Chemonics International – The USAID Lagos Urban Water, Sanitation, and Hygiene Activity (LUWASH) is a $44 million Water, Sanitation and Hygiene (WASH) activity. LUWASH will increase the availability, quality and use of safe water and sanitation services and improve the governance and sustainable management of associated sector institutions in Lagos, Nigeria. Through an integrated, market-based approach, LUWASH will work across the value chain of WASH services to bolster supply and manage demand within a strengthened framework of sector governance, financing, and regulated services. The activity aims to catalyze sector transformation and generate WASH service improvements for at least 4 million people in low-income communities and build a foundation for continued progress beyond LUWASH.

Job Title: Gender Equality and Social Inclusion Specialist

Job Description

  • We seek a Gender equality and social inclusion specialist for the USAID Lagos Urban Water, Sanitation, and Hygiene Activity (LUWASH) in Nigeria.
  • The project aims to increase availability and sustainable management of safe and climate-resilient water and sanitation services in Lagos, Nigeria. LUWASH will increase the availability, quality and use of safe water and sanitation services and improve the governance and sustainable management of associated sector institutions in Lagos.
  • The activity’s objective is to expand and improve urban WASH service delivery and infrastructure through strengthened governance, increased accountability, and improved financial and technical capabilities of public water utilities and private sector providers.
  • The project has four components as follows: governance and institutional arrangements strengthened to deliver improved WASH services, public and private service provider performance improved, access to safe and sustainable water services increased, access to safe and sustainable sanitation increased and the quality of source water improved.

Reporting:

  • The GESI Specialist reports to the MEL Advisor.

Specific Duties and Responsibilities

  • Lead the creation of the comprehensive project-level gender action strategy and plan, including the creation of output and outcome targets.
  • Identify, develop, and nurture a network of relevant Nigerian gender and inclusion experts to participate in activities, provide lectures, and sit on panels.
  • Identify activities through which the Gender and Inclusion Strategy can be utilized.
  • Evaluate inclusion obstacles within the context of the project and provide recommendations to LUWASH leadership regarding possible trainings or other actions that would facilitate beneficiary buy-in at the community level.
  • In coordination with the Component Leads, draft specific, context driven sub-plans to address gender concerns per activity.
  • Support whole-of-program analyses of approaches to ensure that vulnerable groups benefit from program activities.
  • Provide briefings on gender equality and gender analysis to grants under contract recipients.
  • Undertake a GESI analyses of proposals for the programs Grants Under Contract Fund targeting WASH.
  • Perform other duties as required or assigned.

Qualifications

  • University Degree in Social Services, Business Administration, or other relevant field.
  • Minimum of five (5) years of GESI experience.
  • Experience working with USAID or other donor-funded programs preferred.
  • Demonstrated professional excellence and strong analytical skills.
  • Ability to build consensus and coordinate with diverse actors, including government, NGOs, civil society organizations, and private sector.
  • Strong communication and facilitation skills
  • Fluency in written and spoken English is required.
  • Demonstrated leadership, versatility, and integrity.

Job Title: Sourcing Strategy Advisor

Job Description / Scope of Work

  • This scope of work (SOW) sets forth the services to be provided by the Sourcing Strategy Advisor to SAII Associates Ltd/Gte, an associate company of Chemonics International Inc. in the implementation of the USAID Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM) project in Nigeria.

Background

  • The purpose of the USAID Global Health Supply Chain Program–Procurement and Supply Management single award Indefinite Delivery, Indefinite Quantity (IDIQ) contract is to ensure uninterrupted supplies of health commodities to prevent suffering, save lives, and create a brighter future for families around the world.
  • The IDIQ has four task orders that directly support the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and USAID’s family planning and reproductive health program, and maternal newborn and child health program.
  • GHSC-PSM provides health commodity procurement services and systems strengthening technical assistance that address all elements of a comprehensive supply chain. All four task orders are implemented in Nigeria.
  • The Sourcing Strategy Advisor will provide and support technical assistance to stakeholders and donors on appropriate sourcing approaches for health product requirements and other technical services across HIV/AIDS, Malaria, Tuberculosis, Family Planning and Maternal, Newborn and Child Health Programs to ensure that quality health products and services are sourced to meet needs of the program.
  • S/he in collaboration with other managers and advisors will inform health product procurements to promote uninterrupted access to health service delivery under the direction of the Plan and Source Director or his/her designee.

Principal Duties and Responsibilities (Essential Functions)

  • Support the development and implementation of appropriate health product sourcing strategy from local and international manufacturers/vendors that provides best value and meet donor requirements.
  • In collaboration with internal units, serve as the lead in receiving all PEPFAR/PMI and DoD health commodities procurement requests and entering them in the system-ARTMIS, review and provide system approval to DCP and HO processed ROs and obtain clients approvals before orders are placed with selected vendors.
  • Support the maintenance of the list of approved health products and sources by international (USFDA, USAID & WHO) and national regulatory authorities (NAFDAC) for procurement of HIV/AIDS, Malaria, TB, MNCH health products and Essential medicines.
  • In collaborate with Forecasting and Supply planning team, lead in the development and monitoring of Health Commodities manual budget trackers for all task orders and review all procurement requests to ensure that all requests are as per the client/mission approved supply plan, COP/Fast tool and MOP budget values and volumes for each health product category and track budget expenses to ensure funds are spent in compliance with mission/PMI approved product category.
  • Support the maintenance, monitoring, and collation/processing of letter of No Objection from market authorization holders/product registration status and to obtain annual NAFDAC e-permit for health products that are procured from international sources with local registration to meet the needs of the program.
  • In collaboration with DCP, lead in the reviewing of procurement request/product specifications and processing of all health commodities procurement request in ARTMIS to ensure all requests are processed and tracked in the system as required by GHSC-PSM.
  • In collaboration with GHSC-PSM Home Office maintain product price estimate lists from UASID, USFDA, WHO and NAFDAC approved sources that guide quantification and procurement decisions for HIV/AIDS and Essential medicines.
  • Lead the maintenance of database on GHSC-PSM procured heath products catalogue, shelf life and updating of ARTMIS catalogue with new products
  • Monitor and report on local and global markets on new product introduction, pack sizes, volumetric and shelf-life adjustments for client/USAID/GON consideration.
  • Facilitate the development and monitoring of health product and services agreements (especially equipment) to ensure they provide best value for the products.
  • In collaboration with Compliance, lead in the identification of approved sources for all health commodities and services procurements in line with the US Government FAR/AIDAR.
  • Support the monitoring and tracking of all procurement of health commodities and services level agreements managed by both GHSC-DCP and HO procurement team and report on time delivery.
  • Support the monitoring and processing of annual registration importation waiver from the national regulatory authority for health products that are procured from international sources without local registration to meet the needs of the program.
  • Support the establishment of relationship with appropriate national regulatory authorities (NAFDAC & Pharmacist Council of Nigeria-PCN) to be abreast with knowledge with drugs banned from importation/on NAFDAC ceiling list and drugs import quality standards regulatory requirements for destination port seamless custom clearance.
  • Participate in procurement and supply management technical working group (PSM-TWG) meetings to inform discussions on product selection, innovations and new market dynamic that affects product availability.
  • Collaborate with Forecasting and Supply planning teams to manage client’s expectations on product availability based on new innovations, regulations and market dynamics.
  • Monitor national policy and regulatory frameworks that affects new and existing health products, equipment and services to guide decisions on product pricing, availability and use.
  • Maintain a good knowledge and understanding of all office rules and procedures as set forth in the field office policy manual.
  • To Support the reviewing of commodity Monthly Financial Statement (MFS) with PMU to confirm ROs product lines and value accuracy (reconcile FO with HO records)
  • In collaborate with Custom team, lead in the reviewing and monitoring of order shipments documents (certificate of analysis, CRIA and product RSL) and provide technical support in processing of Import Duty Exemption Certificate (IDEC) and make recommendation for application of new IDEC when values waived are almost exhausted.
  • In collaboration with Promoting the Quality of Medicines (PQMplus)-a United States Pharmacopeia NGO, lead in the identification of quality assured local pharmaceutical manufacturers and wholesalers of essential medicines for linkage to DRF States.
  • Support achievement of the overall project goals as required to ensure project performance.
  • Perform other tasks as directed by Sourcing Strategy Manager.

Job Qualifications

  • Bachelor’s Degree in Pharmacy or Medical Laboratory Sciences.
  • Three to five years of professional experience in health product selection, procurement, regulations, registration etc. in public and private sectors.
  • Experience in client and vendor relationship management desired
  • Excellent technical writing and oral presentation skills highly desired
  • Evidence of being self-managed and work as part of a team.
  • Ability of use Microsoft Suites required.
  • Ability to use procurement / Sourcing ERP system preferred.
  • Ability to pay attention to details
  • Ability to multitasks
  • Experience on health commodity management and product profile
  • Experience working on a USAID or donor-funded project is added advantage
  • Fluency in English is required.

Principal Duties and Responsibilities

  • Maintain a work plan for PSM project for Public Health Commodities Logistics system strengthening activities in collaboration with staff and partners.
  • Provide support in coordinating technical assistance to State Ministries of Health and stakeholders within the state for the implementation and management of the Logistics Management System for HIV, Family Planning, malaria, and TB programs to ensure uninterrupted commodity availability in supported health facilities.
  • Monitor and provide supportive supervision to the state level teams as appropriate.
  • Coordinate feedback to health facilities and support performance improvement strategies relating to commodity management challenges through routine monitoring and supportive visits.
  • Collaborate with other PSM staff in harmonization of efforts for the logistics systems in the health sector to establish a harmonized commodity logistics system including logistics management information system (LMIS) for use in managing all different commodity groups
  • Work closely with the manager on managing relationships and maintaining routine communications with stakeholders
  • Help write quarterly and annual reports for submission to program funders
  • Contribute to identifying best practices and success stories for PSM’s periodic logistics bulletin
  • Participate in annual national/state quantification and procurement planning of PH commodities, in collaboration with all program stakeholders and partners
  • Maintain a good knowledge and understanding of all office rules and procedures as set forth in the field office policy manual
  • Support achievement of the overall project goals as required to ensure project performance.

Facility Level Reporting, Replenishment and Receiving:

  • Ensure donor-procured health commodities “stock on-hand” in health facilities continuously falls within the min/max range established for each product by supporting the LMCU to:
  • Collate distribution plans, last mile delivery (LMD) orders, truck schedules, etc. to support last mile delivery (LMD)
  • Support assessment activities (EUV, storage facilities, supply chain, LIAT, LSAT, etc.)
  • Support LMIS report collection and LMD activities at the state level
  • Support the role out and implementation of an e-LMIS system (NAVISION) at the state
  • Facilitate the reporting of stock status for programs the project support in the state
  • Ensure effective monitoring of last mile distribution activities in the state and promptly report incidences emanating from the LMD for resolution.

Coordination and Governance:

  • Support performance monitoring across all programs in your state. Collate feedback using activity performance monitoring tool from colleagues in the state
  • Collate and organize budgets for PSM Project work plan activities at the states for approval and implementation
  • Draft summary monthly state level activity reports for the state
  • Oversee the collation and transmission of activity budgets for the state
  • Participate in routine meetings of procurement and supply management coordination working groups and committees for PH commodities
  • Participate in state and national level meetings as required.

Job Qualifications

  • A First Degree in Public Health, Pharmacy, Logistics or Business Administration. Advance Degree will be an added advantage
  • 4 to 7 years professional experience in health programs for Logistics Advisor position, preferably in health care supply chain management
  • Proven experience in managing public health programs or projects in Nigeria or similar developing country context
  • Extensive knowledge of the Nigerian public health sector.
  • Strong analytical and problem-solving skills
  • Excellent technical writing and oral presentation skills highly desired
  • A proven ability to work as part of a team and to be self-managing
  • Knowledge of Microsoft Office, including Word, Excel, and PowerPoint

  • The Compliance Associate joins a cross-functional supply chain budget management unit in support of the USAID Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM) and Global Fund projects.
  • The Associate collaborates with compliance, technical, and finance staff to ensure third-party logistics (3PL) invoices are reviewed for accuracy and completeness.
  • Specifically, the Compliance Associate is accountable for confirming all invoices under review are backed up with sufficient supporting documentation and are in alignment with contractual terms and conditions.
  • The Compliance Associate is also accountable for flagging cases where invoices are insufficiently supported, documenting such feedback in a central tracker, and clearly and consistently communicating such feedback to staff responsible for vendor management and communication.
  • Finally, the Compliance Associate is also accountable for keeping accurate and organized physical and digital files to ensure supervisors have visibility into the status of all invoices under review.

Principal Duties and Responsibilities (Essential Functions)

  • Review third-party logistics (3PL) invoices against invoice review checklists and standard operating procedures (SOPs); ensure invoices are supported by backup documentation and aligned with contractual terms and conditions.
  • Confirm the presence of contractual deliverables for all invoiced charges and flag noncompliance for follow-up by Compliance Manager
  • Confirms each invoice package for completeness
  • Work closely with the Compliance Manager to review all Pods as against 3PL invoices and communicate feedback accordingly
  • Communicates mis-applied unit rates and/or a lack of supporting documentation/deliverables to the Compliance manager for appropriate follow-up
  • Vetting of NISRN Pods as against 3PL contractual deliverables
  • Flags instances of invoice and contract misalignment
  • Follow-up with responsible persons for missing support documents/deliverables.
  • Other duties and responsibilities may be assigned as needed.

Qualifications

  • Bachelor’s Degree in Accounting, Business, Finance, or related field
  • Minimum of 2 years of relevant finance, compliance and audit experience required
