Job Title: Country Manager – Latin America and the Caribbean (LAC)

Job Profile

  • In co-operation with the Director, the Country Manager leads and oversees the identification, development, appraisal, approval and implementation of Public Sector projects.
  • The position contributes to the development of policies and strategies in the portfolio-countries and supports the achievements of the regional and departmental objectives and targets.
  • The Country Manager is responsible for identifying and recommending options and solutions for the optimum deployment of financing resources in the portfolio-countries, including the development, implementation and monitoring of country operational strategies and business plans.
  • Working together with the Director, the Country Manager also leads and oversees relations with the portfolio countries and other relevant partners.

Duties and Responsibilities
Policy development and implementation

  • Conducts regular assessments for assigned portfolio countries, to support the development of short-medium term strategies (3 year objectives) in coordination with the Director, partners and other donorstnership strategies and country business plans, to support the achievement of the regional business plan.
  • Leads and coordinates the preparation of country partnership strategies and country business plans, to support the achievement of the regional business plan.
  • Coordinates the implementation of the annual work plan for the assigned portfolio, in co-operation with the Director, ensuring alignment with the regional and departmental objectives, targets and KPIs.
  • Coordinates work with the Director, as well as other departments on project, strategy and policy related matters.

Project cycle (Project development and processing):
In tandem with the Director, the Country Manager:

  • Contributes to the identification of a pipeline of projects and identifies opportunities through partner outreach and project screening.
  • Supports the sourcing of new projects and co-financing opportunities, by leveraging professional networks and relationships.
  • Evaluates financing opportunities and provides support on the initial risk and financial assessments of the projects.
  • Participates in project appraisals, including technical, economic, and ESG analysis, as well as project administration design.
  • Coordinates and supports the full project life cycle including project identification, preparation, concept and terms clearance, due diligence and appraisal, interface with technical and loan committee as well as with management and the Governing Board.
  • Ensures that legal documentation is successfully concluded (loan signed and declared effective) in a timely manner through negotiations with Government and partners with the support of the legal counsel.
  • Supports project implementation, ensuring compliance with covenants, achievement of contract awards, and planned disbursements in order to achieve the envisaged project outcomes.
  • Contributes to the implementation of projects, in coordination with project management teams and executing agencies, developing practical and innovative solutions to facilitate implementation, resolve implementation problems, as well as incorporates lessons learnt into the project implementation framework.
  • Facilitates the procurement and disbursement processes for the project, insuring achievement of contract award, as well as successful disbursement.
  • Manages day-to-day project administration, providing support to the team responsible for disbursements and loan servicing (repayments) and coordinating with Loan Management and Risk Management.

Capacity Building, Knowledge Sharing and Supervision:

  • Recommends and supports the implementation of individual annual work program and budget for the assigned countries, including proposed missions and trainings.
  • Contributes to institution building, and builds and shares knowledge through participation in task force groups and other meetings.
  • Participates and contributes to relevant learning activities for advocacy, and knowledge building.
  • Enters, updates and validates data/ information related to the assigned countries into the Management Information System (MIS/ SAP/ EDMS).
  • Coaches and supervises newly appointed analysts and interns.

Partners and Relationships Management:

  • In cooperation with the Director, maintains active relationships and creates new partnerships with governments, executing agencies, partner institutions with the aim of expanding strategic partnerships in the portfolio countries.
  • Maintains and fosters relationships with governments’ authorities, and DFIs to maximize potential for co-financing and catalyzing resources from partners.
  • Perform other duties as required by the Director relevant to the area of responsibilities.

Qualifications and Experience

  • Master’s Degree or equivalent in Economics, Finance, Engineering or another relevant field
  • A minimum of five (5) years relevant professional experience.
  • Preferably at least two (2) years’ relevant work experience in an international development institution.
  • Fluent in English and Spanish. Good working knowledge of Arabic or French is an added advantage.

Job Title: Senior Counsel – Treasury / Capital Markets

Job Profile

Duties and Responsibilities
Policy development and implementation:

  • Supports the development of procedures for the funding activities of the organization, and monitors their implementation from a legal perspective.
  • Supports Finance in legal matter implementing the annual work program relating to the Funding and Borrowing Program and ensuring the achievement of its long-term goals, strategic targets and annual objectives.

Legal advice:

  • Supports and advises Finance in the negotiations and drafting of documentation for implementing the borrowing program and debt capital market transactions including the issuance of bonds and commercial papers
  • Assists in the preparation and the review of documentation for derivatives and other risk management transactions, including the negotiation of ISDA master agreements, Credit Support Annexes and other transactio documents.
  • Reviews and revises global clearing, custody, execution and repurchase agreements to facilitate the OPEC Fund’s investment and risk management.
  • Supports Treasury on funding related issues, including compliance with listing rules, swap and hedge transactions and documentation of debt issuances, including comfort letters and due diligence exercises.
  • Provides interpretation and legal opinions on the OPEC Fund’s financial regulations, regulatory and relevant policies and rules.
  • Provides legal support to the OPEC Fund’s middle-office following the debt issuance, including drafting of specimen legal documentation to ensure adherence to best practices, applicable law and relevant OPEC Fund standard  and policies.
  • Provides reports and recommendations to the General Counsel and/or Director, Institutional and Administrative Unit  on significant developments, emerging opportunities and challenges in the area of finance operations.

Research and analysis:

  • Identifies issues of importance on legal matters in any aspect related to the OPEC Fund’s operations and conducts research, analysis and studies on a wide range of legal issues, including interpretation of legal instruments, and brings them to the attention of the General Counsel and/or Director, Institutional and Administrative Unit together with recommendations thereon.

Risk management:

  • Monitors and signals deviations in the application of frameworks, contracts, policies and processes related to the legal/compliance/risks of Finance operations, and if necessary, takes corrective measures.

Leadership and direction:

  • Participates in the exchange of ideas and knowledge sharing to facilitate the broadening of the skills of the legal team and assists in ensuring skills transfers among Counsels within a formal or informal mentoring or facilitation   program.

Stakeholder management and engagement:

  • As assigned by the General Counsel and/or Director, Institutional and Administrative Unit , represents the OPEC Fund in any external legal proceedings and liaises with external counsels.
  • Works with external stakeholders (the senior representatives of issuing banks/ investment funds, partners and external counsel as required and authorized officials of partner countries/ institutions) and internal stakeholders (e.g. all OPEC Fund departments/ units/ functions on the subject of legal services and advice on an ongoing basis).

Knowledge management:

Qualifications and Experience

  • Have proven practical experience in a multi-lateral development institution and familiarity with various modes of transport activities and development in general with in-depth knowledge of one mode of transport.

Qualifications and Experience

  • Master’s Degree or equivalent in Engineering, Economics, Finance, or related fields.
  • A minimum of 10 years relevant professional experience
  • Proven practical experience in a multi-lateral development institution.
  • Experience producing research papers, analysis and briefs for the multi-lateral development institution and other international organizations is an advantage.
  • Certification in relevant field such as Certified Energy Manager (CEM), LEED Accredited Professional (LEED AP0), Certified Renewable Energy Professional (REP), Certified Energy Auditor (CEA), Project Management Professional (PMP), Certified Carbon Auditing Professional (CAP), Certified Sustainable Development Professional (CSDP).
  • Fluent in English. Good working knowledge of Arabic, French or Spanish is an added advantage.

Technical Competencies:

  • Robust analytical skills with regard to energy sector and development finance.
  • Strong operational skills in one or more technical areas, such as energy generation (including renewables), transmission and distribution project financing and operations, climate change financing, public-private partnerships, or infrastructure issues.
  • Strong organizational skills, as well as the ability to prioritize tasks and ensure timely completion of tasks under pressure.
  • Proactive application of relevant international best practices to own work.
  • Demonstrated project management experience.

Job Profile

  • The Senior Energy Specialist will draft and lead the development of the OPEC Fund’s energy policies and contribute to the lending program through business development and by supporting the planning, design, preparation, and implementation of projects and programs that address the growing energy demands and enhance energy efficiency in developing partner countries.
  • Key areas of contribution include facilitating energy transition efforts and supporting projects in energy generation, transmission, and distribution. Additionally, the incumbent will provide technical expertise to the Regional Units in the preparation and appraisal of energy project financing with a strong emphasis on climate change mitigation.
  • The Senior Energy Specialist will also contribute to developing and building the capacity of employees through targeted training programs.

Duties and Responsibilities
Accountabilities & Responsibilities

  • Provide and lead energy sector analytical work including preparation of strategic documentation (including presentations, proposals, notes, and other material) required for business development, supervision and dissemination of activities and strategies.
  • Develop investment strategies with clients to pursue the most effective approach to achieve energy efficiency in various economic environments and the specific needs of developing partner countries.
  • Lead and conduct the assessment of energy policies in partner countries to understand their impact on energy transition and operations and service delivery in the countries.
  • Identify innovative solutions for the development of energy sector operations to support sustainable economic development and poverty reduction in consultation with partner countries, development partners and other stakeholders.
  • Contribute to the design, preparation, and delivery of energy projects, focusing on technical quality and delivery of development outcomes. This also entails reviewing the technical designs, implementation arrangements, and adequacy of procurement and fiduciary arrangements of projects in coordination with other team members.
  • Participate and at times co-lead teams in operational missions, supporting the identification, preparation or appraisal of potential new operations and the supervision of the implementation of a selected number of ongoing projects.
