Job Title: Senior Compliance Manager

Location: Nigeria 

Job Brief

• As a Senior Compliance Manager, you will play a critical role in ensuring that our company meets all regulatory and statutory requirements while upholding the highest standards of ethical conduct.
• In this position, you will provide expert guidance and strategic support to the Risk & Compliance department, helping to navigate complex compliance challenges and manage regulatory obligations effectively.
• Your responsibilities will include interpreting regulatory requirements, implementing policies and procedures that align with evolving compliance landscapes, and ensuring that the company is well-positioned to meet all legal obligations.
• This position requires a keen understanding of current regulatory trends, attention to detail, and a commitment to maintaining the company’s reputation.
• Your leadership will be essential in fostering a proactive compliance environment and driving initiatives that support organizational integrity and regulatory resilience.

Job Description, Responsibilities and Duties

• Monitor, evaluate, and report on the effectiveness of compliance policy, procedures, processes, systems, and technologies, escalating potential risks and making recommendations for improvements and implementing necessary changes.
• Establish and maintain strong relationships with external stakeholders who have relevant subject matter expertise to stay updated on compliance regulations, best practices, and emerging trends.
• Oversee regulatory audit and manage responses and proposed remediation.
• Develop and present compliance reporting for senior management and the board.
• Escalate risks and issues as appropriate and in line with regulatory reporting standards.
• Provide strategic, well-informed guidance on compliance matters to Blooms MFB and its diverse business units and departments.
• Develop and track various compliance monitoring metrics, key performance indicators, key risk indicators, and key control indicators to ensure consistent framework, standards, and risk tolerances are followed.
• Manage short-term deadlines as well as long-term strategic initiatives.
• Liaise with Compliance counterparts regarding trends, financial crime typologies, or other issues that may warrant attention within the centralized compliance functions.
• Assist with training of compliance staff, as required.
• Ensure appropriate escalation of identified compliance issues to relevant stakeholders and senior management.

Requirements and Skills

• Bachelor’s Degree in law, business, finance, or a related field. Relevant certifications (e.g. DCP, CAMS, CFE, CAFCA) is a plus.
• Minimum of 7 years of experience with at least 2 years in a Managerial position with a Microfinance bank.
• Excellent interpersonal and communication abilities to work well with internal teams, outside partners, and regulatory authorities
• Strategic attitude with the capacity to strike a balance between Bloom MFBs corporate goals and regulatory requirements, promoting innovation while upholding a solid ethical standard.
• Strong analytical skills to evaluate complicated regulatory concerns and create workable solutions.
• Ability to manage regulatory audits during regulatory inspections and examinations, and providing responses to auditors.
• A good knowledge of the extant Microfinance banking regulations.

Job Title: Fund Management Officer

Position Overview

• We are seeking a highly skilled and detail-oriented Fund Management Officer to join our team.
• The Fund Management Officer will be  responsible for overseeing and managing the organization’s financial resources, ensuring effective fund allocation, and maintaining compliance with financial policies and regulations.
• This role involves coordinating investment activities, monitoring fund performance, and providing strategic advice to maximize returns while minimizing risks.
• The ideal candidate will have strong analytical skills, a deep understanding of financial markets, and the ability to develop and maintain relationships with stakeholders

Responsibilities

• Monitoring, controlling, and optimizing company’s cash to ensure that all channels and products are adequately funded for smooth transaction processing.
• Reconciliation of all our bank statements and investigating and resolving all open / pending items
• Measure the accuracy of cash flow forecast (expected settlement inflow & expected channels cash consumption) against actual results.
• Evaluate the cost of acquiring funds for operations. Lowering the cost while maintaining adequate liquidity.
• Track the time it takes to for different products to receive settlement and prioritize channels with a shorter cash conversion cycle.
• Assess the effectiveness of risk management strategies and mitigating risk such as liquidity risks and interest rate risk.
• Monitor the level of cash funded in our various channels to ensure it’s neither excessive, leading to opportunity cost, nor insufficient, resulting in liquidity shortages.
• Engagement with banking partners for support and resolution of issues with payments processing.
• Ensure compliance with regulatory requirements, internal controls, policies, and procedures.
• Maintain record and track our financial instruments with other banks such as fixed deposits and call deposits.

Requirements

• A Bachelor’s Degree or its equivalent
• At least 3 years in Digital Financial Services or banking industry experience
• Experience with electronic payment systems
• In-depth knowledge of payment processing- gateways
• Organization and Time management skills

As the Anti-Fraud Manager, you will:

• Lead and manage investigations into consumer, agent, and merchant-related fraud escalations, ensuring the protection of customers and the company from financial fraud.
• Oversee the investigation of reported incidents from external institutions, implement preventive strategies, and provide leadership with timely updates on investigations and potential risks.
• Document findings, maintain accurate records, and prepare detailed reports for internal and external stakeholders.
• Collaborate with fraud counterparts at other organizations to innovate approaches and benchmark PalmPay’s current capabilities.
• Establish and maintain open communication channels while fostering productive relationships with relevant authorities.

Requirements and Skills

• Bachelor’s degree in Criminology, Law, or a related field. Professional certifications (e.g., CFE, CFCS) are highly advantageous.
• Law enforcement background preferred.
• A minimum of 12 years of experience in fraud investigations, financial crimes, or fraud examinations, with at least 2 years in a managerial role.
• Proven ability to manage complex investigations and present findings clearly to various stakeholders.
• Strong understanding of fraud prevention techniques, recovery processes, and relevant legal frameworks.
• Experience collaborating with law enforcement agencies and navigating legal procedures related to financial crimes.

• Previous Sales experience.

Benefits

• Salary: N90,000 Monthly. (N70,000 + N20,000 Transportation)
• Commission on transaction and bonus based on performance.
