Job Title: Finance and Administration Director – Human Resources for Health Activity Project

The Opportunity

  • Abt seeks a qualified Finance & Administration (F&A) Director for the anticipated five-year USAID-funded Healthcare Financing and Human Resources for Health Activity in Nigeria. T
  • he Finance & Administration (F&A) Director’s responsibilities will be to lead and manage all aspects of project financial and administrative monitoring and reporting; oversee project operations including human resources and procurement; ensure synergistic and positive relationships between the administrative and finance team and technical teams; and serve as a member of the senior management team.
  • You will be based in Abuja, Nigeria and will report to the Chief of Party (COP). The position is contingent upon project award to the Abt consortium.

Core Responsibilities
The F&A Director will have the following duties and responsibilities:

  • Ensure rapid and smooth startup of operational and finance activities, including recruitment of Operations, Finance, and Grants Officers as needed.
  • Develop and manage project banking procedures and transactions.
  • Provide managerial and operational leadership and advice to the Chief of Party by overseeing project finance and accounting, operations, grants management, IT and human resources, and ensuring compliance with USAID and Government of Nigeria rules, regulations, and policies.
  • Contribute to a project culture that enables gender equity and social inclusion.
  • Contribute to a project management culture that enables continuous adaptive management, learning, and collaboration.
  • Lead and oversee development of annual budgets, financial reports, compliance documentation, and other deliverables, ensuring all are on time and of high quality and in accordance with Abt and USAID project requirements, procedures, and practices for compliance and audits .
  • Prepare annual site office revenue projections and work with support staff to update budget tracker forecast on a monthly basis. Track actuals, accruals, and commitments against approved budgets to ensure project activities remain on budget. Proactively advise COP and home office of any changes in projected spending.
  • Oversee Finance and Administration across all project offices and partners, centrally managing all operations across Nigeria.
  • Ensure preparation of accurate financial reports, and monthly cash funds requests in close coordination with the COP and technical team.
  • Oversee all procurement and inventory tracking, establish country-specific procurement guidelines and standard operating procedures that uphold all applicable rules and regulations.
  • Oversees the preparation of payroll and other regular payments with due consideration to deductions (for advances, taxes, etc), and manages the review of monthly payroll for accuracy.
  • Manage the financial operations and financial reporting of the country program, providing guidance, training, and technical assistance to financial and non-financial management personnel.
  • Serve as the project’s contact with the client on finance and administrative issues, participating in discussions on contract issues and actions, and following up on client requests and concerns.
  • Support the development, execution, and management of grant, subcontractor, and consultant agreements.
  • Proactively inform and provide updates on all contractual, financial, and legal issues to COP and appropriate staff in the Home Office.
  • In coordination with the Home Office, facilitate tax exemption processes with local government entities as applicable.
  • oversee all Human Resource activities related to the project. This includes, but is not limited to, managing the hiring and termination processes and tracking employee benefits. Provide training and orientation to project personnel and mentorship and capacity strengthening to local subcontractors and grant recipients on project policies and procedures as well as areas of finance, accounting, budget oversight, subaward compliance, reporting, project management and more.
  • Other duties as assigned.

What We Value

  • Master’s Degree in Public or Business Administration, Finance, or a related field.
  • At least 10 years of experience managing finance, administration and grants and/or contracts for the private sector, universities, international NGOs, or other organizations with similar scopes of work.
  • Experience and knowledge in fiscally and operationally managing all aspects of large multi-million US dollar contracts or co-operative agreements funded by an international donor required, USAID highly preferred.
  • Experience strengthening the capacity of local subcontractors and grantees in the area of finance, accounting, budget oversight, subaward compliance, reporting, and/or project management.

Key Roles and Responsibilities
Specific duties and responsibilities include the following:

  • Coordinates all activities of larvicide evaluation and larval source management in target sites.
  • Determining larviciding operations labor requirements, and overseeing the recruitment of seasonal personnel
  • Quantifying insecticides/larvicides, sprayers, PPE, and all other equipment and supplies
  • Developing operations activity schedules and organizing micro-planning meetings
  • Ensuring adherence to USAID/PMI BMP for IRS/Larviciding
  • Coordinates training-of-trainer courses, and the training of the different categories of larviciding personnel.
  • Determines larviciding personnel performance targets, and tracks progress against larviciding campaign targets and timelines.

  • Ensuring that correct techniques are applied and ensuring that supervision and monitoring tools are used as required
  • Ensuring quality and accuracy of primary data and safely delivered to data centers

  • Ensuring that all store records are up to date throughout the larviciding operations
  • Identifying, and overseeing the preparation and renovation of larviciding operation sites/bases
  • Achieves operations-related Monitoring & Evaluation and Quality Control indicators of the project.
  • Develops all reporting-related deliverables for larviciding activities
  • Promotes targeting, integration and equity (gender equity, hard-to-reach populations, etc.) of project’s vector control strategies and activities.
  • Oversees social behavior communication and community mobilization and directly supervises other larviciding personnel
  • Supports the MEL team in data management, analysis, and preparation of report

  • Manages LSM activities including tablets configuration, training of community vector control technicians and Community mosquito collection, data synchronization, data cleaning, data verification for completeness, accuracy, and consistency, troubleshoots any issues related to mobile data collection process.
  • Ensure consistent and ongoing coordination and communication among project team members and/or subcontractors to support timely and high-quality data collection, data entry and data cleaning activities.
  • Manage entomological data entry and data cleaning activities, and regularly monitor data quality within the DHIS2-based data management system.
  • Support the maintenance of the project’s DHIS2-based data management system by regularly updating key documentation and communicating configuration requirements.
  • Support the testing and implementation of MEL tools and systems, including but not limited to mobile data collection, DHIS2-based programs, etc.
  • Provide support to the lead entomologist(s) in the development of summary data tables, figures and dashboard items for reports and presentations.
  • Lead training of data entry clerks, technicians, or other key stakeholders on the use of standard project MEL tools and practices
  • Work with key stakeholders and partner organizations to respond to entomological data requests and export result breakdown.
  • Other duties as assigned.

Additionally, Abt’s PMI-funded work manages the most comprehensive malaria vector entomological surveillance programs in 21 African countries to inform malaria vector control trends, strategies, and impact.
  • Under the PMI Evolve Project, Abt will further its delivery of integrated vector control programs by partnering with local communities, organizations, and governments to co-design and co-implement tailored malaria vector control programs. The end goal is fighting malaria while strengthening local capacity to sustain malaria gains.

  • Ensure environmental compliance procedures and best practices in waste management, inventory management, vehicle inspections and Pre-Season Environmental Compliance Assessment
  • Ensure safe working procedure during larval source management activities.
  • Ensure appropriate and timely disposal/recycle of solid waste generated during LSM activity.
  • Lead routine environmental assessments and store preparation and support the routine environmental monitoring.
  • Supervise and perform routine inspection of LSM activity implementation, safe storage, use, and disposal of larvicides.
  • Participate in the training of community vector control technicians and community mosquito collectors.
  • Provide technical assistance to LSM implementation teams and counterparts.

  • Managing the project’s inventory control system during an IVC campaign – IRS, ITN, or LSM – including storage, quality control, inventory record-keeping, and inventory reporting.
  • Working with the project staff to supervise the storage, distribution, and transport of IVC commodities throughout the vector control supply chain to assure they have the necessary equipment.
  • Working with project staff to supervise storekeepers, IRS operation sites, and/or ITN distribution points.
  • Assuring accurate and exact knowledge of IVC malaria commodities at the central warehouse
  • Ensuring that at the end of an IVC campaign and/or distribution event, the personal protective equipment (PPE) and commodities are retrieved from the field sites and are accurately recorded in the stock register.
  • In collaboration with the Environmental Compliance & Safety Officer:
    • Ensuring that all health and safety measures are in place and followed when utilizing insecticide- or larvicide-based products
    • Ensuring clearance and proper disposal of all waste material and excess items from project store.
