Purpose of Job
- To assist the Director General of the Africa Centre for Disease Control and Prevention (Africa CDC) in delivering his mandate by leading the operational coordination of the Commission’s departments and non-elected staff in order to ensure high performance, results and impact.
Main Functions
- Facilitates the identification of top priorities for the senior leadership of the Africa CDC’s 4-year mandate.
- Translates the senior leadership priorities into annual targets and goals and establishes a robust Commission-wide framework for monitoring and tracking progress.
- Provides regular reports to the Director General of Africa CDC on implementation and monitoring of strategic and annual plans;
- Supports the implementation of the New Public Health Order as the main Africa CDC Agenda by supporting initiatives across the organs;
- Monitors and tracks progress in the delivery of the Africa CDC’s annual performance targets;
- Ensures effective collaboration in program development and implementation with the AU organs;
- Collaborates with other members of the senior leadership team to ensure strategic coherence and overall synergy in the implementation of the Africa CDC’s programs and the delivery of high impact results for the continent;
- Cultivates a knowledge management culture through promotion of research and publications that will ensure knowledge sharing and transfer across the Africa CDC; and
- Drives performance and delivery across the Africa CDC’s senior management and inspires high performance, teamwork and delivery across the portfolio.
Specific Responsibilities
- Ensure effective execution of the Africa CDC’s multi-year Strategic Plan.
- Participate and fully share in the responsibility for planning, managing and evaluating the programmatic aspects of the Africa CDC.
- Lead the development of long-term multi-year strategic goals and objectives for public health programs and initiatives.
- Ensure accountability for and adherence to internal controls and external regulations, laws and policies applicable to Africa CDC programs and activities and requirements of key stakeholders and donors.
- Ensure delivery of comprehensive and timely accountability reporting to the Director General for informing the agency Governing Board and key stakeholders as appropriate.
- Represent Africa CDC at high level technical and strategic engagements ensuring the Vision of Africa CDC is well understood within the global public health space.
- Lead, coordinate and ensure regular evaluation of agency programs and research activities in collaboration with the secretariat’s leadership.
- Identify need for change in organization priorities and acts to implement such changes, communicate related outcomes, change and action plans to internal and external audiences as effectively as possible.
- Establish, develop and maintain effective working relationships with members of the Governing and other Advisory Boards, other agency leaders, key stakeholders and other public health partners.
- Ensures appropriate, effective and timely resolution of issues and problems regarding agency activities and programs raised to the Secretariat by Member States and other Constituents.
- Lead, coach, develop, and retain a high performing team; empower, energize and develop overall staff capacity.
- Perform any duties assigned by the Director General.
Academic Requirements and Relevant Experience
- Degree equivalent to Doctor of Medicine or Ph.D in Relevant Medical Sciences from a recognized institute or university. In addition, to the Doctor of Medicine or a Ph.D, a Master’s degree in public health (MPH), or epidemiology or equivalent is required.
- At least 15 years of experience in public health management, planning, or public policy development with evidence of ever-increasing levels of responsibility at the national level or above.
- At least 15 years’ proven experience in operational management of a public health organization at country, regional or continental level, with at least ten (10) years of managerial experience involving a minimum of five (5) years supervisory exposure.
- Preferably having a working experience in international organizations

Tenure of Appointment

Purpose of Job
- The Principal Lab Scientist for Molecular Diagnosis is responsible for the overall technical leadership and management of the molecular diagnosis laboratory in the Africa CDC Reference Laboratories department. This includes developing and implementing laboratory procedures, training and supervising staff, and ensuring the quality of laboratory results.
- The Principal Lab Scientist will also work to support the development of new molecular diagnostic technologies and applications.
Main Functions
This job involves the following main functions that are generally applicable for this category:
- Take technical and intellectual lead in the management of various elements related to the area of expertise
- Identify best practices and monitor effectiveness of the Africa CDC Lab division.
- Provide support in the development of the strategies and business continuity plan and participate in/ensure their implementation
- Foster and ensure implementation of initiatives related to area of specialization;
- Provide support in the organization of thematic networks, consultations and meetings on development cooperation and international relations.
- Develop materials and provide necessary training and support to Organization Units as required.
- Provide technical guidance on matters relating to system review and implementation project in area of specialization, as required.
Specific Responsibilities
- Responsible for planning, execution and monitoring of the functioning of the Africa CDC reference laboratory.
- Conducts advanced laboratory tests for clinical diagnosis, outbreak confirmation, surveillance and research activities.
- Develops SOPs and guidelines for the different laboratory methods.
- Receive urine, blood or other samples for experimentation and analysis.
- Prepare standard volumetric solutions or reagents to be combined with specimens.
- Manage and operate laboratory equipment.
- Test and study blood, urine and other body fluids.
- Evaluate test results and prepare reports.
- Maintain laboratory quality assurance and safety standards.
- Guide and supervise junior staff and technicians.
- Write medical articles for medical journals.
- Leads the functioning of microbiology, parasitology, immunology and molecular biology laboratories of the Africa CDC reference laboratories.
Academic Requirements and Relevant Experience
- Master’s Degree in Molecular Biology, Microbiology, or a related field.
- PhD in the above fields will be an advantage.
- Ten (10) years of relevant work experience, including six (6) years at expert level in molecular diagnosis
- Proven ability to lead and manage a laboratory, quality assurance, data analysis,
- Experience with molecular diagnostic technologies, such as PCR, qPCR, and sequencing.
- Experience with laboratory quality assurance and control.
- Experience in training and supervising staff.

- The African Continental Free Trade Area – AfCFTA is the world’s largest free trade area bringing together the 55 countries of the African Union (AU) and eight (8) Regional Economic Communities (RECs).
- The overall mandate of the AfCFTA is to create a single continental market with a population of about 1.3 billion people and a combined GDP of approximately US$ 3.4 trillion. The aim is to enable the free flow of goods and services across the continent and boost the trading position of Africa in the global market.
- The AfCFTA is one of the flagship projects of Agenda 2063 of the African Union (AU): The Africa We Want, the AU’s long-term development strategy for transforming the continent into a global powerhouse.
- The AfCFTA would like to offer an opportunity to students who possess adequate knowledge and skills in relevant areas to work as interns (for a specified period) and gain some practical experience and international exposure.
Context
- Given the critical role to be played by the AfCFTA in moving the continent forward towards the achievement of its development agenda, it has been deemed necessary to create a platform for a number of African students, possessing the required knowledge and skill levels to be introduced to the work of the AfCFTA, through an internship program.
- The internship program is designed to bring highly qualified and motivated students with diverse backgrounds into the Secretariat to work on projects linked to the Strategic Orientations of the Secretariat and to support the corporate functions of the Secretariat.
- Its main goal is to give successful candidates the opportunity to improve their analytical and technical skills in an international environment.
- The program is primarily educational and aims to expose participants (interns) to the workings of the AfCFTA at an early stage and strengthen their personal and early professional skills.
- It will provide an avenue for participants to gain an exposure and some hands-on experience in various applicable fields, while learning in a multi-cultural environment.

Who can Apply? (Eligibility)
- Be nationals of a Member State of the African Union and residing in Ghana.
- Final year students who are enrolled on full-time basis on a fully accredited degree program in a recognized public or private institution of higher learning in any of the following areas: Finance, Accounting, Audit or related fields.
- Full availability for a minimum of three months, being the duration of the program
- Proficiency in one of the AU official working languages (French, English, Portuguese, Arabic, Kiswahili and Spanish) and fluency in another AU language(s) is an added advantage.

Remuneration

Purpose of Job
- Reporting to the Executive Director of STATAFRIC, the Monitoring and Evaluation (M&E) Officer is responsible for the monitoring and evaluation of the implementation of the statistical projects of World Bank during the projects lifetime in order to improve execution performance, detect problems in time and take the necessary corrective measures.
- The 3 major projects funded by the World Bank are;
- Harmonizing and Improving Statistics in West Africa Project (HISWA)
- Eastern Africa Regional Statistics Program-for-Results (EARSPforR)
- Harmonizing and Improving Statistics in West and Central Africa (HISWACA)
Main Functions
- Strengthen STATAFRIC capacity as Project Implementing Unit,
- Improve governance environment for project implementation by STATAFRIC.
- Plan, Monitor and Evaluate the implementation of all World Bank projects components using a results-based logical framework matrix in which for each component, goods and services and their related activities are declined with their performance indicators including baseline and target, source of verification, assumptions and risks, and mitigation measures.
Specific Responsibilities
- Develops/updates detailed Monitoring and Evaluation Framework in terms of logical framework of the Projects;
- Supports STATAFRIC for the preparation and organization of supervision and evaluation missions at all levels of projects implementation (continental, RECs’ and Member states’);
- Participates and prepare the supervision and evaluation missions reports;
- Contributes to the mid-term review and the final evaluation report of the projects;
- Supports STATAFRIC to oversee the preparation of quarterly and annual execution reports by the projects implementing units which will be submitted to STATAFRIC;
- Prepare consolidated quarterly and annual reports of the projects.
Academic Requirements and Relevant Experience
- A Master’s Degree in Project Management, Statistics, Demography or related fields, and at least three (03) years of excellent professional experience in Project Management and/or Monitoring and Evaluation at national, continental or international level.
Or
- A Bachelor’s Degree in Project Management, Statistics, Demography or related fields, and at least five (05) years of excellent professional experience in Project Management and/or Monitoring and Evaluation at national, continental.

- Knowledge of statistics methodologies and concepts
- A clear understanding of statistical terms and concepts
- Proficiency in Microsoft Office and statistical tools
- Management experience and excellent interpersonal skills
- Analytical and problem-solving skills

- Excellent communication skills and ability both orally and in writing
- Excellent report writing and presentation
- Sound planning and organizational skills
- Ability to negotiate diplomatically
- Ability to delegate the appropriate responsibility, accountability and decision-making authority with regard to performance management and professional development
- Conscientious in observing deadlines and achieving results
- Familiarity with international and regional definition, methodologies and standards in the relevant area
- Proficiency in one of the AU working languages, fluency in another AU language is an added advantage

Tenure of Appointment
- The Appointment will be made on a fixed term contract for a period of one (1) year, of which the first three (3) months will be considered as a probationary period. Thereafter, the contract may be renewed for a similar period subject to funding availability, satisfactory performance and agreed deliverables.
