We are recruiting to fill the position below:
Job Title: Strategic Planning and Enterprise Risk Manager
Location: Nigeria

Role Summary
- The Strategic Planning and Enterprise Risk Manager drives Phase3’s long-term growth initiatives while safeguarding operations across West Africa’s dynamic telecommunications environment.
- This position shapes the company’s strategic direction and implements robust risk management frameworks that support our mission-critical fiber optic infrastructure serving the region’s largest operators and institutions.
Key Responsibilities
Strategic Planning:
- Develop and execute Phase3’s strategic plans aligned with our Pan-African expansion and digital infrastructure growth objectives
- Identify and evaluate new business opportunities in fiber optic infrastructure, wholesale services, enterprise connectivity, and cloud solutions
- Monitor strategic initiatives including network expansion, partnerships, and service diversification
- Conduct scenario planning for regional market entry, technology investments, and infrastructure development
- Prepare strategic reports and presentations for executive leadership and Board of Directors
- Facilitate strategic planning sessions with cross-functional teams
Enterprise Risk Management:
- Design and implement comprehensive ERM framework covering our unique aerial fiber optic infrastructure and regional operations
- Identify and assess risks across strategic, operational, financial, regulatory, and technological domains specific to West African telecommunications
- Manage critical infrastructure risks including network reliability, power line access agreements, vandalism prevention, and route redundancy
- Oversee regulatory compliance risks across multiple jurisdictions (Nigeria)
- Monitor cybersecurity, data protection, and information security risks
- Develop risk mitigation strategies, business continuity plans, and disaster recovery programs
- Establish risk governance frameworks, policies, and monitoring systems
- Report on enterprise risk exposure, mitigation progress, and emerging threats to senior leadership
- Address risks specific to aerial fiber deployment on high-voltage power infrastructure
Educational Qualification
- Bachelor’s Degree in Business Administration, Risk Management, Engineering, Telecommunications, or related field (Master’s/MBA preferred)
- Minimum of 4 years of progressive experience in strategic planning and/or enterprise risk management
- Experience in telecommunications, fiber optic networks, infrastructure, or technology sectors strongly preferred.
- Must have experience engaging closely with external stakeholders in government and public sector in previous roles
- Project Management Professional (PMP)
- Certified Risk Manager (CRM), Financial Risk Manager (FRM), or equivalent
Skills and Attributes:
- Strategic thinking with ability to balance growth ambitions and risk mitigation.
- Strong analytical and problem-solving capabilities
- Excellent communication skills for engaging C-suite executives and Board members

Job Title: Senior Network Engineer

- The ideal candidate will be responsible for designing, implementing, and maintaining our core network infrastructure and client solutions.
- You will play a key role in ensuring the stability, integrity, and efficient operation of our network services, which directly support our business and our customers.
Key Responsibilities
- Network Design & Implementation: Deploy, configure, and maintain network hardware and software, including routers, switches, firewalls, and wireless systems.
- MPLS Management: Design, provision, and troubleshoot Layer 2 and Layer 3 MPLS VPN services on Cisco, Huawei, and Mikrotik platforms.
- Security Management: Configure and manage firewall rules, VPNs (SSL/IPsec), and security policies on Fortigate and Sophos firewalls to protect the network perimeter and internal assets.
- Wireless & LAN Deployment: Plan and implement enterprise-grade Local Area Networks (LAN) and Wireless solutions using Cisco WLAN Controllers and Mikrotik CAPsMAN, and UniFi Controller for Wireless Access Points.
- Internet Access Services: Manage and optimize Direct Internet Access (DIA) solutions for reliability and performance.
- On-Call Support: Participate in an on-call rotation to provide 24/7 support for critical network infrastructure.
Required Qualifications & Technical Skills
- Bachelor’s Degree in Computer Science, Information Technology, or a related field, or equivalent experience.
- Minimum of 5 years of hands-on experience in a network engineering role, preferably within a telecom or ISP environment.
Essential Technical Proficiency:
- Routers: Strong experience with Huawei NE and AR Series routers for MPLS and BGP configurations.
- Switching: Solid understanding of Cisco Catalyst switches (Layer 2/Layer 3) and Mikrotik RouterOS and SwitchOS.
- Firewalls: Proven experience configuring and managing Fortigate and Sophos firewalls.
- Wireless: Hands-on experience with Mikrotik wireless equipment and UniFi controller-based WAP deployment and management.
- Protocols & Services: In-depth knowledge of BGP, OSPF, MPLS (L2VPN/VPLS, L3VPN), VLANs, STP, QoS, and IPsec VPNs.
Preferred Qualifications:
- Relevant industry certifications (e.g., HCIA/HCIP, CCNA/CCNP, NSE4/5, MTCNA, MTCRE).
- Experience with network automation and scripting (e.g., Python, Ansible).
- Strong understanding of network security principles and best practices.

Job Title: Stakeholder Relations Manager

Role Summary
- The Manager will handle all activities relating to engagements with Government Ministries, Departments, Agencies, protocol, security, immigration and also ensure prompt travel visa processing for company sponsored engagements.
Key Responsibilities
Stakeholder Management:
- Actively interface with Federal and State government Ministries, Departments and agencies on all matters relating to the company
- Engage with Federal and State governments with a view to developing public sector-based businesses for the company
- Actively engage stakeholders in such a manner as to generate new businesses or expand existing portfolios with a view to growing Phase3 revenue year on year
- Act as a liaison between staff & other dignitaries both government and private sectors
- Manage all visa, travel and immigration requirements for all expatriate staff of phase3 Telecom and sister companies
- Provide advice for staff on formalities and courtesies they should observe when associating with foreign visitors.
- Research on various foreign cultures, etiquette and beliefs including gift-giving and colors etc and advise staff accordingly
- Arrange to receive company visitors, review ranks, positions and sitting arrangement
- Facilitate travels of staff going to other countries on official assignment and serve as protocol detail to staff on all travels
- Schedule and confirm appointments for Management staff, getting directions and travel times, passing up-to-the minute schedules and information to the driver.
- Plan and arrange courtesy visits for staff and oversee the accreditation of staff at events
- Develop, maintain and update master contact list which includes key political and social contact information, guest lists, and diplomatic community orders of preference.
- Develops guests lists with correct name/title/address/contact information for official functions
- Plan seating arrangements and prints seating cards for official events; dispatches invitations at the appropriate time and follow up on acceptances and regrets including dietary preferences of guests; and monitors and provides guest estimates for the event.
- Coordinate arrangements for press accompanying visiting dignitaries to Phase3 Telecom.
General Unit Assistance:
- To coordinate scheduled meetings, organize framework for meetings and see through the processes with follow ups
- Assist in follow ups that may be required on issues relating to external stakeholders including interface
- Assist in coordinating the implementation of risk management solutions with internal stakeholders
- Assist in coordinating the development and implementation of the company’s strategic plans
- Assist in providing industry profiling and industry trend analysis for the competitive and strategic use by the company
- Assist in coordinating the development of corporate plans, annual budgeting cycle, strategy and budget retreats
- Assist in driving the company’s full-scale enterprise risk management
- Assist in triggering the process of proactive risk minimization and maintenance of zero or minimal risk profile for the company
- Assist in the development and coordination of the company’s business process flow and standard operating procedures for effectiveness
- Generate weekly reports on stakeholder relations activities
- Monitors progress on complaints and issues under the unit with stakeholders – Level 1
- Escalates Level 2 and Level 3 complaints and issues to Unit Head
- Maintains the Unit’s stakeholder coordination schedule
- Maintains the Unit’s filing system
- Any other assignment that might be given by your supervisor
Educational Qualification
- B.Sc. Degree in Business Administration, International Relations, Political Sciences or related discipline
- Being fluent in French is an added advantage.
Work Experience:
- A minimum of four (4) years’ experience in a similar and senior level role in a medium to large sized organisation
- Must have experience engaging closely with external stakeholders in government and public sector in previous roles
Skills and Attributes:
- Ability to gather security intelligence.
- Ability to treat others with respect
- Teamwork – work in sync with other support staff to the HOD
- Ability to deal effectively and discreetly with high level official, political, social and business figures is required.
- Exceptional interpersonal skills, tact, sensitivity and maturity to deal comfortably with high-ranking officials
- Must show initiative, expertise, and use of own judgment in deciding technical arrangements for official functions
- Must possess extensive knowledge of foreign cultures and protocol.
- Ability to work under pressure
