations should be understood to be estimates only.
- The role is expected to show a high degree of flexibility in terms of the tasks that are prioritised.
Technical Leadership & Programming (60%):
- Develop global standards and procedures for the implementation of quality WASH infrastructure in emergency settings, considering design processes, budgeting, contracts, works supervision, risk, and indemnity.
- Provide strategic advice, technical support and capacity-building to Country Offices, Regional offices and National Offices.
- Promote inclusive ‘WASH services,’ ensuring engagement with diverse communities, vulnerable groups and different ethnicities and genders.
- Lead the global roll-out of specialised WASH training for Plan International staff in emergency settings.
- Ensure that WASH programming integrates with other sectors, contributing to comprehensive, multi-sectoral humanitarian responses. Ensure interventions are monitored, measured, and contribute to organisational learning and improvement.
- Contribute to the development and delivery of global induction and training for Country Office staff in relation to WASH competencies.
- Source and manage technical/capacity-building expertise globally, working in partnership with Regional Advisers and Country Office WASH focal points. Provide guidance on contractual arrangements in collaboration with the global logistics team.
- Lead discussions and develop approaches to more sustainable WASH interventions. This includes exploring governance, operation & maintenance of systems, cost recovery models, private sector partnerships, and market-based approaches for global implementation.
- Support Country Offices and Plan International’s National Organisations in real time to scale up WASH interventions linked food security, livelihoods and nutrition work especially in large scale emergencies.
- Lead the mapping of WASH programmes and develop visual analysis/synthesis of the portfolio, building on existing portfolio mapping of ongoing programmes.
- Develop Plan International’s WASH programmatic approach, with a particular emphasis on how WASH, FSL and nutrition contributes to protection and education outcomes, building on existing approaches.
- Guide and provide practise and thought leadership on Plan International’s WASH programmes in both chronic & acute food insecurity contexts.
- In collaboration with relevant technical sectors (food security, livelihoods, nutrition, child protection, education, Cash and Voucher Assistance, and Resilience) develop programme guidance and tools for Plan International Country Offices on integrated program approaches, with a particular emphasis on resilience, CP, GBV and school drop-out risk mitigation approaches.
- Support Country, Regional and National Offices to include and implement WASH within their respective strategies where relevant and to assess how WASH can be used as a mechanism to promote and achieve child protection and education outcomes.
- Promote behaviour change through Information, Education, and Communication (IEC) strategies including need assessment, IEC material development, community engagement, behaviour change strategies and collaboration with technical teams, country, regional and national offices.
- Ensure all WASH interventions (including hygiene promotion) within Plan International are contributing to gender transformative programming.
- Provide technical support in the development of stand-alone and cross-cutting WASH interventions to country offices through close coordination with regional heads of Humanitarian.
- Support Plan International Country Offices and Regional Offices in assessing WASH needs and their implications on FSL, nutrition, child protection and education vulnerabilities.
- Coordinate and work with Plan International’ s Middle East, East African WASH Specialist, food and livelihoods specialists at National Office, Country Office and Regional Office levels, and with relevant technical staff at all levels, to support integrated programming.
- Support Country Office teams to ensure WASH interventions have a particular focus on addressing the specific needs of adolescent girls and young women.
- Support and develop existing programmes within the WASH sector.
- Consolidate and provide technical guidance and support to implementing partners on all water, sanitation and hygiene promotion related issues, to ensure quality, cost-effectiveness, sustainability and environmental soundness in their implementation.
- Asses the health risks in the overall WASH situation, and design and implement systems to improve the situation in collaboration with relevant actors at Regional and COs levels.
Learning, Capacity Building & Information Management (20%):
- Identify, document and disseminate best practices and lessons learned from Plan International’s work on WASH and integrated approaches.
- Map capacity building needs and conduct mentoring, training (with others) to Plan International staff.
- Identify and develop training manuals, guidance documents, and toolkits, as required, including integrated capacity building products.
- Engage with relevant technical working groups within Plan International, particularly on food security, nutrition, resilience, youth economic empowerment, Cash and Voucher Assistance, child protection and education.
- Develop lead and manage a network of WASH within Plan International.
- Ensure that Plan International’s WASH internal, external website pages, library and Workplace pages are kept up to date.
- Partner with global monitoring and evaluation (M&E) teams to ensure WASH interventions are aligned with M&E and project cycle management (PCM) systems across emergency settings worldwide.
- Support and monitor global country programmes’ compliance with Plan International’s Programme Policy and quality assurance processes in relation to WASH.
External Representation (10%):
- Represent Plan International at relevant and strategic Global WASH cluster, working groups and Networks and events.
- Actively contribute to international WASH-related discussions and activities, representing Plan International as a key global WASH actor.
- Network with relevant academics, UN agencies, multi-laterals, peer organisations to develop strategic partnerships and raising Plan International’s profile in girls’ rights.
- Develop technical articles for external release and profiling of Plan International’s experiences and good practices, with a focus on food insecurity & girls.
- Identify, establish, and maintain partnerships with key stakeholders (e.g., global donors, UN agencies, international NGOs, research institutions, private sector) to strengthen Plan International’s WASH programming and influence in the humanitarian space.
- Work closely with global and regional advocacy teams to identify and develop global advocacy priorities related to WASH in emergencies, ensuring alignment with broader cross-cutting issues like gender, inclusion, and sustainability.
Fundraising (5%):
- Support national offices as well as country and regional offices to generate funding opportunities to increase the portfolio of WASH with an emphasis on integrated approaches across technical sectors.
Policy and Advocacy (5%):
- Work with the Humanitarian Policy and Advocacy Unit to ensure that programme evidence on linkages between WASH, food security, resilience, protection and education good practice are shared in relevant external influencing forums.
- Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility.
- This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

Technical Expertise, Skills, and Knowledge
Essential:
- Experience of working in an international NGO, UN, multi-lateral agency or the Red Cross and Red Crescent Movement.
- Significant experience in a variety of humanitarian response contexts (protracted, complex, conflict & rapid onset).
- Expertise and substantial direct experience supporting humanitarian response with a focus on WASH
- Up-to-date knowledge of WASH and hygiene programming approaches, and their integration with other sectors

Job Title: Deployable Education in Emergencies Specialist (Integration with CVA modalities)

The Opportunity
- Our new global strategy prioritises humanitarian scale up. To respond to the growing unmet needs in emergencies and to strengthen the speed, quality, relevance and appropriateness of our emergency response and readiness work, we are investing in our humanitarian deployable capacity.
- The Deployable Education in Emergencies (EiE) Specialist is a member of Plan International’s Global Education in Humanitarian Action Unit . While on deployment the specialist provides technical support to Plan International’s Country Offices (COs). This normally involves responding to medium and large-scale emergencies by developing, implementing, monitoring and evaluating EiE programmes.
- This role will have a specific focus on the integration of CVA modalities in Education in Emergencies. When not on deployment the specialist contributes to Plan’s EiE workplan as agreed with the team. This may include continued follow up from a distance with deployment countries.
Accountabilities
Programme Design and Assessment (15%):
- Ensure all EIE work has a strong child protection, gender and inclusion focus, in line with Plan International’s Global Strategy.
- Support and Lead on multi-sectoral needs assessments including joint, rapid education assessements that include feasibility of cash and voucher assistance to support education access in collaboration with Plan International’s Cash and voucher assistance team, Child protection, Food Security, the Education Cluster/working group, education authorities, teachers and community members including children and adolscents in all their diversity, ensuring assessment findings are documented and disseminated.
- Cooordinate with CVA team to carry out CVA response analysis that will inform programme design and implementation
- Support CO’s in designing response plans based on based on identified needs and priorities and, where possible, through a process of community participation.
- Provide technical assistance to CO’s in the design of gender-aware (and where possible, gender-transformative) EiE programme strategies, plans and proposals that include Cash and voucher assistance modalities, preparedness, anticipatory action and/or response, in collaboration with key education stakeholders, communities, children and adolescents in all their diversity
- Ensure that EiE interventions are in line with Humanitarian response plans and linked to longer-term programming and national education plans and systems.
Programme Implementation (35%):
- The post holder will deploy to CO’s to provide technical support and leadership on safe, inclusive and quality education programmes including integration of CVA modalities during humanitarian crises.
- Coordinate with education, early childhood development (ECD), child protection, gender advisors and CVA team staff to ensure coherence with Plan International’s Inclusive Quality Education framework and to build synergy with existing skills and training.
- Work with other sector teams, including but not limited to CPiE, gender in emergencies, Cash and Voucher Assistance (CVA) and Food Security and Nutrition (FSN) teams to support integrated EiE programming that prevents and mitigates child protection risks and addresses multi-dimensional, age- and gender-specific barriers to education for children and adolescents.
- Ensure alignment of Plan International’s EiE work with key cross cutting priorities (for example, child protection, gender and inclusion) whilst also ensuring innovation is central to Plan International approach.
- Ensure effective programming for out of school children including children associated with armed forced and armed groups (CAFAAG), child survivors of gender-based violence (GBV) and children on the move. This programming includes but is not limited to actions to support immediate access to and retention in education, transition through different levels of accredited formal and non-formal education including integration of CVA modalities , and referral to multi-sectoral services.
- Contribute to the development of gender-balanced staffing plans to implement EiE programme activities and work with the Human Resources (HR) team to recruit in line with approved grants.
- Ensure that EiE interventions are aligned with the Inter-Agency Network for Education in Emergencies Minimum Standards (INEE MS) and Global Education Cluster’s CVA for
- Education in Emergencies guidance and tools, and other global humanitarian standards, guidelines and tools.
- Identify EiE/ CVA programme supply needs and coordinate with the logistics team to ensure timely procurement and delivery.
Representation and Partnership (10%):
- Work with country office colleagues to represent Plan International at relevant clusters, working groups, and in other fora related to EiE and facilitate coordination across sectors including with the Cash working group
- Participate in the development of the Education Cluster/Working Group response strategies, including the Humanitarian Response Plan, Humanitarian Needs Overview and Rapid Response Plan processes, ensuring a focus on gender and inclusion.
- Support the integration of CVA modalities in coordinated approaches to preparedness, anticipatory action and rapid response in education in collaboration with the Education Cluster and other agencies on the ground

- Work closely with the Monitoring & Evaluation (M&E) team in COs to analyse assessments and develop an EiE M&E framework that appropriately monitors the evolving needs of learners and teachers capture the contribution of CVA to education outcomes and aligns with the Education Cluster/working group response strategies.
- Build capacity of EiE and M&E staff to collect and analyse quantitative and qualitative data, ensuring all data is disaggregated by sex, age and disability.
- Document and disseminate key learning from EiE responses and use assessments, evaluations and lessons learned to redefine response strategies and EiE interventions, in coordination with the Education Cluster/working group, education authorities, teachers and communities , including children and adolescents in all their diversity.
- Prepare timely reports on EiE projects in compliance with internal and donor requirements.
Provide input for regular CO sitreps:
- Ensure accountability activities effectively and efficiently support community members, including teachers and children and young people in all their diversity and that feedback from all relevant stakeholders is considered throughout all phases of the response.
Learning and Capacity Building (10%):
- Develop capacity building plans and tools for CO colleagues, or support the implementation of existing plans.
- In collaboration with the CVA team, organize orientation sessions and dissemination of existing tools and guidance developed by the GEC Cash teak team
- Support the provision of training, coaching and mentorship to programme colleagues, partners and other key stakeholders on CVA for Education in Emergencies jointly with the CVA team and related issues such as gender equality and inclusion Identify and if necessary adapt or develop training manuals, guidance documents, and toolkits on key education and ECD in emergencies issues including by integrating CVA modalities , as required.

Research, Policy and Advocacy (10%):
- Drive learning, knowledge management and policy impact by authoring, commissioning and contributing to publications, policy documents, briefing notes and other resource materials, ensuring that Plan International has distinct knowledge and evidence on gender dimesion in education in emergencies. Support COs to develop case studies and reports of programme innovation and successes in particular on the integration of CVA in Education in Emergencies interventions and the contribution of CVA to education outcomes.

- Contribute to relevant global advocacy and policy objectives with documented learning and evidence.

Technical Expertise, Skills, and Knowledge
Essential:
- Significant experience in the planning, design and implementation of integrated, conflict sensitive, gender-aware (or better) education programmes in humanitarian settings, that link to contextually relevant, long-term development frameworks
- Technical expertise should include:
- Knowledge of child safeguarding prevention of sexual exploitation, abuse and harassment (PSEAH)
- Good knowledge of INEE Minimum Standards and related resources, and other humanitarian standards (including the Core Humanitarian Standard and Child Protection Minimum Standards)
- Experience of conducting education needs assessments and M&E activities and an understanding of Sex Age and Disability Disaggregated Data (SADDD), Accountability to Affected Populations (AAP) and child, adolscents and youth participation with specific attention to girls
- Experience with advocacy, particularly influencing around children’s, adolscents’ and girls’ education, inclusion and education continuity in crisis contexts.

- The Deployable Mental Health and Psychosocial Support (MHPSS) Programme Specialist is a member of Plan International’s Global Education in Humanitarian action unit. While on deployment, the specialist provides technical support to Plan International’s Country Offices (COs). This normally involves responding to medium and large-scale emergencies to develop, implement, monitor and evaluate humanitarian MHPSS programmes.
- This includes providing technical leadership and support on programme strategy, strengthening the capacity of staff and partners on MHPSS, and ensuring the overall technical quality of Plan’s MHPSS programming in line with humanitarian standards.
- Plan International’s MHPSS programming focuses on group activities for child and adolescent well-being, focused psychosocial care and support, including for parents and caregivers, and strengthening access to specialised mental health services. Plan International implements MHPSS programmes directly as well as with implementing partners and service providers.
- This role will have a specific focus on MHPSS programming, with key interventions firmly embedded within or linked to humanitarian response programmes for child protection in emergencies (CPiE), education in emergencies (EiE), food security and nutrition (FSN) and other life-saving assistance.
- When not on deployment, the specialist contributes to Plan’s global humanitarian workplans for CPiE and EiE as agreed with both global units. This may include continued support and follow up from a distance with COs after a deployment.

Programme Design and Assessment (15%):
- Integrate MHPSS into sector-specific and/or multi-sectoral needs assessments and support the data collection, analysis, documentation and dissemination of findings.
- Collaborate with Plan and partner staff, relevant inter-agency actors and community members, including children and adolescents, in designing and implementing MHPSS needs assessments.
- Support Plan International’s COs in designing response plans that address the identified needs and priorities for the MHPSS of children, adolescents, young people, parents/caregivers and people working closely with them such as teachers.
- Contribute to a global portfolio of high-quality, conflict-sensitive MHPSS programming for children and adolescents, covering priority emergency responses.
- Provide technical assistance to COs in the design of age-appropriate and gender-sensitive MHPSS programme strategies, plans and proposals for emergency preparedness and response, in collaboration with key sector teams (EiE, CPiE, FSN and other sectors), inter-agency stakeholders, communities, children and adolescents in all their diversity.
- Ensure that MHPSS interventions are in line with MHPSS and other sector humanitarian response plans and linked to longer-term programming and national plans and systems where possible.
- Ensure all MHPSS work has a strong gender and inclusion focus, in line with Plan International’s Global Strategy.
Programme Implementation (35%):
- Lead the roll-out of Plan International’s MHPSS programme framework in priority emergency responses, in close collaboration with other humanitarian teams (CPiE, EiE, GiE, and FSN teams).
- Support the development, roll-out and scaling of relevant programme models to support MHPSS of children and adolescents, including but not limited to life skills and parenting models.
- Deploy to COs to provide technical support and leadership on humanitarian MHPSS programming for children and adolescents, including preparedness and response.
- Work with other sector teams, including but not limited to CPiE, EiE, gender in emergencies (GiE), Cash and Voucher Assistance (CVA) and FSN teams to implement sector-specific MHPSS actions that contribute to the mental health and psychosocial well-being of children and adolescents.
- Ensure that MHPSS interventions are aligned with the Inter-Agency Standing Committee (IASC) Guidelines on MHPSS in emergency settings, the MHPSS Minimum Service Package and the Operational Guidelines for Community-based MHPSS in humanitarian settings, as well as INEE Minimum Standards and the Child Protection Minimum Standards.
Representation and Partnership (10%):
- Work with CO colleagues to represent Plan International in relevant working groups and other fora/initiatives related to MHPSS.
- Participate in the development of the MHPSS working group or task force response strategy, including the Humanitarian Response Plan, Humanitarian Needs Overview and Rapid Response Plan processes.
- Support the integration of MHPSS considerations in other sector resonse plans, specifically CPiE and EiE, in collaboration with other sector technical specialists and inter-agency coordination groups.
- Support COs to identify relevant partnerships related to MHPSS including local and community-based organisations, youth groups and local authorities.
- Support the development of Plan International’s profile in MHPSS programming, particularly in regards to adolescent girls in all their diversity.

- Establish/maintain new/existing relationships with key donors.
- Support Plan International’s COs to build a diversified portfolio of funding for MHPSS programming, both stand-alone and as part of integrated programming.
- Support development and submission of quality proposals in response to identified opportunities at CO level and in collaboration with local partners.
Programme Monitoring and Evaluation, Reporting and Accountability (10%):
- Work closely with the Monitoring & Evaluation (M&E) team in COs to integrate MHPSS indicators in (multi-) sectoral M&E framework, in line with humanitarian response plans.
- Strengthen the capacity of programme (MHPSS, CPiE and EiE, among others) and M&E staff to collect and analyse quantitative and qualitative data related to MHPSS, ensuring all data is disaggregated by sex, age and disability.
- Document and disseminate key learning from MHPSS programming, in coordination with sector teams, coordination groups, and communities, including children and adolescents in all their diversity.
- Prepare timely reports on MHPSS projects and interventions, in compliance with internal reporting and external reporting and donor requirements.
- Provide input for regular CO sitreps.
- Ensure accountability activities effectively and efficiently support community members, including children and adolescents in all their diversity and that feedback from all relevant stakeholders is considered and addressed throughout all phases of the response.
Learning and Capacity Development (10%):
- Provide training, coaching and mentorship to programme staff, partners and other key stakeholders on MHPSS programming framework. If necessary, adapt/develop programme resources related to priority MHPSS topics.
- Promote best practices on MHPSS and integrated programming, both internally and externally.
Research, Policy and Advocacy (10%):
- Drive learning, knowledge management and policy impact by authoring, commissioning and contributing to publications, policy documents, briefing notes and other resource materials ensuring that Plan International has distinct knowledge and evidence on MHPSS programming.
- Support COs to develop case studies and reports of MHPSS programme innovation and successes.
- Engage with key technical groups within Plan International, representing MHPSS programming with linkages to EiE and CPiE.
- Contribute to relevant global advocacy and policy objectives with documented learning and evidence.
- Work with relevant inter-agency coordination groups, including MHPSS, EiE and CPiE relevant fora, to develop MHPSS advocacy strategies informed by contextually relevant evidence and analysis.
Technical Expertise, Skills, and Knowledge
Essential:
- University Degree or equivalent experience in MHPSS, Social Work, (Clinical) Psychology, or related fields.
- Significant experience in the planning, design and implementation of integrated child and adolescent focused MHPSS programmes in humanitarian settings.
- Technical expertise should include:
- Excellent knowledge and understanding of key issues relevant to MHPSS, including activities and interventions as part of EiE and CPiE programming to address the unique needs of children and adolescents, particularly girls, in all their diversity;
- Excellent knowledge of the IASC Guidelines on MHPSS in emergency settings; the MHPSS Minimum Service Package and the Operational Guidelines for Community-based MHPSS in humanitarian settings; the INEE Minimum Standards and the Child Protection Minimum Standards INEE Minimum
- Standards, Child Protection Minimum Standards (CPMS) and related resources, and other humanitarian standards including the Core Humanitarian Standards.
- Excellent knowledge of child safeguarding and prevention of sexual exploitation, abuse and harassment (PSEAH).
- Experience in conducting MHPSS needs assessments and other MEAL activities in collaboration with children, adolescents and young people using a participatory approach.
- Experience in evidence-based MHPSS advocacy, particularly influencing around children, adolescents’ and girls’ needs and well-being, in crisis settings.
- Experience of working in a range of humanitarian contexts (e.g. refugee, conflict, rapid onset), including with inter-agency coordination mechanisms and authorities.
- Experience of capacity strengthening and mentoring on MHPSS technical areas with a variety of audiences, and the ability to work comfortably with diverse colleagues in high-pressure environments.
- Ability to secure funding from public and private funding streams; excellent skills in writing funding submissions and donor reports
- Excellent negotiation and representation skills
- Strong team management, staff capacity building and motivation skills in teamwork and networking.
- Fluency in English, written and spoken.
Desirable:
- Fluency in French, Spanish, Arabic or any other relevant languages.
- Significant network with other organisations involved in this field.

Job Title: Deployable Child Protection in Emergencies Specialist
Location: Nigeria
Type of Role: 2 year fixed term contract
Role Purpose
- The Deployable Child Protection in Emergencies (CPiE) Specialist provides technical support to Plan International’s country offices and partners responding to medium and large-scale emergencies to develop, implement, monitor and evaluate child protection programmes.
Dimensions of the Role
- The post holder will deploy, sometimes at short notice, to support Plan International’s country offices and partners to respond to specific humanitarian crises for a minimum of 4 up to 12 weeks.
- During deployments up to five staff may report to the post holder and a number of indirect reports.
- Between deployments the post-holder will work on specific desk-based tasks for Global Hub contributing to the global Child Protection in Humanitarian Action (CPHA) Unit Work plan.
- The post holder is expected to foster relationships with a wide range of internal and external stakeholders including CPiE Specialists and Humanitarian Team members in Plan International National and Country Offices. In particular it is expected to support the coordination and be an active member of inter-agency Child Protection coordination mechanisms and the Alliance for Child Protection in Humanitarian Action.
- In all deployments, the post holder will play a key role in strengthening capacity at field level, and in the effective scale up and management of child protection and integrated programmes to increase impact for children and adolescent.
Accountabilities
Assessment and Programme Design:
- Ensures all child protection work has a strong gender focus in line with Plan International’s Global Strategy.
- Lead on child protection needs assessments coordinating with Plan International’s other programmatic areas and country-based Child Protection Working Groups, ensuring assessment findings are documented and disseminated.
- Ensure that the different capacities, vulnerabilities and coping mechanisms of children and adolescents are considered and analysed.
- Provide technical assistance to country offices in the formulation of child protection in emergencies programme strategies and plans, including approaches for child survivors of SGBV.
- Ensure that humanitarian child protection interventions are linked into longer term programming.
- Support Plan International country offices in the development of preparedness and disaster risk reduction plans for child protection.
Programme Implementation:
- Ensure the effective planning, implementation and coordination of child protection programmes that address the key needs for children and adolescents in all their diversity.
- Contribute to the development of staffing plans to implement child protection programme activities and work with the HR team for the recruitment of key CPiE positions and ensuring long-term support is in place.
- Ensure that child protection interventions are aligned with the Child Protection Minimum Standards in Humanitarian Action.
- Identify CPHA programme supply needs and coordinate with the logistics team to ensure timely procurement and delivery.
Capacity Strengthening:
- Provide in-country technical support and facilitate training of child protection in humanitarian action to different country responses.
- Support global and regional trainings on Child Protection including but not limited to: mental health and psychosocial support (MHPSS), life skills and parenting, approaches to support child survivors of sexual and gender-based violence (SGBV).
- Develop capacity assessments and capacity development plans and provide training, coaching and mentorship to programme staff and partners.
- Coordinate and/or implement trainings and briefings of Plan International staff, partners and other key stakeholders on child protection and related issues such as gender equality and inclusion, amongst others.
- Promote the application of best programme practices in CPHA including the roll-out and dissemination of global guidance, capacity strengthening and contextualisation, and through engagement in global networks.
- Support assigned in-country CPiE specialists with technical knowledge and capacity building relative to their needs in the response.
- Participate in relevant CPHA networks within the organisation to promote learning, dissemination of toolkits and peer learning within specialists.
Monitoring and Evaluation, Reporting and Accountability:
- Work closely with the Monitoring & Evaluation (M&E) team develop a context-specific child protection M&E framework and tools for quality programme delivery.
- Strengthen capacity of CP and M&E staff to collect quantitative and qualitative child protection data, ensuring all data is disaggregated by sex, age and disability.
- Document key learning from the child protection response.
- Prepare timely reports on CPHA projects in compliance with internal and donor requirements.
- Establish accountability activities for child protection, ensuring that feedback from all relevant stakeholders is considered throughout all phases of the response.
Coordination and Resource Mobilization:
- Build and maintain relationships with relevant government departments, UN agencies and NGOs.
- Actively contribute to Child Protection Coordination Mechanisms in country. Where required, take a co-leadership role in the Child Protection Working Group and/or technical working groups.

- Work with Plan’s communication team to support the dissemination of articles, success stories, presentations and media interviews highlighting Plan’s work in CPHA.
- Generate content on child protection in humanitarian action (webinars, podcasts, videos, programme stories etc.) in collaboration with other CPiE Specialists.
- Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility.
- This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures

- Good knowledge of and experience in applying the Minimum Standards for Child Protection in Humanitarian Action.
- Knowledge and understanding of key programming approaches and minimum standards for child protection in humanitarian action, including approaches to support child survivors of SGBV.
- Experience of conducting child protection needs assessments.
- Experience providing technical support and oversight to CPHA programmes.
- Experience of capacity strengthening on child protection technical areas with a variety of audiences.
- Experience in programme design and proposal development and ability to secure funding from public and private funding streams
- Understanding of field level representation with key stakeholders and coordination with peer NGOs and UN actors.
- Excellent planning, management and coordination skills, with the ability to organise a substantial workload comprised of complex, diverse tasks and responsibilities.
- Excellent negotiation, representation, skills and the ability to work comfortably with an ethnically diverse staff in a very sensitive environment.
- Good attention to detail.
- Patient, adaptable, flexible, able to improvise and remain responsive and communicate clearly and effectively under pressure.
- Strong communication (written and spoken) skills in English.
